Worker Participation by John Pencavel Pdf

Once they accept a job, most Americans have little control over their work environments. In Worker Participation, John Pencavel examines some of those rare workplaces where employees both own and manage the companies they work for: the plywood cooperatives and forest worker cooperatives of the Pacific Northwest. Rather than relying on abstract theories, Pencavel reviews the actual experiences of these two groups of worker co-ops. He focuses on how worker-owned companies perform when compared to more traditional firms and whether companies operate more efficiently when workers determine how they are run. He also looks at the long-term viability of these enterprises and why they are so unusual. Most businesses are constantly caught in the battle over whether to use the firm's profits to pay labor or to increase capital. Worker cooperatives provide an appealing case study because the interests of labor and capital are aligned. If individuals have a role in setting goals, they should have an added incentive to help meet those goals, and productivity should benefit. On the other hand, observers have long argued that, since any single employee in a co-op reaps only a small benefit from working hard, workers may shirk work, and productivity can flag. Furthermore, co-ops often have difficulty raising capital, since they are constrained by how much money the workers have, and banks are often reluctant to lend them money. Using some fifteen years of data on forty mills in Washington State, Pencavel examines how worker co-ops really function. He assesses the practical problems of running a workplace where every employee is a boss. He looks at worker productivity, on-the-job injuries and financial risks facing owner-workers. He considers whether co-ops are inherently unstable and if they are plagued by infighting among the many worker-owners. Although many of the co-ops he studied have closed or been replaced by conventional businesses, Pencavel judges them to have been a success. Despite the risks inherent in such operations, allowing workers to make the decisions that profoundly affect them produces many benefits, including workplace efficiency and increased job security. However, Pencavel concludes, if more Americans are to enjoy such a working arrangement, labor laws will have to be changed, participation encouraged, and a more vigorous public debate about worker participation must take place. This book provides an excellent place to start the discussion.

This book, originally published in 1977, is a comparative study of worker participation in France, Belgium, Luxembourg and Britain. The first part of the book treats employee participation in general terms and examines its meaning and scope. The second part then examines the major themes of representative establishment councils and employee representation through an analysis of the relevant statutes and common law of the countries concerned, and by exploring the legal and other problems which have arisen in each. It also examines how these laws are applied in practice and the opinions of those concerned.

Workers' Participation in Post-liberation France by Adam Steinhouse Pdf

Workers' Participation in Post-Liberation France is a vivid portrait of French labor's failure to achieve greater industrial democracy. Drawing on original archival research, Adam Steinhouse recasts the traditional view of this critical period of French history, demonstrating the fundamental importance of the immediate post-liberation period in determining the future course of industrial relations in France. He brings to life the labor disputes of the 1940s, charting the interplay between industry and politicians that dealt a crushing blow to organized labor's demands for political change. Steinhouse captures the rise of state intervention in the economy and plots the growth of French employers' organized intransigence in the face of workers' collective action; which culminated in a series of actions effectively marginalizing labor's voice in the economic boom of the early 1950s. Steinhouse's impressive scholarship provides an excellent case study of the French state and its efforts to balance growing worker demands for representation with the imperatives of social peace and prosperity. This book makes a significant contribution to modern French political history and the development of modern industrial relations.

The Palgrave Handbook of Workers’ Participation at Plant Level by Stefan Berger,Ludger Pries,Manfred Wannöffel Pdf

Comprising the study, documentation, and comparison of plant-level workers’ participation around the world, this volume meets the challenge of offering a global perspective on workers’ participation, representation, and models of social partnership. Value chains, economic life, inter-cultural exchange and knowledge, as well as the mobility of persons and ideas increasingly cross the borders of nation-states. In the knowledge age, the active participation of workers in organizations is crucially important for sustainable and long-term growth and innovation. This handbook offers lessons from historical, global accounts of workers’ participation at plant level, even as it looks forward to predict forthcoming trends in participation.

Models of Employee Participation in a Changing Global Environment by Ray Markey,Paul Gollan,Ann Hodkinson,Alain Chouraqui,Ulrike Veersma Pdf

This title was first published in 2001. Management of the employment relationship changed markedly in the last two decades of the 21st century, and a major part of this has been the extension of employee involvement and participation in the workplace. Modern management theorists and researchers have commonly emphasized the importance of two-way communication and co-operation between management and labour in determining the success of human resource management (HRM) strategy and in maximizing workplace efficiency. Some researchers argue employee participation and empowerment are progressive management practices which have universal benefits to performance enhancement, as opposed to most other HRM practices whose success is contingent upon the organizational context. This title explores these themes through an international collection of case studies, which are the outcome of a comparative project of the Workers' Participation Study Group of the International Industrial Relations Association (IIRA).
