Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Central governments' supply-side expansions of schooling have not equally benefited all members of society, especially girls, indigenous peoples, tribal groups, disadvantaged minorities, and the poor. Public spending on education is often inefficient, higher education is subsidized at primary education's expense, and costs are becoming insupportable. To tackle such issues, some governments are exploring demand-side financing, whereby public funds are given directly to individuals or institutions on the basis of expressed demand. Use of decentralized, demand-side financing mechanisms (like vouchers and stipends) is common in member countries of the Organization for Economic Cooperation and Development. After defining several mechanisms, this booklet provides some country examples aiming to increase school enrollment: stipends in Bangladesh, community financing in Chad, targeted bursaries in China and Mexico, voucher schemes in Colombia, assistance to private schools serving poor children in the Dominican Republic and Pakistan, student loans in Jamaica, and community grants in Pakistan. Program success depends on beneficiaries' involvement and support, parents' active participation, private-sector schools' involvement, partnerships with commercial enterprises, flexibility, capacity building, cultural relevance, equity principles, and transparent fund transfer formulas. The report is divided into six chapters. The first two chapters set the general context for a consideration of E&T costs and financing in Vietnam and explain how the system is presently organized and managed. The third and fourth chapters assess the current financing system, including the state budget and other sources of public funding, and calculate the cost per student-year and the cost per graduate at each level. Education is an economically and socially productive investment. Therefore, the educational systems in developing countries must continue to improve in quality, in efficiency, and in equality of opportunity if they are to continue serving as important instruments for improving the national economy. Yet, budgetary austerity tightens the public purse-strings, ever increasing school-age populations stretch these dwindling resources, and other social and economic factors present compelling competition for the same funds. The heavy subsidization of education implicit in traditional policy--especially of higher education at the expense of primary schooling--with its concomitant economic inefficiencies and inequities is no longer appropriate. Supported by empirical evidence, this book examines the potential effects of policy alternatives in several areas of education financing and management: (1) The contribution of private financing and selective user changes, especially in higher education, and reallocation of public spending; (2) Selective student loan and scholarship programs in higher education; and (3) Decentralization and role of private and community schools. Implementation of these policies may be difficult because of conflicts with traditional educational and political philosophies, and established administrative institutions. Investment in secondary schools in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum in Dakar began to recognise the growing importance of post-primary schooling for development. Only 25% of school-age children attend secondary school in the region and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This book explores how access to secondary education can be increased. Radical reforms are needed on low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make improved access affordable. The book concludes with a road map of ways forward that increase the probability that more of Africa's children will experience secondary schooling.
