Japan's Lost Decade by Mr.Tim Callen,Mr.Jonathan David Ostry Pdf

Japan’s weak economic performance in the 1990s has had implications not only for its own people, but for the world economy more generally, given Japan’s importance as a trading partner and supplier of capital. Therefore, it is essential that Japan unlock its growth potential. The IMF has worked with the Japanese authorities to identify the policies needed to bring Japan’s economy out of its recent slump. This book contributes to this ongoing debate, whose major topics include the need for an integrated policy strategy based on the decisive restructuring of the banking and corporate sectors, combined with macroeconomic policies designed to bring an end to deflation.

How Policies Change by John Creighton Campbell Pdf

Japan is aging rapidly, and its government has been groping with the implications of this profound social change. In a pioneering study of postwar Japanese social policy, John Creighton Campbell traces the growth from small beginnings to an elaborate and expensive set of pension, health care, employment, and social service programs for older people. He argues that an understanding of policy change requires a careful disentangling of social problems and how they come to be perceived, the invention (or borrowing) of policy solutions, and conflicts and coalitions among bureaucrats, politicians, interest groups, and the general public. The key to policy change has often been the strategies adopted by policy entrepreneurs to generate or channel political energy. To make sense of all these complex processes, the author employs a new theory of four "modes" of decision-making--cognitive, political, artifactual, and inertial. Campbell refutes the claim that there is a unique "Japanese-style welfare state." Despite the big differences in cultural values, social arrangements, economic priorities, and political control, government responsibility for the "aging-society problem" is broadly similar to that in advanced Western nations. However, Campbell's account of how Japan has taken on that responsibility raises new issues for our understanding of both Japanese politics and theories of the welfare state. Japan's Demographic Revival by Stephen Robert Nagy Pdf

Japan's Demographic Revival shifts discussions about employing immigration as the 'best' or 'sole' solution to assuaging Japan's demographic quagmire to a more systematic approach that identifies structural, organizational and cultural impediments that contribute to Japan's (and other countries') declining demographic situations. This edited volume also sheds light on the plethora of changes required to produce a demographically sustainable Japan.Part One includes chapters explaining the endogenous, ethnocultural and structural obstacles that link ethnocultural understandings of citizenship and nationality. Part Two consists of chapters that provide insight into the societal barriers that exist in Japan to address demographic issues. Part Three shifts its focus away from identifying and analyzing the structural, organizational and cultural factors towards chapters that are policy oriented, linking existing policies as contributing factors behind Japan's demographic challenge.

Dynamics of Japan’s Trade and Industrial Policy in the Post Rapid Growth Era (1980–2000) by RIETI Pdf

This open access book provides an in-depth examination of Japan's policy responses to the economic challenges of the 1980s and '90s. While MITI's earlier role in promoting rapid growth has been addressed in other studies, this volume, based on official records and exhaustive interviews, is the first to examine the aftermath of rapid growth and the evolution of MITI's interpretation of the economy's changing needs. Covering such topics as the oil shocks, trade conflict with the United States, and the rise and collapse of the so-called bubble economy, it presents a detailed analysis and evaluation of how these challenges were interpreted by government officials, the kinds of policies that were enacted, the extent to which policy aims were realized, and lessons for the longer term. This book is recommended especially to officials of countries concerned about the challenges that follow on high economic growth and to readers interested in Japan’s contemporary economic history.

Cultural Commodities in Japanese Rural Revitalization by Anthony Rausch Pdf

The fate of local places increasingly rests on their capability to capitalize on their highly specific local cultural resources. Cultural Commodities in Japanese Rural Revitalization: Tsugaru Nuri Lacquerware and Tsugaru Shamisen examines the dynamics of this reality for the Tsugaru District of the Aomori Prefecture, Japan, and its two dominant cultural commodities, a lacquerware and a musical performance. Organized on the basis of policy, production and consumption, the research points to historical trajectory and a combinative conceptual-operational space as the means of identifying cultural and economic potential for a cultural commodity. This analytical approach provides both for assessing the local consciousness and identifying informed policy and industry management for the commodity, making it possible to realize its potential in local revitaliszation.

Excerpt: Can Abenomics Succeed? by Mr.Dennis P Botman,Mr.Stephan Danninger,Mr.Jerald A Schiff Pdf

Since the bursting of the bubble, Japan has been unable to sustain economic recoveries. Monetary policy was unable to beat deflation, structural reforms failed to lift potential growth, and fiscal measures were insufficient to reverse the path of ever rising public sector debt. Japan’s revitalization plan dubbed the “three arrows of Abenomics” devises a three-pronged strategy—combining fiscal, monetary, and structural policies—to overcome these problems. Amid a more challenging external environment and an aging population, Japan may well face its last opportunity to avoid a highly disruptive fiscal crisis and restore sustainability in a smooth manner instead. The book discusses mutually reinforcing reforms on several fronts, including aggressive monetary easing, growth-friendly fiscal consolidation, and structural and financial sector reforms to revive animal spirits and stimulate potential growth.

The Routledge Companion to Urban Regeneration by Michael E. Leary,John McCarthy Pdf

In the past decade, urban regeneration policy makers and practitioners have faced a number of difficult challenges, such as sustainability, budgetary constraints, demands for community involvement and rapid urbanization in the Global South. Urban regeneration remains a high profile and important field of government-led intervention, and policy and practice continue to adapt to the fresh challenges and opportunities of the 21st century, as well as confronting long standing intractable urban problems and dilemmas. This Companion provides cutting edge critical review and synthesis of recent conceptual, policy and practical developments within the field. With contributions from 70 international experts within the field, it explores the meaning of ‘urban regeneration’ in differing national contexts, asking questions and providing informed discussion and analyses to illuminate how an apparently disparate field of research, policy and practice can be rendered coherent, drawing out common themes and significant differences. The Companion is divided into six sections, exploring: globalization and neo-liberal perspectives on urban regeneration; emerging reconceptualizations of regeneration; public infrastructure and public space; housing and cosmopolitan communities; community centred regeneration; and culture-led regeneration. The concluding chapter considers the future of urban regeneration and proposes a nine-point research agenda. This Companion assembles a diversity of approaches and insights in one comprehensive volume to provide a state of the art review of the field. It is a valuable resource for both advanced undergraduate and postgraduate students in Urban Planning, Built Environment, Urban Studies and Urban Regeneration, as well as academics, practitioners and politicians.
