Height-for-age z-scores (HAZs) and stunting status (HAZ<−2) are widely used to measure child nutrition and population health. However, accurate measurement of age is nontrivial in populations with low levels of literacy and numeracy, limited use of formal birth records, and weak cultural norms surrounding birthdays and calendar use. In this paper we use Demographic and Health Surveys data from 62 countries over the period 1990–2014 to describe two statistical artifacts indicative of misreporting of age. The first artifact consists of lower HAZs for children reported to be born earlier in each calendar year (resulting in implausibly large HAZ gaps between January- and December-born children), which is consistent with some degree of randomness in month of birth reporting. The second artifact consists of lower HAZs for children with a reported age just below a round age (and hence implausibly large HAZ gaps between children with reported ages just below and just above round ages), which is consistent with survey respondents rounding ages down more than they round ages up. Using simulations, we show how these forms of misreporting child age can replicate observed patterns in the data, and that they have small impacts on estimated rates of stunting but important implications for research that relies on birth timing to identify exposure to various risks, particularly seasonal shocks. Moreover, the misreporting we identify differs from conventional age-heaping concerns, implying that the metrics described above could constitute useful markers of measurement error in nutrition surveys. Future research should also investigate ways to reduce these errors.

John Komlos examines the industrial expansion of Austria from a fresh viewpoint and develops a new model for the industrial revolution. By integrating recent advances in the study of human biology and nutrition as they relate to physical stature, population growth, and levels of economic development, he reveals an intense Malthusian crisis in the Habsburg lands during the second half of the eighteenth century. At that time food shortages brought about by the accelerated population growth of the 1730s forced the government to adopt a reform program that opened the way for the beginning of the industrial revolution in Austria and in the Czech Crownlands. Comparing this "Austrian model" of economic growth to the industrial revolution in Britain, Komlos argues that the model is general enough to explain demographic and economic growth elsewhere in Europe--despite obvious regional differences. The main feature of the model is the interplay between a persistent, even if small, tendency to accumulate capital and a population with an underlying tendency to grow in numbers while remaining subject to Malthusian checks, particularly a limited availability of food. According to Komlos, modern economic growth in Europe began when the food constraint was finally lifted. Originally published in 1989. Several changes in the United States over the past two decades have implications for diet, nutrition, and food safety, including patterns of food consumption that have produced an increase in overweight and obese Americans and threats to food safety from pathogens and bioterrorism. The changes raise a number of critical policy and research questions: How do differences in food prices and availability or in households' time resources for shopping and food preparation affect what people consume and where they eat? How do factors outside of the household, such as the availability of stores and restaurants, food preparation technology, and food marketing and labeling policies, affect what people are consuming? What effects have food assistance programs had on the nutritional quality of diets and the health of those served by the programs? Where do people buy and consume food and how does food preparation affect food safety? To address these and related questions, the Economic Research Service (ERS) of the U.S. Department of Agriculture (USDA) asked the Committee on National Statistics to convene a panel of experts to provide advice for improving the data infrastructure on food consumption and nutrition. The panel was charged to review data needs to support research and decision making for food and nutrition policies and programs in USDA and to assess the adequacy of the current data infrastructure and recommend enhancements to improve it. The primary basis for the panel's deliberations, given limited resources, was a workshop on Enhancing the Data Infrastructure in Support of Food and Nutrition Programs, Research, and Decision Making, which the panel convened on May 27-28, 2004. This report is based on the discussions at the workshop and the deliberations of the panel. The report outlines key data that are needed to better address questions related to food consumption, diet, and health; discusses the available data and some limitations of those data; and offers recommendations for improvements in those data. The panel was charged to consider USDA data needs for policy making and the focus of the report is on those needs.
