Three speakers at the Second Workshop on Network Management and Control nostalgically remembered the INTEROP Conference at which SNMP was able to interface even to CD players and toasters. We agreed this was indeed a major step forward in standards, but wondered if anyone noticed whether the toast was burned, let alone, would want to eat it. Nevertheless we take it as a real indication of progress in the field that the community is beginning to take for granted the availability of standards and even the ability to detect physical, link, and network-level faults and is now expecting diagnostics at higher levels as well as system-wide solutions.

ICFP has received very positive accreditation reports from the national authority in terms of its vision, courses, staff and student quality, and infrastructure. The significance of the challenge and what has been achieved in this teacher education institute is studied against the history of the East Timorese people and the educational policies of their former colonial powers. The history, scope and responsibilities of the partnership reveal how the partners were of one mind in terms of foundational values, institutional deliverables, infrastructure and sustainability for the Institute. This educational capacity building and its outcomes are testimony to the relevance of the development principles of the Paris Declaration and the Accra Accord as well as to the partners’ shared vision as faith-based people and organisations and their commitment to Catholic social teaching.

Professor Richard S. Michalski passed away on September 20, 2007. Once we learned about his untimely death we immediately realized that we would no longer have with us a truly exceptional scholar and researcher who for several decades had been inf- encing the work of numerous scientists all over the world - not only in his area of expertise, notably machine learning, but also in the broadly understood areas of data analysis, data mining, knowledge discovery and many others. In fact, his influence was even much broader due to his creative vision, integrity, scientific excellence and exceptionally wide intellectual horizons which extended to history, political science and arts. Professor Michalski’s death was a particularly deep loss to the whole Polish sci- tific community and the Polish Academy of Sciences in particular. After graduation, he began his research career at the Institute of Automatic Control, Polish Academy of Science in Warsaw. In 1970 he left his native country and hold various prestigious positions at top US universities. His research gained impetus and he soon established himself as a world authority in his areas of interest – notably, he was widely cons- ered a father of machine learning.
