The report uses a nutritional water productivity (NWP) framework to interpret the relationship between nutrition and water in the context of water challenges. It argues that higher yields – of both staple and nutritious crops – are possible, even in water-stressed areas. This will require an agricultural transformation that ensures that efforts to enhance water productivity are linked to the promotion of healthy diets. Increasing water productivity and stabilizing yields at realistic levels will also be crucial to increasing the resilience of farmers. Better coordination and timing of water and other inputs, notably fertilizers and improved seeds, is likely to enhance productivity and to reduce the threats of a further encroachment of agriculture into other ecosystems. A diversified production system is required for food security, nutrition and poverty alleviation. There is an opportunity to provide strategic support for crops and other farm produce with high economic and nutritional value. A range of crops and other produce can be included in farming systems ranging from rainfed to irrigated agriculture. For the farmers to be stimulated and able to capitalize on the increasing need and demand for such produce, the development of markets, and associated investments in cold storage, roads/transport and food procurement programmes that prioritize nutritious produce will be key.

The challenge of water scarcity as a result of insufficient seasonal rainfall and dry spell occurrences during cropping seasons is compounded by inefficient agricultural practices by smallholder farmers where insignificant soil and water conservation efforts are applied. The hypothesis of this research is that many of the past research efforts have taken a fragmented approach to deal with the challenges facing subsistence farmers in rainfed systems. The research has been conducted in the semi-arid Makanya catchment of northern Tanzania and has successfully applied different analytical techniques to better understand soil and water interactions at field scale. It has been demonstrated that there is indeed scope to increase crop water productivity provided the local farmers adopt more efficient cultivation techniques. Substantial yield increases occur as a result of diverting runoff and these further improve when other techniques such as ripping, application of manure and cover cropping are introduced. This confirms that no single solution exists to solve the problem of low yields in rainfed farming systems. However, even with these promising results, the research has shown that there is room to further improve the efficiency of crop water use through improvement in research approaches and exploration of better techniques.

In developing countries, further progress of irrigation is essential for increasing food security and farmers’ income. However, developing small-scale schemes remains a challenge due to multiple factors that must be taken into consideration, such as diversity of small-scale schemes, a large number of water users, social disharmony over the water use, varying water demands of multi-cropping systems, heterogeneity of equipment over the scheme. Furthermore, on-farm irrigation development has a major role in enhancing Agricultural Water Management (AWM). The previous development methods considered the improvement of single-factor productivity, but agriculture is undergoing a global shift from the single objective of outputs (such as yield or net income) to multiple objectives of increasing outputs while conserving natural resources. Many pathways towards enhancement of Water Productivity (WP) are directly related to improving overall farm agronomic management (irrigation, fertilization, plant density, plant protection, etc.), while external measures must be applied to ensure sustainability of introduced good practices (lack of input markets, scarce knowledge, poor infrastructures, water regulations, etc.). Thus introducing irrigation practices to farmers must undergo a step-wise process to ensure that costs do not outweigh achievable benefits, and both institutional and technical environment are capable to sustain results. This is the case in smallholders’ schemes, where farmers are poorly resourced. The prospects for the future are clear. Agriculture will have to respond to changing patterns of demand for food and combat food insecurity and poverty amongst marginalized communities. In so doing, agriculture will have to compete for scarce water with other users and reduce pressure on the water environment. Moreover, water managers have to unlock the potential of agricultural water management practices to raise productivity of water, spread equitable access to water, and conserve the natural productivity of the water resource base. This PhD thesis presents field tests combined with modelling work on the cultivation of irrigated Teff (Eragrostic Tef) in the Awash Rift Valley of Ethiopia. The field experiments were conducted during the dry season for two years. The results of these studies revealed that dealing with improvement of water productivity is closely related to the irrigation practice of regulated deficit irrigation and has a direct effect on yield, as the amount of water applied decreases intentionally the crop yield drops. Overall, this research has demonstrated the potential and the limitations of combining experimental fieldwork with modelling to optimize agricultural water productivity for Teff cultivation. Focusing on only experimental fieldwork is a single approach, and is hardly ever sufficient for achieving the best solutions to current water management problems. New guidelines on using the combined effort of experimental work in the field to produce field experimental data and using models are clearly needed. It is to these needs as well as to the required increase of Teff production under water scarce conditions that this research provides its main contribution.
