Being able to access fish and other aquatic resources in inland waters for nutrition and food security is essential for rural populations in many developing countries and inland fisheries contribute significantly to achieving the Sustainable Development Goals. The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, and the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, are tools allowing governments to strengthen governance and develop policies that secure equitable distribution of benefits and empower stakeholders. This document examines the tenure systems, rights and governance issues in the vast, diverse and complex inland fisheries of India. The objective is to highlight how inland fisheries have been changing and the associated challenges for governance and tenure. The legal and policy contexts, within which fishing in rivers, wetlands and estuaries takes place, are described as well as the diversity of fishing activities and practices in the different environments found in India, which include inland capture fisheries, culture-based fisheries and freshwater aquaculture systems. Multiple drivers of change that affect inland fisheries are discussed from within the fisheries sector and from wider social, economic and environmental contexts. China’s surface waters cover 20.6 million ha. The aquatic living resources in these waters not only sustain wild natural fishery production, but also support fish production based on stock enhancement and aquaculture. Most inland capture fisheries are concentrated in the major rivers and lakes, whereas reservoirs are dominated by enhanced fisheries. In 2020, the national freshwater fishing output was 1.46 million tonnes, which was a decrease of 20.84 percent from the previous year. Since 2005, the output value of freshwater capture fishing and aquatic products in China has exceeded CNY 20 billion, reaching a peak of CNY 46.577 billion in 2018. With increasing economic development, the role of inland capture fisheries in the social economy has changed. Since the 1990s, there has been a gradual increase in aquaculture and since 2010 a gradual decrease in inland capture fishery production. With the issuance of various fishing ban policies and the strengthening of enforcement actions, especially the implementation of the “10-year fishing ban” on the Yangtze River and the fishing ban on major lakes, inland capture fisheries production has dropped sharply since 2016 and this development is expected to continue due to the increased awareness of the need for ecological protection in large waterbodies, the implementation of the fishing ban policy and the strengthening of law enforcement. However, even though aquaculture production has massively increased and provides the bulk of freshwater fish supply, high-quality aquatic products from natural waters are still highly sought after by consumers.

It reviewed the progress of work that had been initiated as a response to the recommendations of the “Advisory Roundtable on the Assessment of Inland Fisheries” that was convened in partnership with the United States Geological Service (USGS) and Michigan State University (MSU) in FAO Rome, from 8 to 10 May 2018. The Second Roundtable covered two aspects of the assessment of inland fisheries. As its first task, the Roundtable reviewed a threat mapping framework developed by USGS and the University of Florida, which seeks to provide a robust assessment method for inland fisheries and the associated ecosystems/basins upon which they depend. This is intended to support the management of aquatic systems and the continued delivery of ecosystem services. The status map that the analysis provides is a visual (and quantifiable) relative indication of the levels of anthropogenic and natural environmental pressures to inland fisheries at the basin or sub-basin level. Five major threats to inland fisheries (and their 21 sub-threat categories) were scored according to global studies and modeling.
