Finance & Development, March 1987 by International Monetary Fund. External Relations Dept. Pdf

The issue of capital flight from developing countries is discussed. The debt problems of developing countries coupled with the sharp decline in international lending to many countries have evoked great interest in the issue of private capital outflows, or capital flight, from these countries among international policymakers, academics, and in the general public. Residents of countries with exchange controls can purchase foreign exchange overseas by paying in local currencies, albeit at a higher cost than through official channels.

Finance & Development, December 1987 by International Monetary Fund. External Relations Dept. Pdf

This paper discusses the structural adjustment in low-income countries. In the first 20 months of its operations, the IMF’s structural adjustment facility (SAF) has provided concessional financial assistance to support the balance-of-payments adjustment efforts of 21 low-income member countries. Most SAF arrangements have supported policy reform programs that have also received support under other IMF facilities. The fundamental concept underlying the SAF is the notion that growth and adjustment are mutually reinforcing.

The enhancement of the IMF’s structural adjustment facility is discussed. In its April 1987 meeting, the IMF’s Interim Committee highlighted the plight of low-income countries, and outlined a strategy for their recovery. It emphasized that it is crucial for these countries to implement reforms that to be fully effective, will need to be accompanied by the timely provision of additional financing on appropriate concessional terms to support these reforms. The Committee also called upon creditor governments to grant exceptional relief with respect to official credits in highly indebted low-income countries.

This paper examines the policy implications of structural changes in financial markets. Domestic financial markets have become less segmented, and the major financial centers more integrated. At the same time, the structural changes in financial markets have improved efficiency by lowering intermediation costs, increasing the ability to hedge financial risks associated with currency, interest rate, and price volatility and opening up access to new sources of savings. The widespread application of computer and telecommunications technology to financial markets has permitted markets to process a significantly larger volume of transactions.

Development in the Third World: From Policy Failure to Policy Reform by Kempe Ronald Hope, Sr. Pdf

This book is a study of Third World economic development and the factors which have made development so elusive. It discusses the policy reform necessary to spur development as well as the relationship between development theory and policy. The author argues that the key to successful development policy is through reduced state intervention, and that to the extent state intervention is necessary, it should be through rather than against the market mechanism.

Economic Growth and Poverty Reduction in Viet Nam by Arsenio M. Balisacan Pdf

Viet Nam's dramatic transition and growth in the 1990s have been attributed to a series of reforms, known as "doi moi," which began in the late 1980s. Economic growth of nearly 8% yearly benefited the poor and reduced poverty from 61% in 1993 to 37% in 1998. The proportionate increases in the incomes of the poorest quintile were appreciably larger than those of the top 20 or 40% of the population. This result is at variance with typical findings for other countries, which indicate that welfare gains from growth are smallest for the lowest quintile and rise with income group. The results for Viet Nam suggest that the faster the growth rate, the lesser becomes the role of distributive factors that directly influence the poor's well-being. A print on demand report.

WIDER The World Institute for Development Economics Research, established in 1984, started work in Helsinki in 1985, with the financial support of the Government of Finland. The principal purpose of the Institute is to help identify and meet the need for policy-oriented socio-economic research on pressing global and development problems and their inter-relationships. WIDER's research projects are grouped into three main themes: hunger and poverty; money, finance, and trade; and development and technological transformation. Volume II deals with famine prevention, paying particular attention to sub-Saharan Africa. The topics covered include: the problems of early warning and early action; the politics of famine prevention; the influence of market responses; the role of cash support and employment provision in protecting threatened food entitlements; and long-term issues of reduction of famine vulnerability. In addition to general analyses, the book contains a number of case studies of failures and successes in famine prevention, both in South Asia and in sub-Saharan Africa.

Global Development Finance 2003 by Anonim Pdf

This publication is the World Bank's annual review of recent trends in and prospects for financial flows to developing countries. It also contains the Bank's projections of the global outlook in light of current global geopolitical uncertainties. It describes a fundamental shift that has occurred in the pattern of private sector financial flows to developing countries. Debt flows have fallen sharply, while equity flows have remained comparatively robust. This shift from debt to equity should diminish the volatility of developing countries' external finance and improve their access to technology, markets, and management expertise. Recovery though has been weak due to broader geopolitical and financial market uncertainties.
