Excerpt from Annual Reports of the Navy Department: For the Fiscal Year 1917 I have the honor to submit herewith the annual report of this department for the fiscal year ending June 30, 1917, including opera tions, recommendations, and estimates to date. Since April 6 the Navy of the United States has been undergoing the test of war. While I may not, therefore, speak in detail of the greater naval operations since that date, it may be stated that the record is one of increasing power, of developing resourcefulness, and of cooperative achievement which the American people may well survey with national pride. The spirit of the Navy of to-day was tersely expressed by a young oflicer, the senior in command of our first flotilla of destroyers sent abroad to combat the submarine menace. When asked by the English admiral, upon the arrival of the ships in England, when they would be ready, the American officer answered, We are ready now. This was not the language of boasting. It was the prophecy and pledge of our service with those fighting in a common cause. In the trying months that have fol lowed the readiness and fitness of our men and ships have been tested and established amid perils more insidious and baffling than those that ever before confronted a nation at war. During peaceful years the Navy has been quietly but steadily perfecting itself to meet the time of war. How adequate was its preparation, how eflicient its personnel, how competent its machinery to carry on the multitudinous activities of war time could only be surmised and estimated. Now the hour for which it has been preparing has arrived. Our sword is drawn, and no one will dispute that the blade is keen and free from rust and its temper true. Although the naval activities in this war have been largely confined to the extermination of the sub marine, our Navy has been called on to do much more than the public realizes, and in no case and in no way has it so far been found wanting either in material or personnel. Excerpt from Annual Reports of the Navy Department: For the Fiscal Year 1916 Particular attention has been devoted to improvement of the pro tection of capital ships against underwater torpedo attack. The prosecution of experimental investigations along this line has con tinned during the year, and has indicated so far that the conclusions reached in connection with the designs of battleships 43 and 44 were sound, and that the protection under water of our new battleships is markedly superior to that of any previous battleships in any navy. The new battleships will carry 16-inch guns instead of 14-inch, as carried by previous United States battleships. The war seems to have impressed upon practically all the combatants the desirability of increasing the caliber of their main battery guns, and although not all the officers of the United States Navy are convinced that this is a necessary development, it is believed the vast majority are in line with the recommendation of the General Board, approved by the department, for the adoption of the 16-inch gun. Excerpt from Annual Reports of the Navy Department: For the Year 1897 On the Pacific Coast there is but one dock Of sufficient size to dock a modern battle ship. This is on Puget Sound, 900 miles from San Fran cisco. Access to it is through a narrow channel 20 miles wide, one side of which is in possession of a foreign country. This lack of docking facilities should be remedied at the earliest possible moment. The necessity is imperative. The Department, therefore, appointed in August last a Special board to examine the matter, and the valuable report made by it will be forwarded to Con gress as soon as it meets. This board reports that timber docks, although less expensive than stone or concrete, are not durable. A plan for the location of additional Government docks, recommended by this board as a result Of its investigations, is comprehensive and should be substantially carried out. When completed, it will give the necessary facilities demanded by the extensive coast line of our country. There are seven strategic divisions of our coast: First, from the Bay Of Fundy to Cape Cod; second, from Cape Cod to Sandy Hook; third, from Sandy Hook to Cape Henry; fourth, from Cape Henry to Cape Sable; fifth, the coast line bordering on the Gulf of Mexico; sixth, the southern portion Of the Pacific coast, and seventh, the northern por tion. There should be docks and repair shops in each division, and these should be placed, as far as possible, at great commercial and industrial centers, not only because workmen and material can be Obtained more readily and more reasonably at such points, but also because such points require and will have, from their importance to the country, a strong land defense; and, as the docks also require a strong defense, one set of fortifications will cover both civil and mili tary property. In the great commercial centers also, from which ply large trans-ocean steamers, the Government will be able to derive some revenue from accommodating them in its docks. Excerpt: ...of officers and men has been worked out in detail for a complete year in advance, after taking into consideration the numbers of vessels which will bo completed and commissioned, and the important sea, land, and air operations to be undertaken. The finished plan shows where the supply of both officers and men of all ranks and ratings will be obtained, where they will be trained, where they will be rendezvoused after training, and to what class of duty they will be assigned. It has been so carefully prepared in detail, with a sufficient factor of safety to allow for unforeseen casualties and new demands in the operations of war, that, if followed consistently, it will automatically deliver the required number of trained officers and men for any activities authorized or contemplated, now or hi the future, covering a space of several years. It is because of consistent adherence to these carefully prepared plans for providing trained personnel for the great expansion from 56,000 to over half a million men that the Navy has been able satisfactorily to meet every call for manning the hundreds of new vessels of all classes and for providing the necessary skilled officers and men for all the detailed work of aviation, mining, bombing, construction, and other operations abroad. The system of providing and training personnel is operating on the assumption that the war will last for several years. Notwithstanding the enormous expansion of the personnel, the reports from the commander in chief of the Atlantic Fleet, and from all commanders of forces afloat, show that the various units composing the Navy have reached a higher state of battle efficiency than ever before.
