This little book does not prophesize that the sky is falling on cities and towns. It does not suggest that officeholders lack commitment and dedication. It is argued here that city and town councils are generally locked into governance structures that restrict them from being more effective. Councils are bombarded with demands, requests, and even threats, and often are unable to satisfy all constituencies. The fundamental premise is this: For councils to fulfill their roles more effectively requires a transformation not of the structure of governance but of a government's culture, using different and possibly new leadership styles. Councils must change rigid habits, arrangements, and thoughts and adopt an outside-in culture, one that discards unnecessary processes, procedures, and structures; allows extensive probing and questioning of premises and arrangements; and avoids the status quo in making decisions. Councils in large and small towns must comprehend the changing nature of society beyond their city limits and how these changes influence the behavior of citizens. An outside-in culture suggests the need to elect and appoint people who exhibit renaissance leadership skills and talents.

excerpt from 'Little Paul' I have to be careful climbing this time. I have been up on the pump tower lots of times before but never with a heavy rope tied around my waist. The rope is gently tugging at my middle as I continue to climb. I don't wipe the sweat from my face because my hands will get slippery. The water pump tower has a pipe railing about chest-high that runs all the way around following the little walkway on the top. I wrap the rope around the pipe rail and start working out the slack. This is really hard to do because the rope is heavy, especially now that it is almost off the ground. There is a small hill about two thirds of the way to the barn. The rope is still on the ground there. I am trying to pull it up until I am sure that all of it is off of the hill. That will be my landing spot. The rope is tied tight, with a good knot that I learned at 4-H. I look at the long, gray, curving rope stretching the one hundred or more yards from me to the barn. I am really pleased with my work. The view from here is beautiful. Looking over the barn, I can see my house, then the big front pasture and then the main road. It all looks so small from up here. Climbing once more up the pump tower, the snatch block pulley that I found tied to a beam in the barn is now hanging from my belt, which is wrapped around my neck, just like a big necklace. I am very excited as I reach the platform. It only takes a second to remove the belt and snatch block from my neck. I carefully unbuckle my belt and thread it back through my pant loops. Now I open the snatch block and then clamp it over the rope and snap it closed again. It's time.

Stefan Epp-Koop’s "We’re Going to Run This City: Winnipeg’s Political Left After the General Strike" explores the dynamic political movement that came out of the largest labour protest in Canadian history and the ramifications for Winnipeg throughout the 1920s and 1930s. Few have studied the political Left at the municipal level—even though it is at this grassroots level that many people participate in political activity. Winnipeg was a deeply divided city. On one side, the conservative political descendants of the General Strike’s Citizen’s Committee of 1000 advocated for minimal government and low taxes. On the other side were the Independent Labour Party and the Communist Party of Canada, two parties rooted in the city’s working class, though often in conflict with each other. The political strength of the Left would ebb and flow throughout the 1920s and 1930s but peaked in the mid-1930s when the ILP’s John Queen became mayor and the two parties on the Left combined to hold a majority of council seats. Astonishingly, Winnipeg was governed by a mayor who had served jail time for his role in the General Strike.
