Energy Efficiency in the Nordic Building Sector by Karin Ibenholt Pdf

Abstract: There is an economic potential for increased energy efficiency in Nordic buildings. How much is however difficult to assess, partly because of insufficient energy statistics for buildings. Several barriers hinder the use of more efficient solutions when building and using buildings, e.g. lack of information, energy issues having low priority, and different incentives for builders, owners and users. Climate concerns and the need to secure energy supply are important drivers for energy efficiency policies. Promoting energy efficiency in order to reduce greenhouse gas emissions might however induce large rebound effects causing total emissions to be reduced very little or not at all. This might be the case if reduced energy use in buildings is replaced with more emission intensive activities, like travel. To avoid this it is important to include all greenhouse gasses in tax or quota systems, and to restrain financial support to energy efficient investment in order not to make them too cheap

The Challenges of Energy Efficiency Innovations in the Nordic Building Sector by Bernan Pdf

The development and diffusion of environmental technologies, which is considered to be one way of achieving the dual goals of maintaining competitiveness in a dynamic and knowledge-based economy while integrating environmental consideration in this process, may be influenced by a number of sector-specific conditions. In light of this, case studies of energy efficiency innovations in the Nordic building sector were carried out as a part of two-year research project on Green Market and Cleaner Technologies - Leading Nordic Innovation and Technological Potential for Future Markets. The studies looked into the characteristics of the industry as well as other issues influencing the three key activities of an innovation system - access to knowledge, access to resources and market formation. This report highlights some features of the building industry as well as their products which tend to pose constraints to the three innovation activities in the sector. It elucidates several strategies deployed by innovating companies to overcome some of the constraints and points to specific areas for policy interventions needed to effectively enhance innovation activities in the sector.

Nordic heating and cooling by Patronen, Jenni ,Kaura, Eeva ,Torvestad, Cathrine Pdf

According to the EU Commission, the heating and cooling sector must sharply reduce its energy consumption and cut its use of fossil fuel in order to meet the EU's climate and energy goals. In the Nordic countries, a lot of effort has already been put to make heat production and consumption energy efficient and to decrease the emissions. To disseminate these experiences and good practices wider in Europe, and to identify further needs for co-operation, this study attempts to identify the common approaches of the Nordic countries towards the EU’s heating and cooling strategy and Winter Package regulation. This report describes the results of the work based on Pöyry’s analysis of the current heating and cooling sector practices and regulation in the Nordic countries, and interviews of the regulators and energy industry representatives from each country.

A common Nordic end-user market by Berit Tennbakk,Kristine Fiksen,Marius Holm Rennesund,Justin Wolst Pdf

Implementation of the Energy Efficiency Directive in the Nordic countries may affect the development of a common Nordic end-user market in electricity. As the period up to 2020 is too short to develop harmonized energy efficiency policy measures, we expect to see a continuation of a system of current national measures to promote energy efficiency in the Nordic countries. Generally, non-harmonized policy instruments do not need to counteract competition in a common end-user market as long as the suppliers are not given a specific role in managing energy efficiency schemes. Hence, adverse effects on cross-border competition may be mitigated by avoiding obligations on suppliers or by harmonizing such obligations among the Nordic countries.

Energy Efficiency in Small and Medium Sized Enterprises by Marika Bröckl Pdf

The EU’s Directive 2012/27/EU on energy efficiency obliges Member States to develop programmes to encourage small and medium sized enterprises (SMEs) to improve energy efficiency by implementing energy audits and the recommendations that stem from these audits. This study looks at the barriers that SMEs face and the existing policy instruments in more detail and analyses which practices are working. The study concludes that SMEs cannot be effectively targeted with solely uniform solutions even within the same country and even though many of them face similar barriers. More emphasis is needed on sharing information and best practices and guiding SMEs to implement energy efficiency improvements after having identified the opportunities. The good news is that many good practices already exist and there is potential to improve. Now it is just a question of taking action.

Nordic Green to Scale for countries: by Oras Tynkkynen Pdf

Green to Scale is a series of analysis projects that have highlighted the potential of scaling up existing climate solutions. Nordic Green to Scale for countries zooms in on two regions: the Baltic States, Poland and Ukraine in Europe; and Kenya and Ethiopia in East Africa. This report presents the emission reduction potential of 10 selected solutions for the European target countries. The study highlights the costs, savings and co-benefits of implementing the solutions as well as makes policy recommendations for capturing the potential. The project was carried out by the Finnish Innovation Fund Sitra, together with its partners CICERO, CONCITO and Institute of Sustainability Studies at the University of Iceland. The technical analysis was produced by the Stockholm Environment Institute Tallinn Centre. The project is part of the Nordic Council of Ministers' Prime Ministers’ Initiative.

Innovative Green Public Procurement of Construction, IT and Transport Services in Nordic countries by Anonim Pdf

The term Innovative Green Public Procurement (IGGP) comprise all public procurement activities, which seek to stimulate eco-innovation through demands and interaction with suppliers and other stakeholders with the purpose of improving the environmental performance of products and services. The eco-innovative potentials for three selected product groups are investigated through desk studies and a series of interviews with key stakeholders in the Nordic countries. The purpose was to form a picture of the potential benefits that can be achieved in the Nordic countries through IGPP. The report includes: - Identification of the eco-innovative potential of each product group - Relevant incentives for stimulating eco-innovation through public procurement - Barriers for exploiting the eco-innovation potential - Input to strategies for innovative green public procurement.

Nordic Best Practices by Anna Kortesoja,Marika Bröckl,Håkan Jonsson,Venla Kontiokari ,Mikko Halonen Pdf

The working group on Sustainable Consumption and Production, under the Nordic Council of Ministers requested consultants from Gaia to identify and write out best Nordic practice cases of sustainable consumption and production to be shared internationally within the UNEP SCP Clearinghouse. This report is the third part of three reports and covers 15 examples of two particular themes on: 1) Sustainable Buildings and Constructions 2) Sustainable Food Systems The cases have also been added into the UNEP’s 10 Year Frame-work Program (10YFP) information platform, the SCP Clearinghouse. The objective is to enhance international cooperation in order to accelerate a shift towards sustainable consumption and production in developed and developing countries. The SCP Clearinghouse is a web-based information sharing tool, which can be used as an inspiration for advancing SCP worldwide.

Mobilizing climate finance flows by Mikko Halonen,Julia Illman,Markus Klimscheffskij,Henrik Sjöblom Pdf

If the Agreement’s goal - limit the global temperature increase below 2°C - is to be met, all financial flows need to shift dramatically and rapidly from current investment patterns to 2°C compatible pathways. This study analyses the roles Nordic actors might play in mobilizing finance flows internationally and outlines a roadmap that can guide joint Nordic action during the next five to ten years. While the roadmap covers components of “climate related ODA” and climate compatible contributions from the private sector, the focus of the roadmap lies on the crucial bridging and dialogue that is required between key actors. Building on identified Nordic strengths and areas needing accelerated international support, the report concludes with a set of immediate next steps to operationalize the roadmap in 2017-2018.
