The history of American education is replete with educational reform, and to a lesser extent, educational dissent. Consider the present: you have various forms of privatization, school choice, the 'No Child Left Behind' act, home schooling, 'value-added' accountability, alternative teacher preparation programs, on-line instruction, etc. This range of activity is not exceptional. Dissenters, and dissenting movements, while not as numerous and certainly not as well known in educational circles, count the various faith-based schools and individuals such as Archbishop Hughes of New York.Clearly, this is an area rich in ideas, rife with controversy, and vital in its outcome for individuals and the nation as a whole. And yet, strangely enough, there exists no major encyclopedia bringing the varied strands together in one place as a ready reference for scholars, teachers, school administrators, and students studying to enter the educational profession. Sharing his thoughts about the future of education, Sarason discusses his thinking on: charter schools, productive learning, motivation, high-stakes testing, the need for teachers to relate differently to each other and to parents, the importance of working through change, and the mistaken idea that we can clone reforms. Although written before the September 11th World Trade Center tragedy, the last chapter of this book is extraordinarily relevant to the subsequent national importance of societal values and responsible citizenship. Education policymaking is traditionally seen as a domestic political process. The job of deciding where students will be educated, what they will be taught, who will teach them, and how it will be paid for clearly rests with some mix of district, state, and national policymakers. This book seeks to show how global trends have produced similar changes to very different educational systems in the United States and Japan. Despite different historical development, social norms, and institutional structures, the U.S. and Japanese education systems have been restructured over the past dozen years, not just incrementally but in ways that have transformed traditional power arrangements. Based on 124 interviews, this book examines two restructuring episodes in U.S. education and two restructuring episodes in Japanese education. The four episodes reveal a similar politics of structural education reform that is driven by symbolic action and bureaucratic turf wars, which has ultimately hindered educational improvement in both countries.

Yang provides data on differences in Japanese and American teachers' work roles--showing that differences in the two educational systems are not simply due to "cultural" differences, but have a basis in educational policy and school organization.
