World Bank Discussion Paper No. 271. This study incorporates data from comparable surveys across five African countries--Ghana, Malawi, Mali, Senegal, and Tanzania--to analyze how small and micro enterprises have been positively and negatively affected by policy liberalization schemes. Some grow rapidly by adapting their products, while others stagnate because of import competition and increased self- employment. Comparisons were made between small firms, with 6 to 49 workers, and microenterprises, with fewer than 6. The study suggests a two-pronged strategy: (1) to facilitate widespread participation in microenterprises, broad measures are needed to lower the costs of entry, generate demand for their goods and services, raise the educational level and incomes of the poor, and encourage informal financial institutions; (2) to stimulate growth of potentially dynamic enterprises, well-targeted measures may be appropriate to lower the costs of entry, increase access to credit, and provide demand-driven business services. When the post-Mao leadership initiated economic reform in 1978, they set in motion a process which resulted in a fundamental redistribution of power within the Chinese party-state. Reducing central administrative economic control was a key component of the reform process. But although the decentralization of power to the provinces and producers was a deliberate central strategy, the resulting growth of provincial economic autonomy has surprised and angered even the architects of the decentralization reforms. China's reformist central leaders must take their share of the blame for the unexpected growth in provincial power in the 1980s. Their decision to adopt an incremental and reactive approach to reform may have been the most practical way of changing the economic system, but it never-the-less prepared the ground for provincial considerations gradually to overtake national concerns in local economic decision making. The resulting redistribution of power between centre and provinces has not only obstructed the attainment of some of the goals of reform, but also has important implications for the future trajectory of the Chinese political system.

The focus of this book is on the decentralization reforms legislated by the Socialist government in France from 1982 to 1986. These reforms redefined the role of the central state in the periphery and gave extensive new powers to territorial governments. In order to more fully assess the causes and effects of this recent decentralization, Vivien Schmidt examines these reforms and their impact in comparative historical perspective. The first part of the book traces the history of decentralization from the French Revolution to the present, highlighting the significant reforms at the beginning of the Third Republic in the 1870s. The second part of the book analyzes the actual impact of the reforms of both the 1870s and the 1980s on local government institutions and processes. Professor Schmidt uses an innovative mix of methods borrowed from political sociology and cultural anthropology, combined with historical analysis and extensive interviews of national and local politicians and civil servants. Her analysis allows her to explain how in a governmental system as formally centralized as that of France, local officials nevertheless managed to develop informal rules that gave them more power than the laws allowed. The Socialists in the Fifth Republic, she explains, formalized this previously established informal system. The book provides important new theoretical insights into the changing nature of the French state in addition to revealing significant historical patterns, particularly in the parallel between the role of decentralization in the Third and Fifth Republics.

"While there is extensive knowledge about how to design fiscal decentralization policies, considerably less is understood about how a decentralization program should be sequenced and implemented. Countries embarking on decentralization often struggle with decisions about the essential components of decentralization, including the order of an introduction of decentralization policies, the number of years necessary to bring a full program on line, and the components of the transition strategy. The authors argue that the sequencing of decentralization policies is an important determinant of its success. The consequences of a poorly sequenced decentralization program can range from minor delays and complications to ineffectiveness and subsequent failing support of decentralization efforts, macroeconomic instability, and fundamental failure in public sector delivery. At a minimum, the strategy of "making it up as we go" will not lead to the same structure of decentralization as will a planned strategy. The paper raises two questions: First, is there an optimal sequencing for decentralization policies and implementation? The answer is that there is, and that following these sequencing rules can reduce the costs and risks of implementing fiscal decentralization. Second, to what extent do countries follow these optimal sequencing rules? The answer is, in general, they do not. The gap between theory and practice is a result of the complexity of sequencing design, which discourages fiscal planners from implementing the full process. Decentralization as a method for tackling regional disparities has been implemented in countries throughout the world in the last two decades. Some scholars have noticed that decentralization is a multi-dimensional concept. However, there is still no consensus about the dimensions’ selection. In this book, based on the measurable and comparable principles, the relationships between three dimensions of fiscal, administrative and welfare decentralization are considered, and the evolution of regional inequalities in OECD countries and in China are explored. Economic data of 26 OECD countries (17 relatively rich countries, and 9 relatively poor ones) during the period from 1996 to 2009 was used to formulate regression models. It was found that fiscal decentralization, especially the decentralizing of tax authorities in relatively backward countries, has been associated with a significant rise in regional disparities. Moreover, according to the statistical results for the countries in the sample, welfare centralization and suitable local government size can lead to a reduction in regional disparities. In the case of China, data analysis and institutional one were paired in order to assess the dynamic relationships between decentralization and regional disparities (from the three dimensions mentioned above). An unstable, nonstandard and asymmetrical fiscal decentralization system directly results in regional disparities, which can be strengthened by a highly decentralized public service delivery system. In addition, rigid government size, segmented government structures and ‘yardstick’ competition mechanisms (used for creating competition among local governments) hinder coordination and cooperation in and among regions, and further exacerbate regional disparities.
