Contract Management Body of Knowledge® by National Contract Management Association Pdf

A must-have reference for contract management professionals, the CMBOK presents what should be learned by contract managers and how they should learn it. The content was developed through a voluntary consensus process governed and administered by NCMA to promote the fair development of consensus. This consensus was established through a job task analysis survey of contract managers and working groups comprised of subject matter experts in contract management. The CMBOK is not solely for the benefit of contract managers; contract managers are not the only ones involved in contract management activities. Numerous stakeholders measure success or failure by contract performance. Knowledge of contract management and competent contract management processes directly impacts the success of contract performance. The seventh edition of the CMBOK is primarily driven by the changes to the Contract Management Standard™ (CMS™). In June 2022, the American National Standards Institute (ANSI) reaffirmed the NCMA CMS™ as an American National Standard (ANS). This ANS [ANSI/NCMA ASD 1-2019 (R2022)—see Annex] serves as the CMBOK’s foundational document to expand, refine, and reorganize contract management knowledge. The CMBOK provides further definition of the field of contract management; the framework for the body of knowledge; and the practices, lexicon, and processes of contract management. In addition, it provides procedural steps for contract management processes in general, as well as for specialized areas, including government or commercial contracting.

Contract Management Body of Knowledge® (CMBOK®) by National Management Contract Association Pdf

Contract Management is an established profession that continues to expand in depth and breadth. The purpose of the Contract Management Body of Knowledge® (CMBOK®), Seventh Edition, is to provide a common understanding of the terminology, practices, policies, and processes used in contract management. The CMBOK® provides broader and deeper explanations of the competencies found in the Contract Management StandardTM (CMSTM), which is an accredited American National Standard (ANS) by the American National Standards Institute [ANS number: ANSI/NCMA ASD 1-2019 (R2022)].The CMSTM is designed to present contract management as a linear system in terms of a product life cycle, where there is a beginning, middle, and end to a contract (i.e., pre-award, award, and post-award). The CMBOK® is designed to present the contract management profession as a circular system in terms of a competence development model. In essence, to understand and apply the CMBOK®, one must be able to apply and understand the CMSTM.The CMSTM competencies are the heart of the CMBOK®. The CMBOK® adds the competencies of "Leadership," "Management," and "Learn" to provide a complete overview of the profession. Effectively applying the CMSTM will lead to improved performance and risk mitigation through intentional and targeted decision-making.

Handbook of Measurements by Adedeji B. Badiru,LeeAnn Racz Pdf

Planning, measuring, and paying attention to details form the basis for all successful engineering operations. Measurements pervade everything we do and must be viewed from a systems perspective. A comprehensive all-encompassing guide to measurements, Handbook of Measurements: Benchmarks for Systems Accuracy and Precision focuses on high-level engineering computations essential for benchmarks and technical innovation. The book uses a systems framework and a technically rigorous approach to systems linking of measurements—an approach that sets it apart from other handbooks. The popular saying "measure twice and cut once" bears out the importance of measurements in human endeavors. This handbook covers both qualitative and quantitative topics of measurement. It opens with a chapter on the fundamentals of measurement and includes coverage of human-centric measurements, such as measurement of personnel productivity and contractor performance. It concludes with three appendices on measurement, references, conversion factors, equations, formulas, and statistics for measurement. It is well understood that humans cannot manage anything that cannot be measured. All elements involved in our day-to-day decision making involve some form of measurement, whether in the kitchen, retail, sports, service operations, geographical exploration, health care delivery, worker productivity, clothing design, engineering product design, or space craft launching. Measuring an attribute of a system and then analyzing it against some standard, some specification, some best practice, or some benchmark empower a decision maker to take appropriate and timely actions. This book gives you a guide for sustainable practices to ensure accurate measurements, helping you make decisions backed by metrics.

Contract Management by Alain Brunet,Franck César Pdf

This book presents the latest findings relating to behavioral economics and the digital tools applied to contract management. There has been a decisive change in the role of contracts in the past decade, with contracts being transformed from purely legal necessities designed to protect against worst-case scenarios into tools for optimizing ongoing and mutually profitable business relationships with customers. There is an increasing emphasis on tight contracts, where time-risk and additional costs are passed on to the prime contractor, who may suffer heavy penalties in the event of non-performance. Contracts shape the behavior of the parties involved and as such have a major impact on project success. The contract manager’s goals are to protect the interests of the company and its shareholders by minimizing the company’s financial and contractual liabilities and to maximize its profitability while ensuring end-user satisfaction. The contract is usually written before the design is fully developed, and there is often a mismatch between contractual specifications and what the customer actually wants. Good contract management entails preserving the rights of the contractor by ensuring all parties respect their contractual obligations; providing advice to the project managers and engineering team; preparing profitable amendments to contracts or change requests; maintaining good record-keeping in the event that claims arise; filing notices when necessary; and guiding the project to a profitable conclusion. Like the ancient Chinese game of Go, moves made early in the game (notification of events) can shape the nature of a potential conflict one hundred moves later (arbitration threat). Contract management can also smooth the relationship between partners, allowing well-balanced “don’t-trade-a-dollar-for-a-penny” contracts to be managed through an established process rather than as sporadic events (we cannot claim to be in control of our business if we are not in control of the contracts on which it depends). Managing a contract with a mix of incomplete manuals, fragmented information, and poor planning can drive companies to “reinvent the wheel.” Contract management promotes a three-phase sequence to streamline information flows across the contract lifecycle, from the bid phase to performance, project closeout, and final payments.

Automated/Mechanized Drilling and Countersinking of Airframes by George Nicholas Bullen Pdf

Modern aircraft manufacturing involves drilling and countersinking hundreds of thousands to millions of holes. Doing this work by hand accounts for 65% of the cost of airframe assembly, 85% of the quality issues, and 80% of the lost time due to injuries. Automated drilling and countersinking replaces traditional hand methods and involves using numeric control machinery to drill and countersink a finished hole “one shot” (drilling a finished hole without using pilot holes or tool changes). This is a proven cost reducing technology that improves quality where it has been applied successfully. The focus of this book is on automating the process of drilling and countersinking holes during airframe manufacturing. Since this is the area of greatest return on investment for airframe producers, the book provides a stepped approach for evaluating possible areas for applying automation and a detailed description of the process for choosing, acquiring, and transitioning the right machinery for success. It also provides a vision for a 10- to 15-year future state of airframe manufacture. Readers will use the information to: • Understand the evolution of automated/mechanized drilling and countersinking airframes. • Access decision models and matrices to help evaluate the feasibility of applying automation/mechanization to any airframe. • Gain access to a step-by-step procedure to select the right piece of machinery. • Learn the necessary processes for testing and transitioning machinery to production. • Assess and acquire data to evaluate the effect of the process. • Choose and train the right individuals to manage and run the machinery. • Conduct cost benefit analysis models. • Make recommendations for maintenance and spares. • Address socio-economic factors to reconfigure a facility from hand to automated activities. No other book provides such detailed technical, economic, and social information about automating the single largest contributor to airframe cost.
