Throughout the twentieth century, beauty shops have been places where women could enjoy the company of other women, exchange information, and share secrets. The female equivalent of barbershops, they have been institutions vital to community formation and social change. But while the beauty shop created community, it also reflected the racial segregation that has so profoundly shaped American society. Links between style, race, and identity were so intertwined that for much of the beauty shop's history, black and white hairdressing industries were largely separate entities with separate concerns. While African American hair-care workers embraced the chance to be independent from white control, negotiated the meanings of hair straightening, and joined in larger political struggles that challenged Jim Crow, white female hairdressers were embroiled in struggles over self-definition and opposition to their industry's emphasis on male achievement. Yet despite their differences, black and white hairdressers shared common stakes as battles were waged over issues of work, skill, and professionalism unique to women's service work. Permanent Waves traces the development of the American beauty shop, from its largely separate racial origins, through white recognition of the "ethnic market," to the present day.

While traditional forms of self-employment, such as skilled crafts work and shop keeping, are in decline, they are being replaced by self-employment in both professional and unskilled occupations. Differences in self-employment across societies depend on the extent to which labor markets are regulated and the degree to which intergenerational family relationships are a primary factor structuring social organization. For each of the eleven countries analyzed, the book highlights the extent to which social background, educational attainment, work history, family status, and gender affect the likelihood that an individual will enter--and continue--a particular type of self-employment. While involvement with self-employment is becoming more common, it is occurring for individuals in activities that are more diverse, unstable and transitory than in years past.

In addition, there has been little in the way of testing or questioning the assumptions embedded in traditional funding per student analysis and its accompanying conclusions.As state legislators balance the competing needs of education, health, transportation, and public safety budgets, they increasingly ask what return on investment (ROI) they get for the funding they provide, including from higher education. The ROI language, while potentially unsettling for its corporate-like and neoliberal connotation, will persist into the foreseeable future. We must ask questions both of adequacy (How much funding should the states provide?) and benefit (What benefits do states receive for the higher education funding they provide?). The focus on traditional funding per student analysis has remained static for over forty years, indicating the need for new ideas and methods to probe questions of adequacy and benefit.The Science of Higher Education is an introduction to a new paradigm that explores state higher education funding, enrollment, completion, and supply (the number and type of institutions in a state) through the lens of what are commonly known as power laws. Power laws explain patterns in biological systems and characteristics of cities. Like cities, state higher education systems are complex adaptive systems, so it is little surprise that power laws also explain funding, enrollment, completion, and supply.The scale relationships uncovered in the Science of Higher Education suggest the potential benefits state policymakers could derive by emphasizing enrollment, completion, or capacity policies, based on economies of scale, marginal benefits, and the return state’s get on enrollment and completion for the funding they provide.The various features of state higher education systems that conform to scale patterns do not alone provide definitive answers for appropriate funding levels, however.
