Under the ethnic affairs management regime established by the People’s Republic of China, every Chinese citizen is classified within one of 56 state-recognised ‘nationalities’. Government policy assumes that these nationalities differ from one another primarily in their levels of economic development, and asserts that ethnic divisions and identities fade with the gradual achievement of economic and social equality. As a result, economic development policy in minority nationality areas has often constituted a replica of the model which has already proven successful in China’s Han-Chinese dominated east. Research conducted across five locations in China’s Northwest paints a far more complex picture, however. This book considers for the first time how identity informs the nature of economic participation among ethnic minority entrepreneurs in China’s remote Northwest. Through interviews with entrepreneurs from diverse backgrounds, including Tibetan, Han and Muslim Chinese, this book highlights how ethnic—and other—identities inform the nature of economic participation. Furthermore, it explores the broader implications of this de-facto economic segregation for China’s ongoing social harmony and political stability. Resilient authoritarian government is credited with great successes, but this book expands the discourse to include governance by village heads - who often ignored central politicians. Chinese reforms for prosperity started circa 1970 under rural and suburban leaders. They could act autonomously then because of unexpected political and technological opportunities. Their localization of power eroded socialist controls. Since 1990, central leaders have tried to reverse reforms made by resilient local bosses. New findings, especially from the Yangzi delta around Shanghai, challenge the top-down approach to thinking about governance. As Deng Xiaoping admitted, the nation’s spurt of prosperity began in local communities rather than Beijing. Reforms for triple-cropping and rural industrialization started long before Mao’s death (not in 1978, the date most writers cite). Country factories competed with state industries for materials and markets. Shortages by the 1980s led to inflation, government deficits, unofficial credit, unenforceable planning, illegal migrations, then international exports - and severe political tensions. After 1990, Party leaders sought policies to build a Leninist regime that is mostly post-socialist. These reactionary changes have lasted into the era of Xi Jinping. China’s reforms and subsequent changes can be understood as results of unintended situations not just ideas, and local not just central politics. This book explores China’s currency wars with its trading partners in four Western newsmagazines: Time, The Economist, L’Express, and Der Spiegel. Based on both quantitative and qualitative approaches, the interdisciplinary approach adopted in the research draws on two analytical frameworks from the realm of critical discourse analysis – van Leeuwen’s socio-semantic inventory of social-actor representation, and van Dijk’s concepts of macro-rules – as the overarching approaches to understand the changing dynamics of international relations and the global economy through Western media. The sample in this study consists of 160 texts, half of which are focused on China and the other half on Japan, across a period of 12 months in 2010 (China) and in 1987 (Japan). Through the comparison of Western representation between China and Japan, the similarities and differences in their coverage have been revealed as even more striking with regards to global politics and the international economy. The findings obtained from the empirical research have revealed that China was not only reported more unfavourably than Japan in terms of depth, but also across a broader range of areas spanning economics, politics, and military affairs. It has also emerged that all the four Western newsmagazines tended to centre their coverage on the US and China in 2010, and the US and Japan in 1987, although they did not speak in one collective voice with regard to their coverage of China and Japan.
