Compendium of Best Practices in Road Asset Management by Asian Development Bank Pdf

The objective of road asset management is generally to optimize economic benefits by minimizing maintenance costs and road user costs. This compendium presents the best practices for the introduction and development of road asset management based on a desktop review of the experiences in the 11 member countries of the Central Asia Regional Economic Cooperation (CAREC) Program. These best practices reflect common problems the different CAREC member countries face, and the most successful solutions in the development of road asset management applied by CAREC and non-CAREC countries. This compendium also provides a general introduction to the concept of road asset management and presents an overview of the status of road asset management in each CAREC country.

Rural Road Engineering in Developing Countries by Jasper Cook,Robert Christopher Petts Pdf

Rural Road Engineering in Developing Countries provides a comprehensive coverage of the planning, design, construction, and maintenance of rural roads in developing countries and emerging nations. It covers a wide range of technical and non-technical problems that may confront road engineers working in the developing world, focusing on rural roads which provide important links from villages and farms to markets and offer the public access to health, education, and other services essential for sustainable development. Most textbooks on road engineering are based on experience in industrialised countries with temperate climates or deal only with specific issues, with many aspects of the design and construction of roads in developing regions stemming from inappropriate research undertaken in Europe and the USA. These approaches are frequently unsuitable and unsustainable for rural road network environments, particularly in low to middle income countries. This book takes on board a more recent research and application focus on rural roads, integrating it for a broad range of readers to access current information on good practice for sustainable road engineering in developing countries. The book particularly suits transportation engineers, development professionals, and graduate students in civil engineering.

Euro-Asian Transport Linkages by Department of Economic and Social Affairs Pdf

This publication is the outcome of work of the UNECE Group of Experts on Euro-Asian Transport Links (EATL) in phase III of the project (2013-2017). The report was drafted by a consultant from the Scientific and Research Institute of Motor Transport (NIIAT) in Moscow and is focused both at coordination and facilitation of financing of infrastructural projects, as well as facilitating and removing physical and administrative bottlenecks at border crossings in overland transport between Europe and Asia. The report is a particularly useful tool for transport policy-makers from Landlocked Developing Countries (LLDCs) and transit countries in the Euro-Asian region and beyond, in that it, inter alia: i) Identifies and describes main commodity groups for the transport of which inland modes of transport can compete with maritime and aviation modes (incl. non-containerized, containerized and high-value containerized cargo); ii) Provides analysis showing the economic advantage (in terms of time and costs) of inland routes compared to air or maritime routes; and iii) Identifies the current strengths and weaknesses and lists several recommendations to make inland routes more competitive vis-à-vis the other modes. The EATL project’s principal value to the market is that it paved the way for the operation of container “block trains”. The development of the block trains, the so called “highways of railways” made the Euro-Asian corridors operational, serving as a regular mechanism controlled by the market that evaluates the service levels and requests for greater facilitation, cooperation and investment.

Decision Makers' Guide to Road Tolling in Carec Countries by Asian Development Bank Pdf

This publication highlights challenges in implementing toll road projects relevant to the circumstances of CAREC countries and is intended as a practical resource for policy makers. Transport is the largest sector of cooperation under the Central Asia Regional Economic Cooperation (CAREC) program. Focusing on the roads subsector, approximately 10,000 kilometers (km) of expressways or national highways were built or improved. With the creation of these road assets, it becomes more pertinent for CAREC countries to improve operational and institutional effectiveness of the road transport network. Since the adoption of the Transport and Trade Facilitation Strategy 2020 (TTFS 2020) in 2014, the Transport Sector Coordinating Committee of the CAREC program has worked to consolidate knowledge and experiences from CAREC member countries themselves, as well as from across the world. This publication, together with its two sister publications (Compendium of Best Practices in Road Asset Management and Guide to Performance-Based Road Maintenance Contracts), is meant to be a practical resource for policy makers to improve the underlying conditions required for good road maintenance.
