The age-distribution of Europe’s workforce has shifted towards older workers over the past few decades, a process expected to accelerate in the years ahead.. This paper studies the effect of the aging of the workforce on labor productivity, identifies the main transmission channels, and examines what policies might mitigate the effects of aging. We find that workforce aging reduces growth in labor productivity, mainly through its negative effect on TFP growth. Projected workforce aging could reduce TFP growth by an average of 0.2 percentage points every year over the next two decades. A variety of policies could ameliorate this effect.

Increase in life expectancy is arguably the most remarkable by-product of modern economic growth. In the last 30 years we have gained roughly 2.5 years of longevity every decade, both in Europe and the United States. Successfully managing ageing and longevity over the next twenty years is one of the major structural challenges faced by policy makers in advanced economies, particularly in health spending, social security administration, and labour market institutions. This book looks closely into those challenges and identifies the fundamental issues at both the macroeconomic and microeconomic level. The first half of the book studies the macroeconomic relationships between health spending, technological progress in medical related sectors, economic growth, and welfare state reforms. In the popular press, longevity and population ageing are typically perceived as a tremendous burden. However, with a proper set of reforms, advanced economies have the option of transforming the enormous challenge posed by longevity into a long term opportunity to boost aggregate outcomes. The basic prerequisite of a healthy ageing scenario is a substantial structural reform in social security and in labour market institutions. The second part of the book looks closely into the microeconomic relationship between population ageing and productivity, both at the individual and at the firm level. There is surprisingly little research on such key questions. The book contributes to this debate in two ways. It presents a detailed analysis of the determinants of productivity, with a focus on both the long-run historical evolution and the cross sectional changes. It also uses econometric analysis to look into the determinants of the various dimensions of individual productivity. The volume concludes that the complex relationship between population ageing and longevity is not written in stone, and can be modified by properly designed choices.

As a consequence the working age population is projected to decline significantly; while the numbers of organisations depended on them will rise. At the same time, baby boomers are moving towards retirement and can not be replaced by middle-aged or younger workers. Facing impending talent shortages and a substantial loss of knowledge and experience, companies might have little choice but to implement new employment strategies. Primarily based on secondary research and supported by available data from various research institutions, this paper considers relevant variables and approaches related to challenges from a German perspective. This is done regardless of specific industry conditions and circumstances. The paper covers selected peripheral issues like attitudes and retirement intentions of older workers and the myths and stereotypes about them. It provides an overview of the German labour market, specifically the situation of older people, and how public policy has been responding to improve related conditions. Finally, minor and major interventions are presented to adapt human resource methods, work arrangements, and framework conditions. Recognising that an effective response to the demographic changes requires a broader perspective, i.e. considering all working generations, the proposed initiatives primarily focus on the attraction and retention of older people. International and more specific German demographic projections clearly indicate that age management is essential. Organisations have to be prepared to cope with the impending labour and skill shortages resulting from a declining population and a likely mass exodus of the baby boom generation from the workplace. Future competitiveness of businesses increasingly rests on the performance and productivity of older people. Hence understanding, retaining and utilising them becomes crucial. Considering characteristics of the older workforce segment, this paper shows that older workers are ready, willing, and able to stay employed. Nowadays, word has spread. The topic has become more pressing on political agendas, national and international summits. In the 2007 Adecco Fitness Survey, European companies invision the demographic change as the second biggest business challenge, following Globalization. The UN has been pressing the issue of ageing populations since the 1940s and forecasts that the number of people over 60 years old will have tripled by 2050. For the first time in history, this figure will exceed that of the number of children (0 – 14 years). However, these aggregated figures do not show that these developments have taken place differently across the globe. Europe is experiencing the most rapid ageing, and the number of old people is already higher than the number of young people. This may explain why demographic change now has such a high priority in EU policies. Nico van Nimwegen, deputy director of the Netherlands Interdisciplinary Demographic Institute notes that the ageing problem is the dominant challenge the EU is facing. He sees the implications of this trend and the need for action and policy change in various areas. Employment has been recognized as one of these target areas. The ageing of the population has important repercussions on the available labor force and thus impacts economic prospects as a whole. This paper will analyze demographic changes and their impacts on the labor markets. It will begin with an overview of Europe’s demographic development and its driving forces. The subsequent impacts on the labor force will then be discussed followed by an overview of different proposed policy options and how they could help circumvent the consequences of demographic change. Here the goal shall not be to detail single policy measures, but to unveil areas in which policy action needs to be considered. Particular policies have to be chosen carefully by each country in accordance to its individual situation and institutional framework. Finally, the findings of this paper will be reviewed and a final conclusion will be given.

Is Japan’s aging and, more recently, declining population hampering growth and reflation efforts? Exploiting demographic and economic variation in prefectural data between 1990 and 2007, we find that aging of the working age population has had a significant negative impact on total factor productivity. Moreover, prefectures that aged at a faster pace experienced lower overall inflation, while prefectures with higher population growth experienced higher inflation. The results give strong support to the notion that demographic headwinds can have a non-trivial impact on total factor productivity and deflationary pressures.
