From Mandate to Blueprint by Thomas Fingar Pdf

In From Mandate to Blueprint, Thomas Fingar offers a guide for new federal government appointees faced with the complex task of rebuilding institutions and transitioning to a new administration. Synthesizing his own experience implementing the most comprehensive reforms to the national security establishment since 1947, Fingar provides crucial guidance to newly appointed officials. When Fingar was appointed the first Deputy Director of National Intelligence for Analysis in 2005, he discovered the challenges of establishing a new federal agency and implementing sweeping reforms of intelligence procedure and performance. The mandate required prompt action but provided no guidance on how to achieve required and desirable changes. Fingar describes how he defined and prioritized the tasks involved in building and staffing a new organization, integrating and improving the work of sixteen agencies, and contending with pressure from powerful players. For appointees without the luxury of taking command of fully staffed and well-functioning federal agencies, From Mandate to Blueprint is an informed and practical guide for the challenges ahead.

From Mandate to Achievement by Elaine Makas Pdf

"This engaging book will guide your journey through the morass of curriculum alignment, development, and assessment. Our school struggled through missteps in curriculum alignment and implementing common assessments without the benefit of Makas′ wisdom and experience. I highly recommend this book for teachers, administrators, and interested parents." —Robert A. Martin, Leadership Consultant Oakland Schools, Waterford, MI Raise schoolwide performance with a systematic, teacher-driven approach to curriculum development! Purposeful curriculum design is essential to attaining consistent academic improvement. Educators often find, however, that a viable curriculum based on mandated standards can be exceedingly challenging to create, implement, and sustain. In this book, curriculum consultant Elaine Makas provides a step-by-step guide to establishing the processes and documents necessary to build a stable, cohesive curriculum system that aligns to educational benchmarks. Based on the DAILY model (Data, Alignment, Instructional Pace Guides, Local Common Assessment, and Yearly Review), this system deconstructs the curriculum process into sequential steps that facilitate the development of instructional priorities, reveal students in need of intervention, and help ensure continuous process improvement. With numerous templates, samples, and reflective exercises, this book clearly demonstrates how to: Collect and analyze data, identify expectations, and recognize learning gaps Develop curriculum maps that align with standards and grade-level subject goals Pace instruction throughout the year according to specific objectives Create assessments that predict standardized test performance Conduct yearly improvement reviews and documentation revisions An essential resource for all schools or districts, whether struggling or successful, From Mandate to Achievement enables K–12 principals, district administrators, curriculum facilitators, and teacher teams to establish a consistent and accurate curriculum process that increases academic achievement and drives continuous school improvement.

In the Shadow of the Member States by Lukas Maximilian Müller Pdf

This book provides practice-oriented insights into the agency of two previously underestimated actors in Southeast Asian regionalism: the ASEAN Secretariat and ASEAN’s dialogue partners. In doing so, it offers an inside view of the policy-making processes in the ASEAN Political-Security and the ASEAN Economic Community, analyzing the interplay and agency by both actors in agenda setting, formulation, decision making, implementation, and monitoring. Drawing on a trove of novel data, including never-before analyzed sources and numerous interviews with ASEAN insiders, the book showcases a number of concrete cases of policy making, including competition and counterterrorism policies. The chapters focusing on the ASEAN Secretariat address aspects related to institutional autonomy, capacity, and reforms within the bureaucracy. In the chapters on ASEAN‘s dialogue partners, the book provides insights into the bilateral management of institutional support programs, as well as the impacts of support on ASEAN‘s policy-making processes.

Can Might Make Rights? by Jane Stromseth,David Wippman,Rosa Brooks Pdf

This book looks at why it's so difficult to create 'the rule of law' in post-conflict societies such as Iraq and Afghanistan, and offers critical insights into how policy-makers and field-workers can improve future rule of law efforts. A must-read for policy-makers, field-workers, journalists and students trying to make sense of the international community's problems in Iraq and elsewhere, this book shows how a narrow focus on building institutions such as courts and legislatures misses the more complex cultural issues that affect societal commitment to the values associated with the rule of law. The authors place the rule of law in context, showing the interconnectedness between the rule of law and other post-conflict priorities, such as reestablishing security. The authors outline a pragmatic, synergistic approach to the rule of law which promises to reinvigorate debates about transitions to democracy and post-conflict reconstruction.

ASEAN Space Programs by Quentin Verspieren,Maximilien Berthet,Giulio Coral,Shinichi Nakasuka,Hideaki Shiroyama Pdf

This book presents the first-ever comprehensive analysis of ASEAN space development programs. Written by prominent actors in the region, it goes beyond a mere exposé of the history, current status and future plans of ASEAN space technology development and utilization programs, by analyzing the conditions in which a space program can be initiated in the region. It does so in two ways: on the one hand, it questions the relevance of and motivations behind the inception of space development programs in developing countries, and on the other hand, it focuses on the very specific context of ASEAN (a highly disaster-prone area shaped by unique political alliances with a distinctive geopolitical ecosystem and enormous economic potential, etc.). Last but not least, after having analyzed established and emerging space programs in the region, it provides concrete recommendations for any regional or extra-regional developing nation eager to gain a foothold in space. As such, this book offers a valuable resource for researchers and engineers in the field of space technology, as well as for space agencies and government policymakers.

Theorizing Feminist Policy by Amy G. Mazur Pdf

Theorizing Feminist Policy avoids the usual clash between feminist analysis and non-feminist social science in mapping out the new field of feminist comparative policy. Instead, it intersects empirical feminist policy analysis with non-feminist policy studies to define and contribute to this new and emerging field of study. Consulting a wide sweep of empirical and theoretical work, the book first defines Feminist Comparative Policy showing how it dialogs with the adjacent non-feminist areas of Comparative Public Policy, Comparative Politics, and Public Policy Studies. Theorizing Feminist Policy seeks then to strengthen one of the weakest links of this new area - the study of explicitly feminist government action. In the remaining chapters, the books defines feminist policy as a separate sector, with eight sub sectors - blueprint, political representation, equal employment, reconciliation, family law, reproductive rights, sexuality and violence, and public service delivery. It develops a qualitative and comparative framework for analysing the profiles and styles of feminist policy in post industrial democracies and uses the framework to examine twenty seven different cases of feminist policy formation across thirteen different countries. The initial empirical study makes a case for feminist policy as a new sector of state action, concluding tentatively that successful feminist policy formation is a subtle combination of feminist strategic partnerships, non feminist support, institutions, culture, and international influences. These tentative findings also shed new light on the perennial questions of comparative politics and policy: do politics, institutions, national policy style, sector, institutions, or culture matter the most in determining policy processes and outcomes? The books finishes by suggesting the next steps in developing comparative theories of feminist policy formation. Theorising Feminist Policy, therefore, goes beyond just describing the dimensions of feminist policy from existing literature, it seeks to systematically contribute to comparative theories of how the contemporary post-industrial state has taken on social change at the beginning of the 21st century.

ASEAN Law and Regional Integration by Diane A Desierto,David J Cohen Pdf

Since the passage of the ASEAN Charter in 2008, ASEAN has transformed itself from a loose economic cooperation, into a formal intergovernmental organization designed to create an “ASEAN Community” forged together in three pillar communities – the ASEAN Political-Security Community, ASEAN Economic Community, and tASEAN Socio-Cultural Community. Forty years of pre-Charter ASEAN practices, coupled with over ten years of post-Charter ASEAN practices thus far, has witnessed the conclusion of hundreds of legally binding regional treaties and similarly binding international instruments in all areas of economic, political-security, and socio-cultural concerns for Southeast Asia to achieve ASEAN’s rule of law-based development objective. Pre-Charter and post-Charter ASEAN Law is variably implemented under a hybrid governance system that depends heavily on ASEAN Member State national implementation alongside ASEAN’s evolving regional institutions. The result is not a model of deep integration as in the case of the European Union, but a particular paradigm of horizontal embeddedness of ASEAN Law – in all its norms and operational practices – contingent on the capacities and compliance of national government bureaucracies in Southeast Asia. This edited collection is a concise authoritative volume covering the practical, doctrinal, legal, and policy aspects of the new regime of ASEAN Law and its consequences for realizing rule of law-based development in Southeast Asia’s emerging single market and production base. Drawing together contributions from a range of key thinkers in the field, the editors present the legal and policy-making issues implicated in the practical implementation of Southeast Asia’s single market and its regime for the free movement of goods, services, foreign investment, and cross-border labor. The book also examines the nature of regional law-making under ASEAN before and after the commencement of regional integration in 2015, the nature of ASEAN’s economic regulators, as well as the evolving structure for enforcement and harmonization of “ASEAN Law” through the array of Southeast Asian national courts, arbitral tribunals, and incipient mechanisms for inter-State, intra-regional, and individual-State conflict management and dispute resolution. This book is highly relevant to students, scholars, and policy-makers with an interest in ASEAN Law and regional policy, and to Southeast Asian studies in general.

Managing Successful Programmes by Great Britain. Office of Government Commerce Pdf

Programme management is becoming an increasingly important aspect of managing business change, whether within parts of an organisation, across the whole organisation or involving a group of organisations. The drivers for change may be internal, such as improving the quality of products, or external, such as new government policy. The second edition of this publication describes the OGC's approach for managing change effectively, based upon best practice experience within government and across the private sector. It provides an overview of the programme management framework, and considers key principles including leadership, benefits management, stakeholder management and communication, risk management, programme planning and control, business case management and quality management issues. It then goes on to discuss the programme management lifecycle including the identification and detailed definition of the programme, managing the project portfolio, delivery and realisation of measurable business benefits and the close-down of the programme and its infrastructure.

Unraveled by Josh Blackman Pdf

Six years after its enactment, Obamacare remains one of the most controversial, divisive, and enduring political issues in America. In this much-anticipated follow-up to his critically acclaimed Unprecedented: The Constitutional Challenge to Obamacare (2013), Josh Blackman argues that, to implement the law, President Obama has broken promises about cancelled insurance policies, exceeded the traditional bounds of executive power, and infringed on religious liberty. At the same time, conservative opponents have stopped at nothing to unravel Obamacare, including a three-week government shutdown, four Supreme Court cases, and fifty repeal votes. This legal thriller provides the definitive account of the battle to stop Obamacare from being 'woven into the fabric of America'. Unraveled is essential reading to understand the future of the Affordable Care Act in America's gridlocked government in 2016, and beyond.
