It acts as a warning that hygienic principles must be enforced if the public health is to be safeguarded. To be effective, quarantine regulations must be rigorously and efficiently enforced, but to this end, early and correct diagnosis of the disease is essential. If this can be brought about and means found to isolate carriers and mild cases that at present are often missed, quarantine would become effective in practice as well as in principle.
