Taking a food systems approach is a promising strategy for improving diets. Implementing such an approach would require the use of a comprehensive set of metrics to characterize food systems, set meaningful goals, track food systems performance, and evaluate the impacts of food systems interventions. Food systems metrics are also useful to structure debates and communicate to policy makers and the general public. This paper provides an updated analytical framework of food systems and uses this to systematically identify relevant metrics and indicators based on data availability in low- and middle-income countries (LMICs). The list of indicators partly overlaps with the Sustainable Development Goals (SDG) indicators, but these do not cover all aspects of the food system. Malnutrition in all its forms is a major challenge everywhere in the world, and particularly in low and middle income countries. To reduce malnutrition, innovations in food systems are needed to both provide sufficient options for consumers to obtain diets with adequate nutritional value, and to help consumers make conscious and unconscious choices to choose healthier diets. A potential solution to this challenge is food systems innovations designed to lead to healthier diets. In this paper, we lay out a multidisciplinary framework for both identifying and analyzing innovations in food systems that can lead to improvements in the choices available to consumers and their diets from a health perspective. The framework identifies entry points for the design of potential food systems innovations, highlighting potential synergies, feedback, and tradeoffs within the food system. Even though substantial progress has been achieved worldwide in reducing both poverty and malnutrition, much is yet to be done. There are signs that the progress made in both dimensions has stalled in recent years. Poor-quality diets have become a major driver for overweight and obesity and associated non-communicable diseases such as diabetes, heart diseases, and some types of cancers. Conflict and climate vulnerability have been identified as major obstacles to reaching Sustainable Development Goal targets related to malnutrition by 2030. In 2019, economic downturns and slowdowns hindered efforts even further. More recently, the COVID-19 crisis has imposed even harsher conditions to countries.Poverty and malnutrition are inevitably linked, and therefore addressing one can help address the other. Given that most of the world’s extremely poor people and stunted children live primarily in rural areas and rely mostly on agriculture, the agriculture and food systems approach can offer an opportunity to reduce both poverty and malnutrition. Ending malnutrition in all forms is a global development priority. Investment in nutrition can yield high returns in terms of reduced health costs, increased productivity and improved human resources capacity and economic growth (Covic & and Hendriks 2016; Shekar et al. 2017). Nutrition policy-making and program interventions in developing countries fail to bring together several sectors that contribute to nutrition improvement. Since food systems influence the type of food produced, understanding relevant drivers of a country’s food system with an emphasis on nutrition can help to end malnutrition (Per Pinstrup-Andersen 2012a; HLPE 2017; Babu and Kataki 2003). In this paper, we adopt a food systems perspective to review Myanmar’s current food system. With the help of a review of the literature and two national consultative stakeholder workshops, we examine Myanmar’s current food system. This is a crucial step since it identifies gaps existing in the current policies/ strategies being implemented. After the review, we developed an AIT (analyze gaps, identify priority investment areas, and track progress) operational framework that can be used to increase the nutrition-sensitivity of a food system. Applying this framework to Agriculture Development Strategy (ADS), this paper presents an analysis of the gaps that need to be addressed to make ADS nutrition-sensitive, provide priority investment areas, and a tracking system which monitors the progress of these investments.

The question of how to better incorporate nutrition into the livestock sector is a challenge shared by many policymakers and programme managers at regional, national and local levels, due to a lack of proven methodological tools setting out how to effectively achieve this. In response to this challenge, Food and Agriculture Organization of the United Nations (FAO), with support from Action Contre la Faim and World Vision, has developed an innovative stepwise approach that combines theory and practice by establishing a theory of change and associated impact pathways. This work was carried out as part of a consultative process involving expert stakeholders from Eswatini and Zimbabwe. The food systems approach can contribute to food security and reduced malnutrition levels by identifying key investments and policies throughout the food system, including production, processing, marketing, and consumption of food. However, in countries facing fragility and conflict, it has proven difficult to implement such an approach and achieve the desired results. This has been the case in Afghanistan, where high levels of malnutrition stem in part from an undersupply of nutritious food. Multi-sectoral approaches to promote nutrition sensitivity and achieve diet-based solutions have also had only limited impact. This paper reports on an analysis of the nutrition sensitivity of food systems in Afghanistan using multi-sector consultations and gap analyses to examine two key food and nutrition policies, the National Comprehensive Agriculture Development Priority Program and the Afghanistan Food Security and Nutrition Agenda. It highlights gaps in the policies and identifies investment priorities to make food systems more nutrition sensitive. The results show that instilling nutrition sensitivity into the operation of Afghanistan’s food systems can only be accomplished if certain key measures are incorporated into the food system. These include addressing the absence of knowledge in the population regarding healthy diets, the lack of sufficient food for vulnerable populations, weak irrigation systems, capacity constraints at individual and institutional levels, data challenges, and weak natural resource management. In addition, the above weaknesses are compounded by the continued violence and conflict-induced insecurity, weak government, and inadequate investments. Given the role of different sectors in contributing to improved nutrition, appropriate and effective multi-stakeholder coordination and collaboration is paramount to such efforts.

This paper provides a diagnostic of Rwanda’s food systems and the policy landscape that shapes it. It aims to inform national and local conversations on Rwanda’s food systems transformation—an idea that has attracted considerable attention in national consultations conducted in the run-up to the United Nations Food Systems Summit in September 2021, at the summit itself, and in the post-summit actions that Rwanda is now pursuing. A food system comprises the full range of actors and activities originating from agriculture, livestock, forestry, or fisheries, as well as the broader economic, societal, and natural environments in which they operate. An inclusive and sustainable food systems transformation is a process of growth and development that is profitable for the full range of individual actors engaged in the system, beneficial for society including marginalized and vulnerable groups, and advantageous for the natural environment. Rwanda’s journey towards a food systems transformation is well captured in Vision 2050, the National Strategy for Transformation (NST 1), and strategic plans for sectors such as agriculture, health, nutrition, commerce, and the environment. Their priorities are echoed in ongoing programs and investments of the government, its development partners, the private sector, and civil society. Nonetheless, there are still challenges facing Rwanda’s efforts to sustain and accelerate progress along this journey. Efforts to overcome these challenges call for a deeper and more significant shift in thinking—informed by the food systems perspective—that is highlighted by stronger multi-sectoral approaches to problem-solving. Overall findings suggest an opportunity for a tangible shift in how public policy in Rwanda approaches its food systems and how the systems contribute to the broader national transformation process. This means addressing how balances are struck—and tradeoffs are managed—between and among agriculture, nutrition, health, and the environment in the face of a climate crisis. It also means giving greater attention to the demand-side drivers in Rwanda’s food system, recognizing that singularly focused supply-side strategies rarely succeed in isolation. Finally, it means deepening the integration of policies and policy actors in the design and implementation phases of interventions that shape the food system. We offer several recommendations to translate abstract ideas into a coherent and focused set of actions in the policy space. 1. Strengthen existing entities and mechanisms rather than create new ones. 2. Develop a national food systems transformation strategy that is integrative, multi-sectoral, and action-oriented. 3. Innovate on existing programs. 4. Allow for learning through both success and failure. 5. Invest in rigorous impact evaluation. These actions aim to strengthen the policy environment that enables a truly broad-based food systems transformation. This enabling environment is itself an outcome of broad-based national conversations, integration across sectors, domains, and levels; and the encouragement of policy and program innovation.
