Employment-based Immigration by Roy Mcguire Pdf

Congress created the Employment-Based Fifth Preference Immigrant Investor Program (EB-5 Program) visa category to promote job creation by immigrant investors in exchange for visas providing lawful permanent residency. Participants are required to invest $1 million in a business that is to create at least 10 jobs--or $500,000 for businesses located in an area that is rural or has experienced unemployment of at least 150 percent of the national average rate. Upon meeting program requirements, immigrant investors are eligible for conditional status to live and work in the United States and can apply to remove the conditions for lawful permanent residency after 2 years. This book examines U.S. Citizenship and Immigration Services (USCIS) efforts under the EB-5 Program to work with interagency partners to assess fraud and other related risks; address any identified fraud risks; and increase its capacity to verify job creation and use a valid and reliable methodology to report economic benefits. This book also review the EB-5 Adjudications Policy Memorandum, which is the guiding document for USCIS administration of the EB-5 program.

IMMIGRANT INVESTOR PROGRAM: Progress Made to Detect and Prevent Fraud, But Additional Actions Could Further Agency Efforts by United States. Government Accountability Office Pdf

Congress created the EB-5 visa category to promote job creation and capital investment by immigrant investors in exchange for lawful permanent residency and a path to citizenship. Participants must invest either $500,000 or $1 million in a business that is to create at least 10 jobs. Upon meeting program requirements, immigrant investors are eligible for conditional status to live and work in the United States and can apply to remove the conditional basis of lawful permanent residency after 2 years. In August 2015, GAO reported on weaknesses in certain USCIS fraud mitigation activities, and made two related recommendations. GAO was asked to review actions taken by USCIS to address fraud risks in the EB-5 program since its August 2015 report. This report examines the extent to which USCIS (1) has taken steps to enhance its fraud detection and mitigation efforts; and (2) has incorporated selected leading fraud risk management practices into its efforts. GAO reviewed relevant program documentation and information; selected and reviewed a random, nongeneralizable sample of immigrant investor petitions and regional-center applications submitted between fiscal years 2010 and 2014; and compared USCIS's actions against GAO's Fraud Risk Framework.

Too Much of a Good Thing? Prudent Management of Inflows under Economic Citizenship Programs by Xin Xu,Ahmed El-Ashram,Judith Gold Pdf

Economic Citizenship Programs (ECPs) have recently been proliferating, with large and potentially volatile inflows of investment and fiscal revenues generating significant benefits for small economies, but also posing substantial challenges. This paper discusses recent developments and implications of such programs for fiscal discipline and the real economy, including risks to macroeconomic and financial stability, with a focus on small state economies. It discusses the prudent management of these programs, overviews strategies to minimize risks to various sectors, and addresses potential governance and integrity challenges. The paper proposes a framework for managing inflows and savings from ECPs to contain macroeconomic risks, and it recommends the establishment of a sovereign wealth fund (SWF) where such revenues are large and persistent.

Immigrant Entrepreneurship in Cities by Cathy Yang Liu Pdf

This book draws on evidence from global cities around the world and explores various dimensions of immigrant entrepreneurship and urban development. It provides a substantive contribution to the existing literature in several ways. First of all, it pursues a comparative approach, with case studies from both the global north and global south, so as to broaden the theoretical framework in this area especially as pertinent to emerging economies. Second, it covers multiple scales, from local community place-making, to urban contexts of reception, to transnational networks and connections. Third, it combines approaches and research methods from numerous disciplines, investigating entry dynamics, trends and patterns, business performance, challenges, and the impact of immigrant entrepreneurship in urban areas. Finally, it pays particular attention to current international experiences regarding urban policies on immigrant entrepreneurship. Given its scope, the book will be an enlightening read for anyone interested in immigration, entrepreneurship and urban development issues around the globe. As global cities around the world continue to attract both domestic migrants and international migrants to their bustling metropolises, immigrant entrepreneurship is emerging as an important urban phenomenon that calls for careful examination. From Chinatown in New York, to Silicon Valley in San Francisco, to Little Africa in Guangzhou, immigrant-owned businesses are not only changing the business landscape in their host communities, but also transforming the spatial, economic, social, and cultural dynamics of cities and regions.
