"During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice-versa, audiences saw the performances through the lens of their own local aesthetics. Some fifty thousand Soviets visited the United States under various exchange programs between 1958 and 1988. In 1950 the Soviet Union and the People's Republic of China signed a Treaty of Friendship, Alliance, and Mutual Assistance to foster cultural and technological cooperation between the Soviet bloc and the PRC. While this treaty was intended as a break with the colonial past, Austin Jersild argues that the alliance ultimately failed because the enduring problem of Russian imperialism led to Chinese frustration with the Soviets. Jersild zeros in on the ground-level experiences of the socialist bloc advisers in China, who were involved in everything from the development of university curricula, the exploration for oil, and railway construction to piano lessons. Their goal was to reproduce a Chinese administrative elite in their own image that could serve as a valuable ally in the Soviet bloc's struggle against the United States. Interestingly, the USSR's allies in Central Europe were as frustrated by the "great power chauvinism" of the Soviet Union as was China. By exposing this aspect of the story, Jersild shows how the alliance, and finally the split, had a true international dimension.

Russian-American Dialogue on Cultural Relations, 1776-1914, the third volume in the Russian-American Dialogues series, provides English translations of the best Russian scholarship on cultural relations. Each essay originally appeared as an article in the former Soviet Union. When the Bolsheviks seized power in 1917, they set themselves the task of building socialism in the vast landscape of the former Russian Empire, a territory populated by hundreds of different peoples belonging to a multitude of linguistic, religious, and ethnic groups. Before 1917, the Bolsheviks had called for the national self-determination of all peoples and had condemned all forms of colonization as exploitative. After attaining power, however, they began to express concern that it would not be possible for Soviet Russia to survive without the cotton of Turkestan and the oil of the Caucasus. In an effort to reconcile their anti-imperialist position with their desire to hold on to as much territory as possible, the Bolsheviks integrated the national idea into the administrative-territorial structure of the new Soviet state. In Empire of Nations, Francine Hirsch examines the ways in which former imperial ethnographers and local elites provided the Bolsheviks with ethnographic knowledge that shaped the very formation of the new Soviet Union. The ethnographers—who drew inspiration from the Western European colonial context—produced all-union censuses, assisted government commissions charged with delimiting the USSR's internal borders, led expeditions to study "the human being as a productive force," and created ethnographic exhibits about the "Peoples of the USSR." In the 1930s, they would lead the Soviet campaign against Nazi race theories . Hirsch illuminates the pervasive tension between the colonial-economic and ethnographic definitions of Soviet territory; this tension informed Soviet social, economic, and administrative structures. A major contribution to the history of Russia and the Soviet Union, Empire of Nations also offers new insights into the connection between ethnography and empire.

In this penetrating historical study, Jeffrey Brooks draws on years of research into the most influential and widely circulated Russian newspapers--including Pravda, Isvestiia, and the army paper Red Star--to explain the origins, the nature, and the effects of this unrelenting idealization of the state, the Communist Party, and the leader. Brooks shows how, beginning with Lenin, the Communists established a state monopoly of the media that absorbed literature, art, and science into a stylized and ritualistic public culture--a form of political performance that became its own reality and excluded other forms of public reflection. He presents and explains scores of self-congratulatory newspaper articles, including tales of Stalin's supposed achievements and virtue, accounts of the country's allegedly dynamic economy, and warnings about the decadence and cruelty of the capitalist West.
