Key findings There is very little clarity even among experts on the broader implications of the different carbon accounting methods, or of the design of the MRV system as a whole, particularly for the social, political and economic outcomes (e.g. outcomes related to benefit sharing). Greater understanding of the needs and interests of different actors through improved communication, dialogue, and trust between national and regional governments, and between scientists and policy makers, could lead to a more useful and effective institutional architecture for MRV. The development of the MRV system in Peru demonstrates the challenges inherent in vertical and horizontal (multilevel) coordination, including between the national government and regional governments, and across sectors, particularly the environment and agriculture sectors. Better intra- and inter-institutional coordination could help mitigate the costs associated with investment in overlapping activities, such as unhealthy competition, inefficient use of resources and the need to adapt or abandon work in progress. The technical complexities of MRV, particularly methods of monitoring and verifying carbon emissions analysis and changes in forest cover through high resolution spatial images, influence which actors are involved in the design process and the nature of their involvement. In Peru, this process has excluded those without this expertise, such as subnational governments that have limited technical capacity and funding and, in many cases, suffer from institutional instability.

In this study, we assessed the media coverage of the REDD+ mechanism in Peru’s national and subnational newspapers to better understand the messages reaching Peruvian readers. At the national level, we found only 33 articles on REDD+ in eight national newspapers: El Comercio, Perú 21, Gestión, Expreso, La República, La Razón, El Peruano and Trome. Expanding the search to include climate change and forests, we found 203 articles. Upon finding this low coverage in the national press, we chose two of the country’s departments where most of the REDD+ projects are located and which have shown the greatest progress in the readiness stages: San Martín (Voces and Ahora) and Madre de Dios (Don Jaque and El Observador). But again we only found 10 articles on REDD+ and 10 more when we expanded the search to include climate change and forests.

Conservation initiatives, REDD+ projects and oil palm initiatives all exhibited both high and low levels of legitimacy in their benefit-sharing arrangements.The legitimacy of benefit-sharing arrangements can be compromised by the lack of broad consultation with local actors including customary authorities, lack of community control over access to land snd limited livelihoods options for communities.

The document summarizes the report that, based on a review of more than 250 studies, demonstrates the importance and urgency of climate action to protect the forests of the indigenous and tribal territories of Latin America as well as the indigenous and tribal peoples who protect them. These territories contain about a third of the continent's forests. That's 14% of the carbon stored in tropical forests around the world; These territories are also home to an enormous diversity of wild fauna and flora and play a key role in stabilizing the local and regional climate. Based on an analysis of the approaches that have proven effective in recent decades, a set of investments and policies is proposed for adoption by climate funders and government decision-makers in collaboration with indigenous and tribal peoples. These measures are grouped into five main categories: i) strengthening of collective territorial rights; ii) compensate indigenous and tribal communities for the environmental services they provide; iii) facilitate community forest management; iv) revitalize traditional cultures and knowledge; and v) strengthen territorial governance and indigenous and tribal organizations. Preliminary analysis suggests that these investments could significantly reduce expected carbon emissions at a low cost, in addition to offering many other environmental and social benefits.

Climate change is the defining development challenge of our time. More than a global environmental issue, climate change and variability threaten to reverse recent progress in poverty reduction and economic growth. Both now and over the long run, climate change and variability threatens human and social development by restricting the fulfillment of human potential and by disempowering people and communities in reducing their livelihoods options. Communities across Latin America and the Caribbean are already experiencing adverse consequences from climate change and variability. Precipitation has increased in the southeastern part of South America, and now often comes in the form of sudden deluges, leading to flooding and soil erosion that endanger people s lives and livelihoods. Southwestern parts of South America and western Central America are seeing a decrease in precipitation and an increase in droughts. Increasing heat and drought in Northeast Brazil threaten the livelihoods of already-marginal smallholders, and may turn parts of the eastern Amazon rainforest into savannah. The Andean inter-tropical glaciers are shrinking and expected to disappear altogether within the next 20-40 years, with significant consequences for water availability. These environmental changes will impact local livelihoods in unprecedented ways. Poverty, inequality, water access, health, and migration are and will be measurably affected by climate change. Using an innovative research methodology, this study finds quantitative evidence of large variations in impacts across regions. Many already poor regions are becoming poorer; traditional livelihoods are being challenged in unprecedented ways; water scarcity is increasing, particularly in poor arid areas; human health is deteriorating; and climate-induced migration is already taking place and may increase. Successfully reducing social vulnerability to climate change and variability requires action and commitment at multiple levels. This volume offers key operational recommendations at the government, community, and household levels with particular emphasis placed on enhancing good governance and technical capacity in the public sector, building social capital in local communities, and protecting the asset base of poor households.

Deforestation and forest degradation account for up to 20% of the total annual anthropogenic greenhouse gas emissions. As a result, current approaches to address climate change include strategies to reduce deforestation and forest degradation in developing countries (REDD). Even though REDD is still under discussion within the UNFCCC framework, many REDD pilot projects are being implemented across the tropics. Securing local communities' tenure rights and their equitable access to forest conservation benefits are critical in REDD because local communities could be excluded from REDD benefits if their land and forest access rights are not adequately addressed. In Cambodia, two REDD pilot projects: Community Forestry Carbon Offset Project (CFCOP) in Oddar Meanchey province and the Seima Protection Forest Project (SPF) in Mundulkiri province, are being implemented. This study aims to to contribute to the development of an effective REDD mechanism in Cambodia by examining land and forest tenures and benefit sharing arrangements under the two REDD pilot projects in Cambodia. The paper employs concepts of discourse coalitions and rules of the game to explain tenure rights and benefit sharing arrangements in the two projects. The study is based on literature review, analysis of key text documents and interviews with 19 respondents from government, civil society, donor community, community and private sector involved in the two REDD pilot projects and from outside. Results show that all forestlands in Cambodia belong to the state and various forest tenure regimes exit in Cambodia. These forest regimes include forest concessions, community forests, protection forests, protected areas, private forests and economic land concessions. Currently, the two REDD pilot projects are being implemented in community forests and protection forests. In both projects, local communities are granted forest access rights. In addition, the projects have legitimized tenure rights of local communities in the project areas as provided for through the Land and Forestry Law in Cambodia. The study also indicates that revenues from carbon credits generated by the projects will be shared with the local communities. According to the Government Decision No.699, more than 50% of net revenues will be channeled to local communities in the CFCOP while the sharing of the revenues in the SPF is still under consideration. The study offers lessons that could guide other REDD projects in securing local communities' forest access rights and their rights to benefits from forest conservation.

REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require  exibility and a phased approach to REDD+ implementation.
