Picking up from where that FAO publication had left off, an Expert Roundtable on Water Tenure was convened by FAO in Rome, in December 2019, to begin the process of developing a common conceptualization of water tenure and its scope within the broader context of water resources and tenure governance. Strengthening the position of individuals and communities within the political economy of water resources governance, particularly for the rural poor whose livelihoods and food security depend on secure and equitable access to - water and land - was central to the debates. This report includes the Policy Brief and the Expert Roundtable Summary that explored the bundle of water-related rights approach to un-packing the concept and the practical ramifications of water tenure. This report is based on recent research and analysis that have helped to identify the core elements of water tenure based on data demonstrating how water tenure systems are legally recognized at the national level and how they function across diverse countries.

Accessibility to clean and sufficient water resources for agriculture is key in feeding the steadily increasing world population in a sustainable manner. Nature-Based Solutions (NBS) offer a promising contribution to enhance availability and quality of water for productive purposes and human consumption, while simultaneously striving to preserve the integrity and intrinsic value of the ecosystems. Implementing successful NBS for water management, however, is not an easy task, since many ecosystems are already severely degraded and exploited beyond their regenerative capacity. Furthermore, ecosystems are large and complex and the many stakeholders involved may have conflicting interests. Hence, implementation of NBS requires a structured and comprehensive approach that starts with the valuation of the services provided by the ecosystem. The whole set of use and non-use values, in monetary terms, provides a factual basis to guide the implementation of NBS, which is ideally based on transdisciplinary principles, i.e. complemented with scientific and case-specific knowledge of the ecosystem in an adaptive decision-making process that involves the relevant stakeholders. This discussion paper evaluated twenty-one NBS case studies using a non-representative sample, to learn from successful and failed experiences and to identify possible causalities among factors that characterize the implementation of NBS. The case studies give a minor role to valuation of ecosystem services, an area for which the literature is still developing guidance. Less successful water management projects tend to suffer from inadequate factual and scientific basis and uncoordinated or insufficient stakeholder involvement and lack of long term planning. Successful case studies point to satisfactory understanding of the functioning of ecosystems and importance of multi-stakeholder platforms, well-identified funding schemes, realistic monitoring and evaluation systems and endurance of its promoters.

Sustainable agrocolture and food security are of particular concern for the countries of the Middle East and North Africa (MENA) region, and represent one of the biggest challenges facing the area. As a consequence of the region’s heavy reliance on food imports, the sharp increase in food prices since 2007 and the consequent world food crisis has had macro-economic problems (inflation, trade deficits, fiscal pressure), increased poverty and political instability. This challenge, coupled with the consequences of environmental degradation, water scarcity, urbanization and climate stress, call for the urgent development of sustainable agriculture has mostly been ignored in Euro-Mediterranean relations, due to strong opposition from the EU. However, academics and policymakers have increasingly acknowlendged that agriculture that needs to be placed at the core of Euro-Mediterranean regional cooperation. Given the sensitiveness and strategic importance of agriculture for both shores of the Mediterranean, the IAI and the OCP Policy Center jointly organized a two-day conference in Rabat on November 20-21, 2014, to discuss food security and agriculture challeges in the framework of Euro-Mediterranean relations. Climate change, poverty, inequality, and other disruptive factors are changing the way water is used for agriculture. Although IFI investments are only one of the tools that can be used to address food and agricultural water security, they can be a critical catalyst for change. A research study carried out by the Stockholm Environment Institute, under the direction of the FAO Investment Centre, examines IFI investments and financing mechanisms in agricultural water over the last decade (2010–2019) and identifies emerging goals, areas of investments and innovations. The study aims to provide IFIs and international development agencies insight into what has and has not worked in agricultural water investments, while offering promising new mechanisms and investment priorities for the future. The analysis focuses heavily on public investment as provided by IFIs, but also considers the role of private and public-private investment, and farmers as private investors and entrepreneurs. This publication is part of the Directions in Investment series under the FAO Investment Centre’s Knowledge for Investment (K4I) programme.
