Globalization, International Education Policy and Local Policy Formation by Carolyn A. Brown Pdf

This edited volume focuses on how international education policy, set by international policymakers and donors, influences local education policy in developing countries. The book’s primary purpose is to give voice to scholars from developing countries and regions around the world by inviting them to explore how the international policy, invariably linked to international aid, influences education policy formation and implementation in their country or region and how this influence does or does not meet the local cultural, social, economic, and political needs. A relatively recent and small body of research and commentary supports a discourse that questions how well international education policy mandates such as Education For All serve the needs of developing countries. The intent of this book is to advance this discourse by giving voice to local scholars who observe and study the donor process. The book will be divided into two sections: the first section will set the stage for the discussions in the second section by providing theoretical and historical context for international education policy. As a framework for understanding, the book adopts the position that international policy does not have either the ability or the intent to serve the widely diverse needs of development around the world. International education policy has been formed, historically, by wealthy nations and agencies dominated by Western theoretical paradigms. In recent years, donor countries have made an effort to collaborate with developing countries in developing international education policy goals; however, this collaboration has been limited. Following establishment of the context of international education policy, section II of the book provides a forum for scholars from around the world to openly discuss and critique the impact of international policy on education in their country or region.

The European Higher Education Area by Adrian Curaj,Liviu Matei,Remus Pricopie,Jamil Salmi,Peter Scott Pdf

Bridging the gap between higher education research and policy making was always a challenge, but the recent calls for more evidence-based policies have opened a window of unprecedented opportunity for researchers to bring more contributions to shaping the future of the European Higher Education Area (EHEA). Encouraged by the success of the 2011 first edition, Romania and Armenia have organised a 2nd edition of the Future of Higher Education – Bologna Process Researchers’ Conference (FOHE-BPRC) in November 2014, with the support of the Italian Presidency of the European Union and as part of the official EHEA agenda. Reuniting over 170 researchers from more than 30 countries, the event was a forum to debate the trends and challenges faced by higher education today and look at the future of European cooperation in higher education. The research volumes offer unique insights regarding the state of affairs of European higher education and research, as well as forward-looking policy proposals. More than 50 articles focus on essential themes in higher education: Internationalization of higher education; Financing and governance; Excellence and the diversification of missions; Teaching, learning and student engagement; Equity and the social dimension of higher education; Education, research and innovation; Quality assurance, The impacts of the Bologna Process on the EHEA and beyond and Evidence-based policies in higher education. "The Bologna process was launched at a time of great optimism about the future of the European project – to which, of course, the reform of higher education across the continent has made a major contribution. Today, for the present, that optimism has faded as economic troubles have accumulated in the Euro-zone, political tensions have been increased on issues such as immigration and armed conflict has broken out in Ukraine. There is clearly a risk that, against this troubled background, the Bologna process itself may falter. There are already signs that it has been downgraded in some countries with evidence of political withdrawal. All the more reason for the voice of higher education researchers to be heard. Since the first conference they have established themselves as powerful stakeholders in the development of the EHEA, who are helping to maintain the momentum of the Bologna process. Their pivotal role has been strengthened by the second Bucharest conference." Peter Scott, Institute of Education, London (General Rapporteur of the FOHE-BPRC first edition)

The Policy Paradox in Africa by Elias Ayuk,Mohamed Ali Marouani Pdf

It provided technical and financial support to economic research centres in sub-Sahara Africa (SSA) so that they can undertake policy-relevant research with the goal of influencing economic policy-making. In January 2005, the Secretariat organized an international conference in Dakar, Senegal, during which participants from key economic think tanks presented their experiences in the policy development process in Africa. Of particular interest was the role of economic research and economic researchers in policy-making. The authors examine the extent to which economic policies that are formulated in the sub-continent draw from research based on local realities and undertaken by local researchers and research networks in Africa.

Handbook of Research on the Political Economy of Communications and Media by Karlidag, Serpil,Bulut, Selda Pdf

The political economy deals with the structure of production and the social relations of people in production. With its focus on structures and practices, the political economy also analyzes the contradictions of capitalism and suggests resistance and intervention strategies using methods from history, economics, sociology, and political science. The dominant commercial media in capitalism operates both as a product of economic and political structure and as an industrial institution with economic and political functions. Current Theories and Practice in the Political Economy of Communications and Media is a collection of innovative research on new approaches in the political economy of communication in the process of globalization. While highlighting topics including consumer behavior, news production, and public relations, this book is ideally designed for newscasters, broadcasters, journalists, marketers, advertisers, production managers, researchers, industry professionals, academics, and students seeking to extend the border of standard political economy of communication studies into relatively undiscovered areas.

Communication Economics and Development by Meheroo Jussawalla,D.M. Lamberton Pdf

Communication Economics and Development aims to determine a methodology for integrating communication variables into economic development models. The first five chapters of the book cover the theoretical issues and their conceptualization as the basis for deriving a better understanding of the role of communication in economic development. The major issues for concern are the economic variables that are endogenous to communication planning in the light of rapid advances in communication technologies. Chapters 6-9 deals with the consideration of the role of communication in national development; the international trade theory and communications; and the political economy of information in a changing international economic order. The Japanese experience in focusing on the role of communication in economic development; a model for predicting development benefits from telecommunication investment; and the role of telecommunications in developing countries are also discussed. The text further describes the impact of telecommunication and information in development planning strategy; the opportunity costs in computer conferencing during and for economic development; and the evaluation of the impact of communication on agricultural development in Nepal. The use of economic concepts in communication planning practice is also discussed.

It provides an easily accessible, practical yet scholarly source of information about the international concern in the field of globalisation, and comparative education. Above all, the book offers the latest findings to the critical issues concerning major discourses in comparative education in the global culture. It offers a timely overview of current issues affecting comparative education and education policy research in the global culture. It provides directions in education, and policy research, relevant to transformational educational reforms in the twenty-first century. The book critically examines the overall interplay between comparative e- cation discourses, globalisation, dominant ideologies and education. It draws upon recent studies in the areas of globalisation, equity, social justice and the role of the State (Zajda et al. , 2006; Zajda et al. , 2008a). It explores conceptual fra- works and methodological approaches applicable in the research covering the State, globalisation, equity and education. It demonstrates the neo-liberal id- logical imperatives of education and policy reforms, and illustrates the way the relationship between the State and education policy affects current models and trends in education reforms and schooling globally.

Educational Research and Development by Maurice Kogan,Centre for Educational Research and Innovation,Albert Tuijnman Pdf

Governments urgently need better national information bases for determining educational policy and practice in an increasingly interconnected world. This report, from the first phase of the Centre for Educational Research and Innovation (CERI), presents a framework for improved international cooperation in improving the knowledge base for educational practice and policy formation. The information is based on CERI seminars and country reports from Australia, Belgium, Denmark, Germany, The Netherlands, New Zealand, Spain, Sweden, Switzerland, the United States, and the United Kingdom. The first chapter presents the statement of the problem and explains how the study was conducted. The second chapter examines some of the pervasive criticisms directed at educational research and describes some implications for research policy. An analysis of what the term "educational research and development" means is presented in the third chapter. Chapter 4 describes the current position of educational research in a group of Organisation for Economic Cooperation and Development (OECD) countries, using several indicators of research-and-development finance and staffing. Chapter 5 discusses how educational research relates to policy and practice and how this relationship might be improved. The sixth chapter considers what the knowledge base in education is and could be like. What are the interests of the various constituencies and how can these interests be better aligned? The last chapter presents a summary of the main challenges and describes the options for government policy. One figure and four tables are included. Appendices contain case studies of innovation in educational research and development (R&D), a list of subject interests from country reports, and a description of the methodology used in measuring indicators of educational R&D. Each chapter contains references. (LMI)

Handbook of Education Policy Research by Gary Sykes,Barbara Schneider,David N. Plank Pdf

Co-published by Routledge for the American Educational Research Association (AERA) Educational policy continues to be of major concern. Policy debates about economic growth and national competitiveness, for example, commonly focus on the importance of human capital and a highly educated workforce. Defining the theoretical boundaries and methodological approaches of education policy research are the two primary themes of this comprehensive, AERA-sponsored Handbook. Organized into seven sections, the Handbook focuses on (1) disciplinary foundations of educational policy, (2) methodological perspectives, (3) the policy process, (4) resources, management, and organization, (5) teaching and learning policy, (6) actors and institutions, and (7) education access and differentiation. Drawing from multiple disciplines, the Handbook’s over one hundred authors address three central questions: What policy issues and questions have oriented current policy research? What research strategies and methods have proven most fruitful? And what issues, questions, and methods will drive future policy research? Topics such as early childhood education, school choice, access to higher education, teacher accountability, and testing and measurement cut across the 63 chapters in the volume. The politics surrounding these and other issues are objectively analyzed by authors and commentators. Each of the seven sections concludes with two commentaries by leading scholars in the field. The first considers the current state of policy design, and the second addresses the current state of policy research. This book is appropriate for scholars and graduate students working in the field of education policy and for the growing number of academic, government, and think-tank researchers engaged in policy research. Information, Incentives, and Education Policy by Derek A. Neal Pdf

How do we ensure that waste and inefficiency do not undermine the mission of publicly funded schools? Derek Neal writes that economists must analyze education policy in the same way they analyze other procurement problems. Insights from research on incentives and contracts in the private sector point to new approaches that could induce publicly funded educators to provide excellent education, even though taxpayers and parents cannot monitor what happens in the classroom. Information, Incentives, and Education Policy introduces readers to what economists know—and do not know—about the logjams created by misinformation and disincentives in education. Examining a range of policy agendas, from assessment-based accountability and centralized school assignments to charter schools and voucher systems, Neal demonstrates where these programs have been successful, where they have failed, and why. The details clearly matter: there is no quick-and-easy fix for education policy. By combining elements from various approaches, economists can help policy makers design optimal reforms. Information, Incentives, and Education Policy is organized to show readers how standard tools from economics research on information and incentives speak directly to some of the most crucial issues in education today. In addition to providing an overview of the pluses and minuses of particular programs, each chapter includes a series of exercises that allow students of economics to work through the mathematics for themselves or with an instructor’s assistance. For those who wish to master the models and tools that economists of education should use in their work, there is no better resource available.
