Southern Europe by Giulio Sapelli Pdf

Until relatively recently most of southern Europe was governed by authoritarian dictatorships, but within the space of two decades more or less stable democracies have become established throughout the entire region. At the same time, backward peasant economies have been transformed by the injection of huge amounts of capital and new technology, into modern economies which are now approaching the size of the more established economies of Northern Europe. Southern Europe is a major contribution to our understanding of European politics. The product of original research and synthesis on exceptionally wide literature, it provides authoritative and systematic coverage of the politics, economics and society of this important region of Europe from 1945, up to the 1994 election of Silvio Berlusconi's far right alliance in Italy.

Who Governs Southern Europe? by Pedro Tavares de Almeida,Nancy Bermeo,Antonio Costa Pinto Pdf

In modern politics, cabinet ministers are major actors in the arena of power as they occupy a strategic locus of command from which vital, authoritative decisions flow continuously. Who are these uppermost policy-makers? What are their background characteristics and credentials? How are they selected and which career paths do they travel in their ascent to power? This set of research issues has guided this collection, a comprehensive, empirical account of the composition and patterns of recruitment of ministerial elites in Southern Europe throughout the last 150 years, thus encompassing different historical circumstances and political settings - liberal, authoritarian and democratic. With original, comparative data from the 19th century to the present, it provides valuable material for debates about how regime change and economic development affect who governs. Southern Europe? by Martin Baumeister,Roberto Sala Pdf

Europeanisation of Public Policy in Southern Europe by Canan Balkir,H. Tolga Bolukbasi,Ebru Ertugal Pdf

Large or small, old EU member or new, and even EU member state or not – political economies across Southern Europe have been increasingly but distinctively ‘Europeanised’. In political, public and scholarly debates on processes of Europeanisation, Southern Europe invariably features as the area of concern. These concerns have been all the more heightened when the current sovereign debt crisis disproportionately hit this ‘flaky fringe’. This volume systematically investigates the dynamics of Europeanisation in the ‘Southern Periphery’ by tracing the domestic constellations of ideas, interests and institutions over the course of the 2000s which came to a close with the crisis. Bringing together a multidisciplinary team of leading specialists, the volume focuses on the political economy of public policy reform in Greece, Italy, Malta, Portugal, Spain and Turkey. In order to allow for cross-case comparisons, these original country studies follow a common template framed by what the Editors call the ‘Europeanisation as research programme’. The volume casts empirical light on the causes of the crisis in these cases as well as the past legacies conditioning their responses to the crisis. Its conclusions point to variegated patterns of Europeanisation in different policy areas across Southern Europe. This volume will be of interest to students and scholars of European integration, European political economy, European public policy and comparative politics as well as specialists of Southern Europe. This book was published as a special issue of South European Society and Politics.

Southern Europe and the Financial Earthquake by Susannah Verney,Anna Bosco,Marina Costa Lobo Pdf

Following the outbreak of the international financial crisis, Southern Europe became an epicentre of economic instability and international concern. The prospect of a sovereign debt default in the eurozone’s ‘flaky fringe’ sent shock waves through the European and global economies. Examining the crucial initial phase, when the financial crisis was just beginning to spill over into the real economy, the volume surveys the impact of the September 2008 Lehman Brothers’ collapse across the EU’s southern periphery. The six South European eurozone members – Italy, Greece, Spain, Portugal, Cyprus and Malta – are viewed in comparative perspective with EU candidate state and non-eurozone member, Turkey. In an era before the spectacular EU/IMF bailouts, the picture that emerges is one of national differentiation, illuminating these countries’ different starting points and varying policy responses in the face of the gathering financial storm. This book was published as a special issue of South European Society and Politics.

Elections in Hard Times: Southern Europe 2010-11 by Anna Bosco,Susannah Verney Pdf

Southern Europe has been at the heart of the European sovereign debt crisis and in the vanguard of the programmes of radical economic austerity implemented to confront it. During the first two crisis years, the consequences for domestic political stability were dramatic. Across the region, 2010-11 saw the overthrow of incumbent governments, the breaking down of established political affiliations and the emergence of new political actors. The culmination was the simultaneous downfall of three South European governments in the space of eighteen days in November 2011. This volume offers a collection of case studies of the twelve popular votes during this period in Italy, Greece, Portugal, Spain, Turkey, Cyprus and the Turkish Cypriot community. The contests include legislative, presidential and sub-national elections and a national-level referendum. In our control case, Turkey, there was no economic crisis and no government change. Elsewhere in Southern Europe, the studies indicate the progression of the crisis, from the limited disapproval of Berlusconi government registered in the Spring 2010 Italian regional election to the electoral collapse of the Spanish socialists in late 2011. The volume indicates a build-up of popular frustration with the democratic process which can only be dangerous for the future of South European democracy. This book was published as a special issue of South European Society and Politics.

Democratic Quality in Southern Europe by Tiago Fernandes Pdf

Fueled by new data from the Varieties of Democracy project, Democratic Quality in Southern Europe takes a close look at the democratic trajectories of France, Greece, Italy, Portugal, and Spain over the past fifty years. Despite similar beginnings, France, Greece, Italy, Portugal, and Spain have experienced significant variations in the way their democracies have evolved. Covering ground from the protest movements of the late ’60s and early ’70s to the challenges that resulted from the financial crisis of the Great Recession, editor Tiago Fernandes expertly draws together a collection of essays that look beyond the impact of socioeconomic development in these five countries, exploring innovative and nuanced explanations for their diverging paths. Democratic Quality in Southern Europe combines new data with classical methodologies to create fresh, convincing hypotheses on the development, quality, and depth of democracy in this critical region. Transformations of the Radical Left in Southern Europe by Myrto Tsakatika,Marco Lisi Pdf

Political parties are alleged to be turning their backs to civil society; they are said to discourage the active participation of their members and to distance themselves from the privileged relations to affiliated social organisations they once prized. Instead, parties are broadly believed to be directing their efforts towards capturing government office and the resources that come with it, neglecting linkage to their social roots. Transformations of the Radical Left in Southern Europe questions this widely shared view. Exploring the social linkage strategies of the most relevant radical left parties in Portugal, Spain, Italy, Greece and Cyprus in depth, this book demonstrates that the members of the European radical left party family continue to prioritise social linkage, despite their increasingly office-seeking orientation. Between the fall of the Berlin Wall in 1989 and the current economic crisis they have been tirelessly experimenting with diverse new forms of party organisation that have enabled them to return to their social roots. The main lesson drawn from the studies in this book is that party ideology and a party’s position in the national political arena go a long way towards explaining the extent to which political parties prioritise social linkage. Economic Crisis and Austerity in Southern Europe by Maria Petmesidou,Ana Marta Guillén Pdf

Southern Europe has been hit hard by the global economic crisis and, as such, their welfare states have come under acute strain. Unmet need has sharply increased while significant welfare reforms and deep social spending cuts have been prominent in the crisis management solutions implemented by governments, labouring under EU constraints and the strict rescue-deal requirements for Greece and Portugal. This volume provides a systematic comparative appraisal of welfare-state reform trajectories across Southern Europe prior to and during the crisis, and traces the impact of austerity policies and wider recession upon income inequality and poverty. It brings together a number of cross-country studies on major social policy areas, raising crucial questions. What policy choices are driving reforms as Southern European economies work their way out of fiscal difficulty? Can the crisis provoke the improvement of institutional capabilities and recalibration of social? Or, instead, does structural adjustment indicate a significant policy turn towards the erosion of social rights? The contributions critically approach these issues and bring evidence to bear upon whether Southern European welfare capitalisms are becoming more dissimilar. This book was originally published as a special issue of South European Society & Politics.

Still Second Order or Critical Contests? The 2014 European Parliament Elections in Southern Europe by Hermann Schmitt,Eftichia Teperoglou Pdf

Southern Europe has been the EU region most exposed to the Eurozone sovereign debt crisis with consequences for national party systems and political stability. The 2014 European Parliament elections took place at a crucial time for Europe and Southern European societies more generally. This book analyses the Euroelections in Southern Europe, asking whether these followed the usual pattern of low-stimulus contests or whether the crisis context raised the bar. Country chapters on Italy, Greece, Spain, Portugal, Cyprus and Malta investigate the background of the elections, the electoral campaign and the rise of Euroscepticism. The linkage between governments’ economic performance, the Europhile or Eurosceptic stances of political parties, and their electoral performance are at the core of the analysis in each chapter. The findings reveal that the political and electoral consequences of the economic crisis have not fundamentally challenged the second-order character of the 2014 European Parliament elections in Southern Europe. However, electoral behaviour exhibits some indications of a more critical contest in which the EU divide becomes more significant and polarising in determining voting choices. This book was previously published as a special issue of South European Society and Politics.

Re-inventing the Italian Right by Stefano Fella,Carlo Ruzza Pdf

Following his third election victory in 2008, the Italian Prime Minister Silvio Berlusconi was the most controversial head of government in the EU. This is a cogent examination of the Berlusconi phenomenon, exploring the success and development of the new populist right-wing coalition in Italy since the collapse of the post-war party system in the early 1990s. Carlo Ruzza and Stefano Fella provide a comprehensive discussion of the three main parties of the Italian right: Berlusconi’s Forza Italia, the xenophobic and regionalist populist Northern League and the post-fascist National Alliance. The book assesses the implications of this controversial right for the Italian democratic system and examines how the social and political peculiarities of Italy have allowed such political formations to emerge and enjoy repeated electoral success. Framed in a comparative perspective, the authors: explore the nature of the Italian right in the context of right-wing parties and populist phenomena elsewhere in other advanced democracies, drawing comparisons and providing broader explanations. locate the parties of the Italian right within the existing theoretical conceptions of right-wing and populist parties, utilising a multi-method approach, including a content analysis of party programmes. highlight the importance of political and discursive opportunities in explaining the success of the Italian right, and the agency role of a political leadership that has skilfully shaped and communicated an ideological package to exploit these opportunities. Providing an excellent insight into a key European nation, this work provides a thoughtful and stimulating contribution to the research on the Italian right, and its implications for democratic politics.
