Wars of Disruption and Resilience by Chris C. Demchak Pdf

Increasingly, the power of a large, complex, wired nation like the United States rests on its ability to disrupt would-be cyber attacks and to be resilient against a successful attack or recurring campaign. Addressing the concerns of both theorists and those on the national security front lines, Chris C. Demchak presents a unified strategy for survival in an interconnected, ever-messier, more surprising cybered world and examines the institutional adaptations required of our defense, intelligence, energy, and other critical sectors for national security. Demchak introduces a strategy of “security resilience” against surprise attacks for a cybered world that is divided between modern, digitally vulnerable city-states and more dysfunctional global regions. Its key concepts build on theories of international relations, complexity in social-technical systems, and organizational-institutional adaptation. Demchak tests the strategy for reasonableness in history’s few examples of states disrupting rather than conquering and being resilient to attacks, including ancient Athens and Sparta, several British colonial wars, and two American limited wars. She applies the strategy to modern political, social, and technical challenges and presents three kinds of institutional adaptation that predicate the success of the security resilience strategy in response. Finally, Demchak discusses implications for the future including new forms of cyber aggression like the Stuxnet worm, the rise of the cyber-command concept, and the competition between the U.S. and China as global cyber leaders. Wars of Disruption and Resilience offers a blueprint for a national cyber-power strategy that is long in time horizon, flexible in target and scale, and practical enough to maintain the security of a digitized nation facing violent cybered conflict.

Disruption, Ideation and Innovation for Defence and Security by Gitanjali Adlakha-Hutcheon,Anthony Masys Pdf

This book explores types of disruptions in defence and security, ways to assess disruptions triggered by technological advancements or the lack of legal frameworks; the consequent delays or disruptions to making decisions, creative idea generation and finally the innovative pathways to counter such disruptions. What do disruption, ideation and innovation have in common? How do disruptions, ideas and innovation coexist within defence and security? They all influence and impact decision-making. Disruptions drive decision-making. Ideation raises solutions to resolve the disruptions and innovation brings ideas into life. While disruptions may be common place in the business world, where disruptive technologies displace pre-existing ones; they are less prevalent in defence, even less so within the realm of security. For the last 10 years, there has been talk of disruptive technologies and even adoption of terms such as emerging and disruptive technologies by the largest military alliance—NATO, yet the means to assess these remain elusive. It offers researchers opportunities to assess different types of disruptions, ideate and innovate on scientific grounds to counter disruptions, thereby bolstering the defence and security community’s ability to make decisions better.

Disruption by Michael De Groot Pdf

In Disruption, Michael De Groot argues that the global economic upheaval of the 1970s was decisive in ending the Cold War. Both the West and the Soviet bloc struggled with the slowdown of economic growth; chaos in the international monetary system; inflation; shocks in the commodities markets; and the emergence of offshore financial markets. The superpowers had previously disseminated resources to their allies to enhance their own national security, but the disappearance of postwar conditions during the 1970s forced Washington and Moscow to choose between promoting their own economic interests and supporting their partners in Europe and Asia. De Groot shows that new unexpected macroeconomic imbalances in global capitalism sustained the West during the following decade. Rather than a creditor nation and net exporter, as it had been during the postwar period, the United States became a net importer of capital and goods during the 1980s that helped fund public spending, stimulated economic activity, and lubricated the private sector. The United States could now live beyond its means and continue waging the Cold War, and its allies benefited from access to the booming US market and the strengthened US military umbrella. As Disruption demonstrates, a new symbiotic economic architecture powered the West, but the Eastern European regimes increasingly became a burden to the Soviet Union. They were drowning in debt, and the Kremlin no longer had the resources to rescue them.

Collateral Damage by Reuven Glick,Alan M. Taylor Pdf

"Conventional wisdom in economic history suggests that conflict between countries can be enormously disruptive of economic activity, especially international trade. Yet nothing is known empirically about these effects in large samples. We study the effects of war on bilateral trade for almost all countries with available data extending back to 1870. Using the gravity model, we estimate the contemporaneous and lagged effects of wars on the trade of belligerent nations and neutrals, controlling for other determinants of trade. We find large and persistent impacts of wars on trade, and hence on national and global economic welfare. A rough accounting indicates that such costs might be of the same order of magnitude as the "direct" costs of war, such as lost human capital, as illustrated by case studies of World War I and World War II"--National Bureau of Economic Research web site.

Disrupt and Deny by Rory Cormac Pdf

Disrupt and Deny is the untold story behind Britain's secret scheming against both enemies and friends from 1945 to the present day. British leaders use spies and Special Forces to interfere in the affairs of others discreetly and deniably. Since 1945, MI6 has spread misinformation designed to divide and discredit targets from the Middle East to Eastern Europe and Northern Ireland. It has instigated whispering campaigns and planted false evidence on officials working behind the Iron Curtain, tried to foment revolution in Albania, blown up ships to prevent the passage of refugees to Israel, and secretly funnelled aid to insurgents in Afghanistan and dissidents in Poland. MI6 has launched cultural and economic warfare against Iceland and Czechoslovakia. It has tried to instigate coups in Congo, Egypt, Syria, Saudi Arabia, Iran, and elsewhere. Through bribery and blackmail, Britain has rigged elections as colonies moved to independence. Britain has fought secret wars in Yemen, Indonesia, and Oman - and discreetly used Special Forces to eliminate enemies from colonial Malaya to Libya during the Arab Spring. This is covert action: a vital, though controversial, tool of statecraft and perhaps the most sensitive of all government activity. If used wisely, it can play an important role in pursuing national interests in a dangerous world. If used poorly, it can cause political scandal - or worse. In Disrupt and Deny, Rory Cormac tells the remarkable true story of Britain's secret scheming against its enemies, as well as its friends; of intrigue and manoeuvring within the darkest corridors of Whitehall, where officials fought to maintain control of this most sensitive and seductive work; and, above all, of Britain's attempt to use smoke and mirrors to mask decline. He reveals hitherto secret operations, the slush funds that paid for them, and the battles in Whitehall that shaped them.

Lies, Damned Lies, and Drug War Statistics, Second Edition by Matthew B. Robinson,Renee G. Scherlen Pdf

First published in 2007, Lies, Damned Lies, and Drug War Statistics critically analyzed claims made by the Office of National Drug Control Policy (ONDCP), the White House agency of accountability in the nation's drug war since 1989, as found in the six editions of the annual National Drug Control Strategy between 2000 and 2005. In this revised and updated second edition of their critically acclaimed work, Matthew B. Robinson and Renee G. Scherlen examine seven more recent editions (2006–2012) to once again determine if ONDCP accurately and honestly presents information or intentionally distorts evidence to justify continuing the drug war. They uncover the many ways in which ONDCP manipulates statistics and visually presents that information to the public. Their analysis demonstrates a drug war that consistently fails to reduce drug use, drug fatalities, or illnesses associated with drug use; fails to provide treatment for drug-dependent users; and drives up the prices of drugs. They conclude with policy recommendations for reforming ONDCP's use of statistics, as well as how the nation fights the war on drugs.

War and Revolution by Norman E. Saul Pdf

The third volume in Saul's history of U.S.-Russian relations looks at events surrounding America's entry into the European conflict and its encouragement of continued Russian participation, even in the face of domestic unrest. Saul (history, Russian and East European studies, U. of Kansas) draws on military and diplomatic archives in both countries to provide detailed accounts of the activities of consular, diplomatic, and military staffs as well as American businessmen, Red Cross volunteers, and journalists who were working in Russia.
