Challenges in Correspondent Banking in the Small States of the Pacific by Jihad Alwazir,Mr.Fazurin Jamaludin,Dongyeol Lee,Niamh Sheridan,Ms.Patrizia Tumbarello Pdf

Access to financial services in the small states of the Pacific is being eroded. Weaknesses in Anti-Money Laundering and Combating the Financing of Terrorism compliance in the context of high levels of remittances are contributing to banks’ decisions to withdraw corresponding banking relationships and close bank accounts of money transfer operators. In this paper, we gather evidence on these developments in the small states of the Pacific, discuss the main drivers, and the potentially negative impact on the financial sector and macroeconomy. We then identify the collective efforts needed to address the consequences of withdrawal of corresponding banking relationships and outline policy measures to help the affected countries mitigate the impact.

Handbook of Small States by Lino Briguglio Pdf

This handbook covers a wide spectrum of issues relating to small states. Chapters in the volume have been grouped under the three main themes of economic, social and environmental issues. The economics sections include chapters dealing with trade, finance and regulatory frameworks, while the social theme covers health, migration, population ageing, as well as overall social wellbeing. The environmental theme examines matters such as measuring environmental performance, natural disasters, the ocean economy, and the validity of the Sustainable Development Goals. One major issue is the definition of small states. As this volume demonstrates, generally speaking, population is used to measure country size in the literature. However, it clearly emerges that there is no real consensus as to the population cut-off point that distinguishes small states from large ones. While the approaches taken by the authors vary, in all cases the chapters draw practical policy implications for small states. The book can therefore be considered as a wide-ranging depositary of information on small states with the aim of deriving policy prescriptions, and thus as an excellent resource for academics, students and policymakers.

Small States in Multilateral Economic Negotiations by Amrita Narlikar Pdf

This book addresses the puzzle, Can David take on Goliath in multilateral economic negotiations, and if so, then under what conditions? The question of how the weak bargain with the strong in international politics is exciting theoretically and empirically. In a world of ever-increasing interdependence, and also a time of economic crisis, it acquires even greater significance. With the help of issue-specific case studies, the volume offers new insights into the vulnerabilities that small states face in multilateral economic negotiations, and also mechanisms whereby these weaknesses might be overcome and even used as an advantage. The attention that this volume pays to questions of smallness and negotiation allow it to address a long-standing problem of international politics. The case studies, which cover monetary, financial, trade, and climate change negotiations, ensure a unique and valuable topicality to the volume. This book was published as a special issue of The Round Table.

This paper focuses on the withdrawal of correspondent banking relationships (CBRs) in some jurisdictions post-global financial crisis. It describes existing evidence and consequences of the withdrawal of CBRs and explores drivers of this phenomenon drawing on recent surveys and select country information. While the withdrawal of CBRs has reached a critical level in some affected countries, which can have a systemic impact if unaddressed, macroeconomic consequences have not been identified so far at a global level. The paper presents responses from the international community to address this phenomenon, and explains the role that the IMF has been playing in this global effort, especially with regards to supporting member countries in the context of surveillance and technical assistance, facilitating dialogue among stakeholders, and encouraging data gathering efforts. The paper concludes by suggesting policy responses by public and private sector stakeholders needed to further mitigate potential negative impacts that could undermine financial stability, inclusion, growth and development goals.

Asia and Pacific Small States Monitor, August 2014 by Ms.Shari Boyce,Mr.Sergei Dodzin,Ezequiel Cabezon,Mr.Fazurin Jamaludin,Mr.Yiqun Wu,Ms.Rosanne Heller Pdf

This issue of the Asia & Pacific Small States Monitor focuses on the challenges facing Asia and Pacific small states associated with natural disasters and climate change. Most tourism-oriented economies experienced a robust increase in arrivals, partly reflecting country-specific factors. Among commodity exporters (Bhutan, Solomon Islands, and Timor-Leste) and other Asia and Pacific small states, growth remains uneven: robust activity in Bhutan was driven mainly by hydropower-related construction activities; Solomon Islands experienced a continuing decline of logging stocks and a short-term disruption of gold production; and Timor-Leste’s ongoing depletion of oil reserves has led to a tighter budget constraint and lower government spending in the non-oil sector.

Entrepreneurship in Small Island States and Territories by Godfrey Baldacchino Pdf

Entrepreneurship in Small Island States and Territories is the first publication to consider the ‘creative’ side of enterprise in small island states and territories. Rather than playing out as remote, vulnerable and dependent backwaters of neo-colonialism, the world’s small island states and territories (with resident populations of less than 1 million) show considerable resourcefulness in facing up to the very real challenges of their predicament. The creative endeavours of their residents, facilitated by adroit public policy, has created economic and investment opportunities that translate into some private sector employment and decent livelihoods for many. Their ingenuity, coupled with strategic investments and the support of the diaspora, has led to a suite of (sometimes unlikely) products and services: from citizenship and higher-level internet domain names, to place-branded foods and beverages; from electronic gaming to niche manufacturing. There is much more to small island survival than subsistence farming, aid, remittances and public sector workfare. Entrepreneurship in Small Island States and Territories helps to dispel this myth, showcasing an aspect of life in small island states and territories that is rarely documented or critically reviewed.
