For the past decade European countries have undergone a severe economic crisis, with severe consequences both for individuals and for governments. Unemployment and rising poverty have compelled individuals to reconsider their own priorities and goals, while governments have been forced to rethink social policies on the national level, as well as their international economic and political agreements. Some countries have been more deeply affected by the crisis than others, and the impact of economic shortage on individuals and governments has differed, not only because of the different magnitudes of the crisis, but also because individuals react differently to the contextual changes. This book makes use of cross-national survey data to explore the impact of wealth and economic contexts on social values. Instead of attempting to explain how aggregate changes occur (as previous volumes have done) the chapters in this collection focus on micro-level effects to interrogate more deeply the interplay between attitudes and values – and the way both can change as a result of transformation of economic context. This book elaborates on several dimensions of value change: the measurement model and the way it changes under the impact of economic shortage; the connection between universal value orientations and attitudes towards different objects (e.g. the welfare state, immigrants and ethnic groups); the effects of economic factors and vulnerability on values and attitudinal orientations; how particular political and economic contexts produce changes in political orientations. This book focuses on the interrelationship of social values, attitudes and economic scarcity in the context of the last economic crisis experienced by many European countries. It will appeal to scholars and students of sociology, political science and economics.

Since the global financial crisis of 2008, advanced economies have been making various efforts to overcome the economic impasse. While the contrast between the countries that have escaped from the crisis relatively quickly and those still suffering from serious problems is becoming clearer, a new economic crisis stemming from newly emerging economies has again impacted advanced economies. In retrospect, both leftist and rightist governments in advanced economies pursued expansive macroeconomic and welfare policies from the post-WWII period to the oil shocks of the 1970s. While we recognise that the particular policy regime in this ‘Golden Decades’ during which the left and the right implemented similar policies cross-nationally, were characterised by outstanding economic growth in each country, the specific growth patterns varied across countries. Different social coalitions underpinned different growth models. This book is premised on tentative conclusions that Magara and her research collaborators have reached as a result of three years of study related to our previous project on economic crises and policy regimes. Recognising the need to analyse fluid and unstable situations, we have set up a new research design in which we emphasise political variables—whether political leaders and citizens can overcome the various weaknesses inherent in democracy and escape from an economic crisis by establishing an effective social coalition. A new policy regime can be stable only if it is supported by a sufficiently large coalition of social groups whose most important policy demands are satisfied within the new policy regime.

We estimate the impact of the recent economic crisis on support for democracy and a free market economy in 30 post transition countries and five western European countries. Political values are cyclical and reflect a learning process. Support for the market and democracy has decreased between 2006 and 2010 in countries that were hit the hardest and that were the most advanced on the path to liberal reform, and notably new EU members. By contrast, it has increased in the CIS. This last result is driven by the young and unemployed. Although individual exposure to the crisis is associated with lower average support to democracy and markets, it leads these segments of the population, which were most excluded from the political-economic system in place to demand more liberal reforms in countries with corrupt institutions and that lag behind in terms of economic and political reform. We rely on individual level, within-country variation and on the use of a large set of individual controls in order to identify the causal effect of the economic crisis on political attitudes.
