Few names, apart from that of Leo Strauss, are invoked more often when discussing the American response to terrorism in recent years than that of Carl Schmitt. Schmitt, who was part of the German school of political thought known as the 'Conservative Revolution, ' is widely regarded as having been one of the greatest legal minds of the twentieth century. He famously asserted that the most important function of the sovereign of a nation is not the drafting or enforcement of law, but rather his ability to decide when the law should be suspended in an emergency, and likewise his power to declare who the 'friend' and 'enemy' of a community is at any given moment. Alain de Benoist critiques those who claim Schmitt as an inspiration behind the American 'neoconservative' movement that held sway during the administration of President George W. Bush, showing that the politics of the 'war on terror' do not actually reflect Schmitt's ideas, in that American lack of respect for the traditional rules of war, and its determination to portray its enemies as embodiments of absolute evil rather than as representatives of legitimate polities, renders contemporary American politics thoroughly un-Schmittian. Benoist then goes on to analyse recent history from Schmitt's standpoint, showing that the efforts of the United States have been intended to preserve its global hegemony, whereas Schmitt believed that the world was developing into a multipolar one where many powers, rather than a single power, would dominate, a trend which is clearly at work in our time. Benoist demonstrates that Carl Schmitt was therefore a much greater visionary than the American neoconservatives, who failed to understand the geopolitical forces at work today. Alain de Benoist is the leading philosopher behind the European 'New Right' movement (a label which de Benoist himself rejects, perceiving himself to not fit into the usual Left/Right dichotomy), a metapolitical school of thought which he helped to found in France in 1968 with the establishment of GRECE (Research and Study Group for European Civilisation). Benjamin, Schmitt, Arendt, Deleuze and Guattari form the radical-juridical perspective; Foucault and Agamben the biopolitical; Derrida the bio-juridical - which Rae argues produces the most nuanced account. The Total Enemy explores the most radicalized forms of enmity, trying to unravel some of its historical and contemporary expressions. Starting from the premise that one of modernity's constitutive values is non-violence, the book explores how non-violence, or rather the making of a world free of violence, becomes a cause of violence, in some instances even extreme violence and totalitarian terror. The book consists of six case studies each exploring and discussing historically specific expressions of depicting an enemy as one the actors believe they can only deal with violently. It begins by looking at two important sites in the development of the total enemy, the French Revolution and the emergence of terrorist thinking in the middle of the nineteenth century. The book then turns to the twentieth century, beginning with the pre-WWII conceptualizations of the "total" in European political thought as an answer to a liberal state deemed unfit to manage and control mass society. Secondly, it considers the totalitarian enemy in Nazi Germany, especially Soviet Russia. Finally the book turns to two forms of contemporary total enmity: Islamism and in right-wing extremism. In this book, Gavin Rae analyses the foundations of political life by undertaking a critical comparative analysis of the political theologies of Carl Schmitt and Emmanuel Levinas. In so doing, Rae contributes to key debates in contemporary political philosophy, specifically those relating to the nature of, and the relationship between, the theological, the political, and the ethical, as well as those questioning the existence of ahistoric metaphysical, ontological, and epistemological foundations. While the theological is often associated with belief in a fixed foundation such as God or the truth of a religion, Rae identifies another sense rooted in epistemology. On this understanding, the ontological limitations of human cognition mean that, ultimately, human truth is based in faith and so can never be certain. The argument developed suggests that Levinas’ conception of the political is grounded in theology in the sense of religion, particularly the revelations of Judaism. For this reason, Levinas claims that the political decision is based on how to implement a prior religiously-inspired norm: justice. Schmitt, in contrast, develops a conception of the political rooted in epistemic faith to claim that the political decision is normless. While sympathetic to Schmitt’s conception of theology and its relationship to the political, Rae concludes by arguing that the emphasis Levinas places on responsibility is crucial to understanding the implications of this. The continuing relevance of Schmitt’s and Levinas’ political theologies is that they teach us that, while the political decision is ultimately normless, we bear an infinite responsibility for the consequences of this normless decision.
