The aim of this study is to explore the distributional impacts on poverty and income of two programmes in Zambia, the Home Grown School Feeding (HGSF) programme and the Conservation Agriculture Scale-Up (CASU) project, complementing the impact evaluation findings by Prifti & Grinspun (2019). These programmes target different parts of the population but are partly overlapping; they aim to influence poverty and food security through different channels. In the World Food Programme (WFP)’s HGSF modality, school feeding or provision of free meals for schoolchildren is complemented with procurement of food used for the meals from local smallholders. The purchase scheme aims to provide market access for smallholders, hence improving income stability and incentives to invest, ultimately increasing their productivity and reducing poverty. The objectives of school meals alone are improvement in schoolchildren’s nutrition as well as improvement in school attendance and hence human capital accumulation. Conservation agriculture (CA) consists of production methods that reduce farmers’ vulnerability to climate risks and improve productivity. The CASU programme promoted the use of such methods among smallholders through training and demonstration and provision of inputs, aiming for adoption of more sustainable farming which increases farm productivity in the long run.

Rural Development and the Construction of New Markets analyses newly constructed markets as nested markets. Although they are specific market segments that are nested in the wider commodity markets for food, they have a different nature, different dynamics, a different redistribution of value added, different prices and different relations between producers and consumers. Nested markets embody distinction viz-a-viz the general markets in which they are embedded. A key aspect of nested markets is that these are constructed in and through social struggles, which in turn positions this book in relation to classic and new institutional economic analyses of markets. These markets emerge as steadily growing parts of the farmer populations are dedicating their time, energy and resources to the design and production of new goods and services that differ from conventional agricultural outputs. The speed and intensity with which this is taking place, and the products and services involved, vary considerably across the world. In large parts of the South, notably Africa, farmers are ‘structurally’ combining farming with other activities. By contrast, in Europe and large parts of Latin America farmers have taken steps to generate new products and services which exist alongside ongoing agricultural production. Cuba was forced by historical circumstances to be one of the pioneers in the massive application of these techniques. After the demise of the Soviet Union in the early 1990s, Cuba was left without access to external support needed to carry on with industrial agriculture. The economic crisis led the country to reconsider their former models of resource management. Cuba retooled its agricultural programs to focus on urban agriculture—sustainable, ecologically sound farming close to densely populated areas. Food now takes far less time to get to the people, who are now better nourished because they have easier access to whole foods. Moreover, urban farming has become a source of national pride—Cuba has one of the best urban agriculture programs in the world, with a thousand-fold increase in urban agricultural output since 1994. Sinan Koont has spent the last several years researching urban agriculture in Cuba, including field work at many sustainable farms on the island. He tells the story of why and how Cuba was able to turn to urban food production on a large scale with minimal use of chemicals, petroleum, and machinery, and of the successes it achieved—along with the continuing difficulties it still faces in reducing its need for food imports.
