Water Management Challenges in Global Change contains the proceedings of the 9th Computing and Control for the Water Industry (CCWI2007) and the Sustainable Urban Water Management (SUWM2007) conferences. During the summer of 1987, a series of discussions I was held at the International Institute for Applied Systems Analysis (nASA) in Laxenburg, Austria, to plan a study of global vegetation change. The work was aimed at promoting the Interna tional Geosphere-Biosphere Programme (IGBP), sponsored by the International Council of Scientific Unions (lCSU), of which nASA is a member. Our study was designed to provide initial guidance in the choice of approaches, data sets and objectives for constructing global models of the terrestrial biosphere. We hoped to provide substantive and concrete assistance in formulating the working plans of IGBP by involving program planners in the development and application of models which were assembled from available data sets and modeling ap proaches. Recent acceptance of the "nASA model" as the starting point for endeavors of the Global Change and Terrestrial Ecosystems Core Project of the IGBP suggests we were successful in that aim. The objective was implemented by our initiation of a mathematical model of global vegetation, including agriculture, as defined by the forces which control and change vegetation. The model was to illustrate the geographical consequences to vegetation structure and functioning of changing climate and land use, based on plant responses to environmental variables. The completed model was also expected to be useful for examining international environmental policy responses to global change, as well as for studying the validity of IIASA's experimental approaches to environmental policy development.

Global change assessments inform decision makers about the scientific underpinnings of a range of environmental issues, such as climate change, stratospheric ozone depletion, and loss of biodiversity. Dozens of assessments have been conducted to date by various U.S. and international groups, many of them influencing public policies, technology development, and research directions. This report analyzes strengths and weaknesses of eight past assessments to inform future efforts. Global environmental change (GEC) represents an immediate and unprecedented threat to the food security of hundreds of millions of people, especially those who depend on small-scale agriculture for their livelihoods. As this book shows, at the same time, agriculture and related activities also contribute to GEC by, for example, intensifying greenhouse gas emissions and altering the land surface. Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC. The authors show that this complex and dynamic relationship between GEC and food security is also influenced by additional factors; food systems are heavily influenced by socioeconomic conditions, which in turn are affected by multiple processes such as macro-level economic policies, political conflicts and other important drivers. The book provides a major, accessible synthesis of the current state of knowledge and thinking on the relationships between GEC and food security. Most other books addressing the subject concentrate on the links between climate change and agricultural production, and do not extend to an analysis of the wider food system which underpins food security; this book addresses the broader issues, based on a novel food system concept and stressing the need for actions at a regional, rather than just an international or local, level. Rising sea levels and altered weather patterns are expected to significantly alter coastal and inland environments for humans, infrastructure and ecosystems. Potential land-use changes and population increases, coupled with uncertain predictions for sea level rise and storm frequency/intensity represent a significant planning challenge. While efforts to mitigate climate change continue, plans must be made to adapt to the risks that climate change poses to humans, infrastructure, and ecosystems alike. This book addresses integrated environmental assessment and management as part of the nexus of climate change adaptation. Risk analysis has emerged as a useful approach to guide assessment, communication and management of security risks. However, with respect to climate change, an integrated, multi-criteria, multi-hazard, risk-informed decision framework is desirable for evaluating adaptation strategies. The papers in Part 1 summarize societal and political needs for climate change adaptation. Part 2 includes papers summarizing the state of the art in climate change adaptation. Three further parts cover: the process of change in coastal regions, in inland regions, and, finally, the potential challenges to homeland security for national governments. Each of these parts reviews achievements, identifies gaps in current knowledge, and suggests research priorities.
