Enhancing Security and Stability in Afghanistan - December 2018 Pentagon Report on Afghan War U.S. Status, Strategy, and Objectives, Afghan National Defense and Security Forces (ANDSF) Financing by U S Military,Department of Defense (Dod),U S Government Pdf

This unique report was issued in December 2018. The principle goal of the South Asia Strategy is to conclude the war in Afghanistan on terms favorable to Afghanistan and the United States. Over the past 16 months, the United States and its partners have used military force to drive the Taliban towards a durable and inclusive political settlement. There have been some notable developments - the Eid al-Fitr ceasefire and the support for peace from the broader Islamic community - which threatened the legitimacy of the Taliban and may represent leading indicators of success. The Special Representative for Afghanistan Reconciliation (SRAR) has reinforced U.S. diplomatic engagements with Afghans, neighboring states, and interested parties in the broader region. Increased military pressure on the Taliban, international calls for peace, and the new SRAR's engagements appear to be driving the Taliban to negotiations. While an array of challenges remain-Afghan political stability, Afghan security force capacity, and regional spoilers-the combination of military escalation and diplomatic initiative have made a favorable political settlement more likely than at any time in recent memory. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Executive Summary * Section 1 - Strategy and Objectives * 1.1 U.S. Strategy in Afghanistan * 1.2 U.S. Objectives in Afghanistan * 1.3 U.S. Counterterrorism Mission * 1.4 NATO-led Resolute Support Mission * 1.5 Indications of Progress * Section 2 - Threat Assessment * 2.1 Importance of Afghanistan-Pakistan Relations * 2.2 Current Security Conditions * Section 3 - Overview of the Afghan National Defense and Security Forces * 3.1 ANDSF Roadmap * 3.2 ANDSF Size, Posture, and assessment * 3.3 Capabilities * Section 4 - Ministry of Defense and Afghan National Army * 4.1 Ministry of Defense * 4.2 Afghan National Army * Section 5 - Ministry of Interior and Afghan National Police * 5.1 Ministry of Interior * 5.2 Afghan National Police * Section 6 - Financing the Afghan National Defense and Security Forces * 6.1 Holding the Afghan Ministries Accountable * 6.2 U.S. Contributions * 6.3 International Contributions * 6.4 Afghan Government ContributionsThe current military situation inside of Afghanistan remains at an impasse. The introduction of additional advisors and enablers in 2018 stabilized the situation, slowing the momentum of a Taliban march that had capitalized on U.S. drawdowns between 2011 and 2016. The Afghan National Defense and Security Forces (ANDSF) remain in control of most of Afghanistan's population centers and all of the provincial capitals, while the Taliban control large portions of Afghanistan's rural areas, and continue to attack poorly defended government checkpoints and rural district centers. The ANDSF have continued to excel in offensive operations; the bulk of their casualties have come in defense of isolated checkpoints, command posts, and bases. The ANDSF, with U.S. and coalition support, have limited new Taliban territorial gains and quickly regained control of population centers when attacked. The intensity of the fighting and level of bloodshed on both sides has risen as both sides vie for leverage at the negotiating table.

Reconstructing the Afghan National Defense and Security Forces: Lessons from the U.S. Experience in Afghanistan by Special Inspector for Afghanistan Reconstruction (U.S.),Special Inspector General for Afghanista Pdf

This publication is the second in a series of lessons learned reports which examine how the U.S. government and Departments of Defense, State, and Justice carried out reconstruction programs in Afghanistan. In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. The First Political Order by Valerie M. Hudson,Donna Lee Bowen,Perpetua Lynne Nielsen Pdf

Global history records an astonishing variety of forms of social organization. Yet almost universally, males subordinate females. How does the relationship between men and women shape the wider political order? The First Political Order is a groundbreaking demonstration that the persistent and systematic subordination of women underlies all other institutions, with wide-ranging implications for global security and development. Incorporating research findings spanning a variety of social science disciplines and comprehensive empirical data detailing the status of women around the globe, the book shows that female subordination functions almost as a curse upon nations. A society’s choice to subjugate women has significant negative consequences: worse governance, worse conflict, worse stability, worse economic performance, worse food security, worse health, worse demographic problems, worse environmental protection, and worse social progress. Yet despite the pervasive power of social and political structures that subordinate women, history—and the data—reveal possibilities for progress. The First Political Order shows that when steps are taken to reduce the hold of inequitable laws, customs, and practices, outcomes for all improve. It offers a new paradigm for understanding insecurity, instability, autocracy, and violence, explaining what the international community can do now to promote more equitable relations between men and women and, thereby, security and peace. With comprehensive empirical evidence of the wide-ranging harm of subjugating women, it is an important book for security scholars, social scientists, policy makers, historians, and advocates for women worldwide.

The Future of ISIS by Feisal al-Istrabadi,Sumit Ganguly Pdf

Looking to the future in confronting the Islamic State The Islamic State (best known in the West as ISIS or ISIL) has been active for less than a decade, but it has already been the subject of numerous histories and academic studies—all focus primarily on the past. The Future of ISIS is the first major study to look ahead: what are the prospects for the Islamic State in the near term, and what can the global community, including the United States, do to counter it? Edited by two distinguished scholars at Indiana University, the book examines how ISIS will affect not only the Middle East but the global order. Specific chapters deal with such questions as whether and how ISIS benefitted from intelligence failures, and what can be done to correct any such failures; how to confront the alarmingly broad appeal of Islamic State ideology; the role of local and regional actors in confronting ISIS; and determining U.S. interests in preventing ISIS from gaining influence and controlling territory. Given the urgency of the topic, The Future of ISIS is of interest to policymakers, analysts, and students of international affairs and public policy.

Hopeless but Optimistic by Douglas A. Wissing Pdf

“A fascinating ground level account of the effect of absurd and inappropriate Washington strategies on Afghans and on American soldiers.”—Abdulkader Sinno, author of Organizations at War in Afghanistan & Beyond Award-winning journalist Douglas A. Wissing’s poignant and eye-opening journey across insurgency-wracked Afghanistan casts an unyielding spotlight on greed, dysfunction, and predictable disaster while celebrating the everyday courage and wisdom of frontline soldiers, idealistic humanitarians, and resilient Afghans. As Wissing hauls a hundred pounds of body armor and pack across the Afghan warzone in search of the ground truth, US officials frantically spin a spurious victory narrative, American soldiers try to keep their body parts together, and Afghans try to stay positive and strain to figure out their next move after the US eventually leaves. As one technocrat confided to Wissing, “I am hopeless—but optimistic.” Along with a deep inquiry into the 21st-century American way of war and an unforgettable glimpse of the enduring culture and legacy of Afghanistan, Hopeless but Optimistic includes the real stuff of life: the austere grandeur of Afghanistan and its remarkable people; warzone dining, defecation, and sex; as well as the remarkable shopping opportunities for men whose job is to kill. Silver Medal, War & Military, Foreword Indies Awards Silver Medal, Current Events, Independent Publisher Book Awards “A scathing dispatch from an embedded journalist in Afghanistan . . . Pungent, embittered, eye-opening observations of a conflict involving lessons still unlearned.”—Kirkus Reviews “Here we confront in granular detail the waste and folly that is America’s war in Afghanistan.”—Andrew J. Bacevich, author of The Age of Illusions

Defence Diplomacy in the Long War by Patrick Blannin Pdf

Defence diplomacy enhances the diplomatic and security capacity of a state, providing the only link between executive office and the ministries of foreign affairs and defence, three vital institutions in the Long War. Using a case study of US defence diplomacy in Afghanistan from 2001-2014, the paper argues simply that the practice of defence diplomacy far outweighs current theories on what it is, how it works and why it matters?

Corruption in Conflict by John F. Sopko Pdf

This report examines how the U.S. government -- primarily the Departments of Defense (DOD), State, Treasury, and Justice (DOJ), and the U.S. Agency for International Development (USAID) -- understood the risks of corruption in Afghanistan, how the U.S. response to corruption evolved, and the effectiveness of that response. The report identifies lessons to inform U.S. policies and actions at the onset of and throughout a contingency operation and makes recommendations for both legislative and executive branch action. This analysis reveals that corruption substantially undermined the U.S. mission in Afghanistan from the very beginning of Operation Enduring Freedom. It concludes that failure to effectively address the problem means that U.S. reconstruction programs, at best, will continue to be subverted by systemic corruption and, at worst, will fail. HOOPERS WAR by Peter Van Buren Pdf

In this powerful anti-war novel set in WWII Japan, Lieutenant Nate Hooper isn't sure he'll survive the fight. And if he does make it home, he isn't sure he can survive the peace. He's done a terrible thing, and struggles to resolve the mistake alongside an unrepentant Japanese soldier and a Japanese woman who is trying to save both men. War can be about a lot of things but it is always about what happens to people. The characters face a decision that will forever define them not by their war against each other, but by their war against themselves. This is a tale of moral complexity, of decisions that last longer than people do. With allegorical connections to America's wars in Iraq and Afghanistan, the reverse chronology telling of Hooper's War turns a loss-of-innocence narrative into a tale of why that loss is inevitable.
