Rise of the Mavericks by Philip Clayton Shackelford Pdf
Rise of the Mavericks traces the beginnings and subsequent development of the U.S. Air Force Security Service. Established in 1948 as part of the emerging U.S. national security apparatus, this communications intelligence organization was meant to place the fledgling U.S. Air Force on a competitive footing with its Army and Navy counterparts. As World War II ended and the Cold War began, Air Force leaders understood that an effective cryptologic capability would be crucial for maintaining and enhancing the Air Force as a strategic and decisive component of America‘s national defense. Successfully deploying air-atomic strategy in the event of a future war would require reliable information on the capabilities, intentions—and potential targets—of an opposing force, in particular the Soviet Union. Communications intelligence would be a critical source of this information, and Air Force leaders were adamant that their service not remain dependent on other service structures for this capability. The Air Force Security Service rose to the occasion, quickly establishing itself as one of the preeminent communications intelligence agencies in the United States. Rise of the Mavericks fills the gap in the military and intelligence history literature and further complicates the literature surrounding the history of the NSA, which too often ignores or hastily addresses the contributions and role of the service COMINT agencies during the early Cold War period. The book explains how Air Force Security Service personnel were viewed as mavericks by other U.S. military and government organizations. The airmen lived up to this characterization by creating and developing an independent communications intelligence capability while persistently resisting the controlling efforts of the Armed Forces Security Agency and the National Security Agency.

From Hot War to Cold by Jeffrey G. Barlow Pdf
This book discusses the role of the U.S. Navy within the country's national security structure during the first decade of the Cold War from the perspective of the service's senior uniformed officer, the Chief of Naval Operations, and his staff. It examines a variety of important issues of the period, including the Army-Navy fight over unification that led to the creation of the National Security Act of 1947, the early postwar fighting in China between the Nationalists and the Communists, the formation of NATO, the outbreak of the Korean War, the decision of the Eisenhower Administration not to intervene in the Viet Minh troops' siege of the French garrison at Dien Bien Phu, and the initiation of the Eisenhower "New Look" defense policy. The author relies upon information obtained from a wide range of primary sources and personal interviews with important, senior Navy and Army officers. The result is a book that provides the reader with a new way of looking at these pivotal events.

Aligning Ends, Ways, and Means by D. Robert Worley Pdf
After four decades of relative stability in national security strategy, American behavior has been erratic in search of a new and sustainable role on the world stage. Rather than facing an ideologically driven great power alliance, the new threat appears to be emanating from failed or failing states. And rather than preparing to deter, and if necessary, defeat, a military super power the United States has entered into long, costly, and uncertain nation building efforts that are falling out of favor with the American public facing a deep recession. Nation building efforts in Iraq and Afghanistan have exposed an imbalance in the capabilities of the departments and agencies and an inability to achieve a unity of effort, a whole of government effort. High level commissions recommend a reallocation of resources to achieve a new balance in the instruments of power and major reorganizations to affect a better orchestration of the instruments. Others are completely redefining national security. Traditionally, threats to national security were military problems with military solutions. What were considered issues of foreign policy -- including pandemics and environmental degradation -- are increasingly cast as national security matters. They are not military problems with military solutions. A national security strategy aligns ends, ways, and means. Finding a new alignment must take place in an environment of a deep and wide recession, partisan gridlock, and uncertainty about the very meaning of national security. This book presents the reader with the information necessary to engage in an informed debate on national security strategy and the system that supports it.
