Even if these figures are a bit outdated they show that discussion concerning this topic continues between experts and politicians and has been a long-time taking to reach the broader populace. Nowadays, word has spread. The topic has become more pressing on political agendas, national and international summits. In the 2007 Adecco Fitness Survey, European companies invision the demographic change as the second biggest business challenge, following Globalization. The UN has been pressing the issue of ageing populations since the 1940s and forecasts that the number of people over 60 years old will have tripled by 2050. For the first time in history, this figure will exceed that of the number of children (0 - 14 years). However, these aggregated figures do not show that these developments have taken place differently across the globe. Europe is experiencing the most rapid ageing, and the number of old people is already higher than the number of young people. This may explain why demographic change now has such a high priority in EU policies. Nico van Nimwegen, deputy director of the Netherlands Interdisciplinary Demographic Institute notes that the ageing problem is the dominant challenge the EU is facing. He sees the implications of this trend and the need for action and policy change in various areas. Employment has been recognized as one of these target areas. The age-distribution of Europe’s workforce has shifted towards older workers over the past few decades, a process expected to accelerate in the years ahead.. This paper studies the effect of the aging of the workforce on labor productivity, identifies the main transmission channels, and examines what policies might mitigate the effects of aging. We find that workforce aging reduces growth in labor productivity, mainly through its negative effect on TFP growth. Projected workforce aging could reduce TFP growth by an average of 0.2 percentage points every year over the next two decades. A variety of policies could ameliorate this effect.

The changes of populations are determined by fertility, mortality and migration. On the national level, international migration is a factor of increasing demographic, economic, social and political importance. This book addresses the debate on the impact of international migration and economic activity on population and labour force resources in future. It presents a study conducted for 27 European countries, looking 50 years ahead (2002-2052). An extended discussion of theories and factors underlying the assumed evolution of the components of change and economic activity is included as well as a detailed analysis of the historical trends. These theoretical and empirical considerations lead to defining scenarios of future mortality, fertility, economic activity and international migration, which have been fed into a projection model, producing various future population dynamics and labour force trajectories. In addition, simulations have been made to estimate the size of replacement migration needed to maintain selected demographic and labour market parameters in the countries of Europe. The results presented in this book allow researchers, governments and policy makers to evaluate to what extent various migration and labour market policies may be instrumental in achieving the desired population and labour size and structures. Fewer young people will enter the workforce and employers will be pressed to draw from an expanding pool of older people. As a consequence the working age population is projected to decline significantly; while the numbers of organisations depended on them will rise. At the same time, baby boomers are moving towards retirement and can not be replaced by middle-aged or younger workers. Facing impending talent shortages and a substantial loss of knowledge and experience, companies might have little choice but to implement new employment strategies. Primarily based on secondary research and supported by available data from various research institutions, this paper considers relevant variables and approaches related to challenges from a German perspective. This is done regardless of specific industry conditions and circumstances. The paper covers selected peripheral issues like attitudes and retirement intentions of older workers and the myths and stereotypes about them. It provides an overview of the German labour market, specifically the situation of older people, and how public policy has been responding to improve related conditions. Finally, minor and major interventions are presented to adapt human resource methods, work arrangements, and framework conditions. Recognising that an effective response to the demographic changes requires a broader perspective, i.e. considering all working generations, the proposed initiatives primarily focus on the attraction and retention of older people. International and more specific German demographic projections clearly indicate that age management is essential. Organisations have to be prepared to cope with the impending labour and skill shortages resulting from a declining population and a likely mass exodus of the baby boom generation from the workplace. Future competitiveness of businesses increasingly rests on the performance and productivity of older people. Hence understanding, retaining and utilising them becomes crucial. Considering characteristics of the older workforce segment, this paper shows that older workers are ready, willing, and able to stay employed.
