This book assesses and evaluates the decision-making behavior of United States presidents and their chief advisers from Roosevelt to Kennedy pertaining to China. Seeking to dispel with the notion that each administration sought policy outcomes on the basis of a rational decision-making model, Bartley highlights the contradictions of adopted presidential decision-making processes and the nature of domestic politics as playing prejudicial and debilitating roles. The book demonstrates that elite decision-making processes interacted with assumptions made about Chinese behavior, interests, and attitudes only superficially and in some cases not at all. Misinformation and misperception were the natural outcomes. Reinforced by the politics of McCarthyism at home, intellectual debate on China policy was squashed, parochialism and nuance were shunned, and information was closed off. The net result was a lasting and destructive cognitive dissonance: to fit expectations of a China reality constructed, information was ignored, overlooked, and distorted. A History of the Manila Pact and the Southeast Asia Treaty Organisation (SEATO) from its establishment in 1954 until its dissolution in 1977. The Southeast Asia Treaty Organization (SEATO) has received meagre scholarly attention in comparison to other key events and global developments during the duration of the Cold War, due to its perceived failure early in its existence. However, there has been a renewed interest in the academic study of the organization. Some scholars have argued that SEATO was not an outright failure. New literatures have also shed in detail the workings of SEATO, such as operational-level contingency plans and counter-insurgency plans. This book aims to reconstruct a comprehensive life cycle of SEATO using declassified archival documents which were unavailable to scholars studying the organization from the 1950s through the 1980s and provide a nuanced assessment of it. In addition, in recent years, there is also an emerging interest in the possibility of a multilateral military alliance in Asia, for instance the Quadrilateral Security Dialogue morphing into an "Asian NATO". This historical study examines America’s Cold War diplomacy and covert operations intended to lure Cambodia from neutrality to alliance. Although most Americans paid little attention to Cambodia during Dwight D. Eisenhower’s presidency, the global ideological struggle with the Soviet Union guaranteed US vigilance throughout Southeast Asia. Cambodia’s leader, Norodom Sihanouk, refused to take sides in the Cold War, a policy that disturbed US officials. From 1953 to 1961, his government avoided the political and military crises of neighboring Laos and South Vietnam. However, relations between Cambodia and the United States suffered a blow in 1959 when Sihanouk discovered CIA involvement in a plot to overthrow him. The failed coup only increased Sihanouk’s power and prestige, presenting new foreign policy challenges in the region. In Eisenhower and Cambodia, William J. Rust demonstrates that covert intervention in the political affairs of Cambodia proved to be a counterproductive tactic for advancing the United States’ anticommunist goals. Drawing on recently declassified sources, Rust skillfully traces the impact of “plausible deniability” on the formulation and execution of foreign policy.
