Despite the renewed commitment over the past 15 years to poverty reduction as the core objective of international development discourses and policies, progress to this end remains disappointing. This is particularly evident in the extent to which the world is off track to achieve most of the Millennium Development Goals, globally and in most regions and countries (UNDP 2003; UN Statistics Division 2004). This inadequate progress raises important questions about the policies and strategies (centred around economic growth and human development) that have been adopted to achieve poverty reduction, as well as about key international issues including aid, debt, trade and conflict reduction. It is well-documented that low-income women experience more difficulty accessing healthcare services and are at risk for poorer health status than higher-income women. Studies also suggest mothers working the low-wage labor market are less likely to have any paid time off work and more difficulty making time for obtaining healthcare services. The healthcare service utilization patterns of women by poverty and employment may therefore vary, and reflect differences in barriers to care and health status. Yet, research examining the effects of poverty and employment on barriers to care, health status, and utilization patterns for women in general and low-income single-mothers in particular is lacking.
