The issue of trade facilitation has been increasingly highlighted among business and trading communities as they would like to reduce the costs of international transactions of goods and services. Trade facilitation is a broad term: there are a number of international agreements relating to trade facilitation, and a number of international organizations involved in this area. Recognizing the importance of trade facilitation and after several years of exploratory work on government trade facilitation measures, members of the World Trade Organization (WTO) agreed, in July 2004, to include trade facilitation in the multilateral trade negotiations of the Doha Development Agenda (DDA). The ten Southeast Asian economies reached a milestone on 31 December 2015, when they announced the formation of an ASEAN Community. Although this includes three pillars - ASEAN Political-Security Community, ASEAN Economic Community (AEC) and the ASEAN Socio-Cultural Community - it is the economic pillar that generates immense debate, due to its expected quantifiable benefits to member countries. It starts with an overview chapter describing the current achievements of the AEC. It then explores possible explanations for the achievements/non-achievements and offers a hypothesis on conflicting economic interests in a country as one possible explanation for gaps in implementation. This is because any form of economic liberalisation brings with it the winners and losers, thereby raising resistance to liberalization measures and slowing down the implementation process. The book includes six country chapters - Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam - that examine sources of domestic conflict/s in greater detail and depth. It also includes a regional chapter, co-authored by the ex-Secretary General of ASEAN, Mr Rodolfo Severino, that brings out the political nature of ASEAN economic cooperation since its inception in 1976.For ASEAN beyond 2015, the book articulates the need to obtain a strong domestic consensus that supports the integration initiatives of the AEC. This can be viewed as a way forward to accelerate and deepen integration within ASEAN. The book concludes with some suggestions on how each country can move towards achieving domestic consensus, based on the respective country level analysis.

Trade and investment are engines of growth for the Asia and the Pacific and enabled them to significantly reduce poverty during the past two decades. However, the performance of the region would have been better if the high tariff and non-tariff barriers issues could have been addressed, with the non-tariff trade cost alone accounts for at least 90% of overall trade costs. With some of the world's most dynamic economies located in the region, there is large potential for an expansion of intraregional trade and investment in Asia and the Pacific, making the whole region more resilient to external shocks. Unfortunately, many barriers prevent intraregional movement of goods and investment, affecting in particular the opportunities for small and medium-sized enterprises (SMEs) to directly participate in international trade. Removal of those barriers and deepening regional connectivity can therefore be a strong driver of growth and poverty reduction. While sufficient literature exists with regard to establishing a direct and positive correlation between trade and poverty reduction, very little study has been done on the linkages between trade facilitation and poverty reduction. This book addresses this gap and features a compilation of specific case studies that explore the linkages between a number of trade facilitation measures and poverty reduction.

International trade and investment have enabled many countries in the Asia-Pacific region to boost economic growth and have lifted millions out of poverty. As the Asia-Pacific region continues to thrive economically, trade and investment barriers are being dissolved and eliminated. As countries begin to depend on each other more, trade policy is gradually becoming a useful measure to achieve inclusive and sustainable development. Trade and investment are linked to the environment and social issues; hence, their impacts are also multi-dimensional. It has now been recognized that sustainable production and consumption are essential for sustainable development. Countries realize that they are not able to approach global and regional problems on their own and require cooperation, both at the level of government and business. As a result, the region has been active in concluding regional cooperation frameworks which routinely are centered on trade and investment. In the meantime, business has forged regional integration through the formation of regional value chains and production networks while governments have paved the way for the expansion of such production networks through the formation of regional trade agreements and economic partnerships. Thus, the Asia Pacific Trade Agreement (APTA), which is the oldest preferential trade agreement in the region with a large consumer base, can play an important role in filling this gap. Given a slow progress in the multilateral negotiations in the WTO, especially when the members have started questioning the utility of the negotiations after 15 years, and a lack of consensus on how to move forward, the regional trade agreements can play a vital role. Even if they pose a challenge to the multilateralism, selected liberalisation of trade and economy in present time can become a building block for future multilateral negotiations. One of the reasons for the surge in these preferential trade agreements is to make binding commitments on WTO-plus and WTO-beyond issues. While there are many agreements that exist in Asia and the Pacific, there is no such attempt to consolidate them in one umbrella framework. Understanding the benefits of the consolidation, one such initiative was started by ESCAP a few years back. The RECI initiate for market integration could well be facilitated by APTA; however, it cannot deliver unless it transforms itself in a new generation agreement. Regional integration and cooperation are also important to meet the 2030 agenda for sustainable development. Instead of wasting resources in discussing a new institutional framework, it would be more effective to use the existing framework and for the Asia-Pacific economies, the APTA provides an existing institutional platform. The cases discussed in this book prepare a ground for the future, and it is expected that all the stakeholders, member States of ESCAP, private sector as well as researchers would benefit from this publication on APTA: South-South Regional Integration and Sustainable Development.
