As of the late 198Os, the former Yugoslavia was a diverse federation of six republics, comprised of many different ethnic groups that were often based on religious affiliation. The dissolution of the former Yugoslavia in 1991 led to two sets of extended armed conflict, the first in Croatia and Bosnia from 1991 through 1995 and the second in and around Serbia's province of Kosovo from early 1998 through mid-1999. The warring parties to the conflicts in Croatia and Bosnia-specifically, Yugoslavia, Croatia, Croatian Serbs, and Bosnia's three major ethnic groups-were all fighting over control of specific territories tied to each group's own definition of its state, with some groups fighting for ethnically pure states. During and after the Kosovo conflict, the local combatants- Kosovar Albanian insurgents and Yugoslav security forces-had mutually exclusive goals. While the insurgents fought for the independence of Kosovo, Yugoslav security forces, most of whom are Serb, fought to retain Yugoslavia's sovereignty over the province. NATO entered this conflict on March 24, 1999, when it initiated a bombing campaign against Yugoslavia to force an agreement that would end Yugoslavia's aggression in Kosovo. The international community reached agreements with the former warring parties that ended the conflicts and allowed the establishment of large, complex peace operations, first in Bosnia and later in Kosovo. Each operation included a large NATO-led force to enforce the military aspects of the agreements, as well as a substantial international civilian presence. These operations were designed, among other things, to assist the parties in complying with the agreements and to build democratic, multiethnic institutions.

U.S. strategy in the Balkans and the Army s role there is examined. The author recommends continued U.S. involvement, consideration of a long-term American military presence in the region, and some significant changes in role of the U.S. Army. The goals that led the United States into the Balkans have not yet been fully met. To do so requires both sustained involvement in that region and a continued refinement at the Army s peace operations capabilities. From a broader perspective, he argues that, if U.S. political leaders decide that involvement in protracted peace operations will be an enduring part of American strategy, the Department of Defense should help form specialized joint and interagency peacekeeping organizations as an augmentation to the existing military. The Army should clearly play a leading role in this.

This book examines international efforts to provide security in post-conflict sites and explains why internal security should be given precedence in statebuilding endeavours. The work begins by exploring the evolution of security sectors in mature liberal democratic states, before examining the attempts of such states to accelerate that evolutionary process in post-conflict sites through statebuilding and security sector reform. These discussions suggest interestingly different answers to the question of who should provide for internal security in international operations. When considering mature states, there are both practical and normative reasons as to why internal security has become the sole domain of police, with military forces being excluded from internal affairs. In peace and stability operations, on the other hand, difficulties with utilising police personnel have led to military forces being required to play internal security roles. This tension is investigated further through detailed case studies of three recent missions: Afghanistan, Timor-Leste and Solomon Islands. These case studies both reinforce and augment the practical and normative reasons for ensuring that internal security remains the domain of police. This then impacts upon peace and stability operations in two important ways. If we are to provide enduring security in post-conflict sites, we should both (i) prioritise internal security agencies in security sector reform efforts, and (ii) prioritise ways of enabling police to play internal security roles in the contributing mission. This book will be of much interest to students of statebuilding, peace and conflict studies, military studies, police studies, historical sociology, security studies and IR in general.

At the end of the Second World War, a growing concern that Canadians' civil liberties were not adequately protected, coupled with the international revival of the concept of universal human rights, led to a long public campaign to adopt a national bill of rights. While these initial efforts had been only partially successful by the 1960s, they laid the foundation for the radical change in Canadian human rights achieved by Pierre Elliott Trudeau in the 1980s. In Toward the Charter Christopher MacLennan explores the origins of this dramatic revolution in Canadian human rights, from its beginnings in the Great Depression to the critical developments of the 1960s. This publication is the second in a series of lessons learned reports which examine how the U.S. government and Departments of Defense, State, and Justice carried out reconstruction programs in Afghanistan. In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan.
