These structures, which he calls intermestic development circles, bring together international donor agencies with various domestic community and private organizations. In Bangladesh not-for-profit agencies are dramatically transforming their operation and organizational cultures, while in turn Western NGOs are themselves changing in subtle ways. Scholars of development will find Stiles's intriguing account of the reciprocating effects of extensive interaction, cooperation, and tensions between international donors and domestic recipients informative and provocative. Moving through three discernable phases, each one explainable by resort to different theories, these development circles grow from mere trading arrangements to a coherent social structure, separate from the rest of civil society in Bangladesh. While in the process of the not-for-profits receiving assistance become wealthier and more effective, they lose much of their local identity and become part of a transnational network. At the same time, donors must recast themselves in order to work effectively with these agencies, which often creates tension between local and home offices. The book closes with some recommendations that might attenuate some of the more troubling effects of this transformation.

This book is about those practices that challenge the normative applications of "smart technologies" in order to build or repair trust with publics. Based on over sixty interviews with changemakers in public serving organizations throughout the United States, as well as detailed case studies, this book provides a practical and deeply philosophical picture of civic life in transition. It is a book about design, but not necessarily about designers. Without coordinating, these civic designers embedded within organizations have adopted an approach to public engagement we call "meaningful inefficiencies," or the deliberate design of less efficient over more efficient means of achieving some ends. If the twentieth century was only focused on the complementarity and the opposition of market and state, the twenty-first century has now to deal with the prominence of the third sector, the emergence of social enterprises and other solidarity hybrid forms. The concept of civil society organisations (CSOs) spans this diversity and addresses this new complexity. The first part of the book highlights the organizational dimensions of CSOs and analyses the growing role of management models and their limits. Too often, the study of CSO governance has been centered on the role of the board and has not sufficiently taken into account the different types of accountability environments. Thus, the conversation about CSO governance rises to the level of networks rather than simple organizations per se, and the role of these networks in setting the agenda in a democratic society. In this perspective, the second part emphasizes the institutional dimensions of CSO governance by opening new avenues on democracy. First, the work of Ostrom about governing the commons provides us new insights to think community self-governance. Second, the work of Habermas and Fraser opens the question of deliberative governance and the role of public sphere to enlarge our vision of CSO governance. Third, the concepts of substantive rationality and economy proposed respectively by Ramos and Polanyi reframe the context in which the question can be addressed. Lastly, this book argues for a stronger intercultural approach useful for the renewal of paradigms in CSOs research. This book has for objective to present a unique collective work in bringing together 33 authors coming from 11 countries to share perpectives on civil society governance and will be of interest to an international audience of researchers and policy-makers.

At a time when uneven power dynamics are high on development actors’ agenda, this book will be an important contribution to researchers and practitioners working on innovation in development and civil society. While there is much discussion of localization, decolonization and ‘shifting power’ in civil society collaborations in development, the debate thus far centers on the aid system. It does so from five complementary angles: (1) Southern CSOs reclaiming the lead, 2) displacement of the North–South dyad, (3) Southern-centred questions, (4) new roles for Northern actors, and (5) new starting points for collaboration. The book relativizes international collaboration, asking INGOs, Northern CSOs, and their donors to follow Southern CSOs’ leads, recognizing their contextually geared perspectives, agendas, resources, capacities, and ways of working.
