The purpose of this research was to validate the Ionospheric Forecast Model (IFM) Version 3 to assess its suitability and usefulness as an operational tool. The Ionospheric forecast model is a first principles computer model designed to forecast the state of the global ionosphere to 24 hours. The scope was limited to a comparison of the F2 layer critical frequency (foF2) and peak electron density (hmF2) against observed ionosonde data. The model was run with global solar and geomagnetic indices and Information from Digitial Ionospheric Sounding System (DISS) observations as inputs. The DISS observations were input through the Parameterized Real-Time Ionospheric Specification Model (PRISM). The IFM was run for a total of 25 days. It was run twice for each 24-hour period: once by starting with only an initial specification of the ionosphere from an empirical model, and again, with an initial specification from the PRISM model with DISS data as an input. As many as 50 DISS stations were used as inputs to the PRISM model, and FM output was compared against the observations from 10 of the 50 stations. Analysis of the foF2 showed that the IFM output was, on average, was within 1 MHz of observed values, and showed a slight bias to over forecast. Correlation between predictions and observations was generally about 0.8. Analysis of the hmF2 data showed a tendency for the model to under forecast the values. hmF2 forecasts were characterized by large errors and poor correlation between predicted and observed values. There was surprisingly little difference between the results with DISS input and without. The model does not seem to heavily weight the observed data input through PRISM.

The most current version of the Parameterized Real-time Ionospheric Specification Model (PRISM), version 1.7b, was validated using Digital Ionospheric Sounding System (DISS) measurements of F2 layer critical frequency (foF2) and F2 peak electron density height (hmF2) as the "ground truth." PRISM was executed, first, with no real-time input parameter and, second, with Global Positioning System (GPS) Total Electron Content (TEC) measurements as the sole real-time parameter. Hourly values of hmF2 and foF2 over 123 days in 1994-1996 (solar minimum conditions) and covering three seasons (equinox, summer solstice, and winter solstice) were compared for Wallops Island, Virginia, and Point Arguello, California, which both have a GPS receiver and a nearby DISS station. Values of hmF2 and foF2 from the DISS data, the PRISM output with no real-time input parameters, and the PRISM output with the GPS TEC measurements are compared as a function of season and local time. Results indicate PRISM overestimates foF2 by 20-30% when ingesting GPS TEC. On a subsequent execution of PRISM, the GPS TEC measurements were decreased by four TEC units as an estimation of the topside light ion (He, H) and plasmaspheric electrons which are not considered in the physical models of PRISM. PRISM underestimates foF2 by 30-40% and underestimates hmF2 by as much as 40 km in the post-midnight timeframe when driven by the corrected TEC values.

Future models of the thermosphere-ionosphere-magnetosphere system will require near real-time assimilation of ionospheric parameters to specify% and forecast these regions One of the current sensors that will be used in the GAIM model is the DMSP SSIES. Knowledge of the SSIES's reliability and data characteristics is key to using the data when relying on automated processes to ingest the data. To validate the DMSP value, the DMSP-measured density is compared to ground-based ISR measurements from solar minimum to solar maximum. The DMSP data are compared to data from the ISRs located at the Millstone Hill Observatory in Massachusetts and Sondrestrom in Greenland. The DMSP was found to measure densities 10 percent - 20 percent lower than Millstone Hill and 90 percent lower then Sondrestrom, however both were within the uncertainties of the ISR measurements. The DMSP data over Millstone Hill were analyzed for variability. After de trending the data, the variability was found to range from 0.2 percent in geomagnetically quiescent periods to over 20 percent during active periods.

The ionosphere of the Earth has been actively studied since the 1920's, following the discovery of ground radio-sounding. By means of this method results were ohtained by an international network of ionospheric stations, in particular, by the successful implementation of a number of rigorously planned international scientific research programs,'" enabling the collection of extensive experimental material on some of the most important parameters of the ionosphere - the critical freLjuencies of E-, Fl and F2-layers. Comprehensive analyses of these observation data give a fairly complete picture of the various changes taking place in the principal ionospheric layers at different points on our globe. Another important aspect of the study of the ionosphere, which has been in progress for the past three decades, is an extensive program of in situ determinations of the various physical parameters - first using rockets, and subsequently artificial satellites. The data thus obtained on the principal ionizing agent - short-wave solar radiation - and on the physical conditions prevailing in the upper atmosphere and in the ionosphere at different altitudes, allow the proposal of a self-consistent mechanism of ionosphere formation. A general outline of the theory of ionosphere formation at different altitudes is now complete. Its application to specific cases, dependent on a more accurate determination of input parameters to give solutions valid for a definite set of conditions etc., is yet to be accomplished. The use of artificial satellites in cosmic research yielded abundant scientific data.
