This monograph articulates and defends a theory-based epistemology of modality (TEM). According to TEM, someone justifiably believe an interesting modal claim if and only if (a) she justifiably believes a theory according to which that claim is true, (b) she believes that claim on the basis of that theory, and (c) she has no defeaters for her belief in that claim. The book has two parts. In the first, the author motivates TEM, sets out the view in detail, and defends it against a number of objections. In the second, the author considers whether TEM is worth accepting. To argue that it is, the author sets out criteria for choosing between modal epistemologies, concluding that TEM has a number of important virtues. However, the author also concedes that TEM is cautious: it probably implies that we are not justified in believing some interesting modal claims that we might take ourselves to be justified in believing. This raises a question about TEM's relationship to Peter van Inwagen's modal skepticism, which the author explores in detail. As it turns out, TEM offers a better route to modal skepticism than the one that van Inwagen provides. But rather than being a liability, the author argues that this is a further advantage of the view. Moreover, he argues that other popular modal epistemologies do not fare better: they cannot easily secure more extensive modal justification than TEM. The book concludes by clarifying TEM’s relationship to the other modal epistemologies on offer, contending that TEM need not be a rival to those views, but can instead be a supplement to them.

If so, what could these things be? How could we come to know what the modal facts or properties are? How can we resolve philosophical debates about what is metaphysically necessary or possible? Norms and Necessity develops a new approach to understanding our claims about metaphysical possibility and necessity: Modal Normativism. The Normativist rejects the assumption that modal claims aim to describe modal features or possible worlds, arguing instead that they serve as useful ways of conveying, reasoning with, and renegotiating semantic rules and their consequences. By dropping the descriptivist assumption, the Normativist is able to unravel the notorious ontological problems of modality, and provide a clear and plausible story about how we can come to know what is metaphysically necessary or possible. Most importantly, this approach helps demystify philosophical methodology. It reveals that resolving metaphysical modal questions does not require a special form of philosophical insight or intuition. The papers collected in this volume were written over a period of some eight or nine years, with some still earlier material incorporated in one of them. Publishing them under the same cover does not make a con tinuous book of them. The papers are thematically connected with each other, however, in a way which has led me to think that they can naturally be grouped together. In any list of philosophically important concepts, those falling within the range of application of modal logic will rank high in interest. They include necessity, possibility, obligation, permission, knowledge, belief, perception, memory, hoping, and striving, to mention just a few of the more obvious ones. When a satisfactory semantics (in the sense of Tarski and Carnap) was first developed for modal logic, a fascinating new set of methods and ideas was thus made available for philosophical studies. The pioneers of this model theory of modality include prominently Stig Kanger and Saul Kripke. Several others were working in the same area independently and more or less concurrently. Some of the older papers in this collection, especially 'Quantification and Modality' and 'Modes of Modality', serve to clarify some of the main possibilities in the semantics of modal logics in general.
