In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.
While much has been written about rural migrant workers’ experiences in the big cities, population movements into China’s vast network of towns and small cities has been largely neglected. This book presents a detailed case study of rural migrant workers experiences in a small town in a north China county. The author explores the processes and institutions that enable or preclude the social inclusion of rural workers into the town’s socio-economic system. Inclusion and exclusion are assessed through an examination of rural workers’ immersion into the urban labour market, their access to welfare benefits and to social services, such as housing, education and health. The book proposes that outside the larger cities there are alternative accounts of urban social change and of the integration of rural migrant workers. It stresses the fact that the particular socio-economic structure of towns, where the state-owned share of the economy has been smaller and where consequently social and private forces have been more active, allowed for a more open inclusion of rural workers. Though shortcomings are still observed, the book suggests that China's transformation may not necessarily result in dysfunctional and socially polarized urban environments. This book will be of interest to students and scholars of China’s rural migrant workers, bottom-up urbanization and small town development, social policy, and more broadly on contemporary social change in China.
This book traces the history of urbanization in China and discusses major problems and challenges the country is facing as it undergoes a profound social transformation. The author argues that as China tries to build not just more but also better cities, i.e., cities that are not only economically competitive but also people- and environment-friendly, it should adopt urbanization strategies and policies that promote integrated development for both rural and urban areas, and coordination among otherwise disparate objectives – such as industrialization, ecological modernization, informatization and cultural heritage preservation – nationwide and at various scales.
China turned majority urban only in the recent decade, a dramatic leap given that less than 20 percent of its population lived in cities before 1980. This book situates China’s urbanization in the interconnected forces of historical legacies, contemporary state interventions, and human and ecological conditions. Recent state-led urbanization initiatives in China have drastically transformed Chinese rural society - closing the urban-rural divide as well as redistributing wealth and altering the flows of social mobility. In this study Jiabao Sun asks: who are the winners and who are the losers in this process? This book uses two case studies of different modes of state-led rural urbanization - in the villages of Tianjin and Zhejiang - in order to assess the impact on the livelihoods of the villagers, as well as the success of the development initiatives. By focusing on the villagers capabilities, assets and support provided this study examines the imbalances of rural redistribution at three levels: among social groups, among villages and between the rural-urban divide.
