The Evolution of Personal Merit Ideology in Uganda by JACK STEVENS. ALECHO-OITA Pdf

The book traces the demise of democratic options post-political independence from Britain and the rise of Personal Merit politics to a full-blown ideology. To this end is an argument that the Personal Merit political rulership is sustained by a Pyramid-like structure around a Personality. This is begging for a reflection on 'What is to be done'?

No-party Democracy in Uganda by Justus Mugaju,Joseph Oloka-Onyango Pdf

The continuation of no-party democracy has been constitutionalised by the Constituent Assembly of Uganda, causing great controversy. The 1995 constitution provided for a referendum to be held in the year 2000 to enable Ugandans to revisit the question of political systems and choose between multiparty, no-party and any other form of democracy. The eight contributors including Professor Ali Mazrui, examine the case for and against multipartyism, the justification for no-party democracy as well as its myths and realities, and the wider ideological implications of movement politics in the Great Lakes region. They also explore the possibilities of bridging the gap between movementists and multipartyists in order to adopt a political system based on the widest consensus possible among the people in Uganda.

Parliamentary Democracy in Uganda by Baganchwera N. I. Barungi Pdf

Parliamentary Democracy in Uganda: The Experiment that Failed explores Ugandas malaise of armed dissidents, repression of political parties, military adventurism in neighboring countries, grinding poverty in the countryside and political uncertainty arising from accumulated failure of successive regimes to cultivate a culture of peaceful transfer of power. In light of this, the democratization process envisaged at the time of independence has been frustrated. The author sets out to unravel the cause of that frustration and impasse by tracing the beginning of Ugandas political institutions, particularly the central government organs established in the last century. The new institutions and political organs were basically designed to forge Uganda ahead as a united and stable nation. An attempt is made to critically examine the foundations upon which these institutions were built. It is argued that the institutions were laid under a hostile environment of political diversity and multicultural heritage without an inbuilt balancing mechanism. Accordingly the book recounts the difficult process of nation building undertaken in Uganda, with particular emphasis on the problems encountered in reconciling the new political institutions with the entrenched conservative traditional institutions in the South of the country (the Buganda Agreement of 1900 and other agreements with the kingdoms of Ankole, Tooro and Bunyoro). The author acknowledges the contribution made by the leaders of various political parties towards the task of nation building. It was a task undertaken amidst forces of feudalism and religious animosity. They were men and women of extraordinary foresight who had a clear vision of a new independent Uganda curved out of peoples of diverse cultural backgrounds. This book provides yet another vision of the future and suggests ideas of how to overcome the political impasse that has bedeviled the country since independence.

Globalisation, Ideology and Politics of Education Reforms by Joseph Zajda Pdf

This 14th volume in the 24-volume book series sets out to explore the interrelationship between ideology, the state, and education reforms, placing it in a global context. It examines some of the major education reforms and policy issues in a global culture, particularly in the light of recent shifts in accountability, quality and standards-driven education, and policy research. By doing so, it provides a comprehensive picture of the intersecting and diverse discourses of globalisation and policy-driven reforms in education. The book draws upon recent studies in the areas of globalisation, equality, and the role of the state. It explores conceptual frameworks and methodological approaches applicable in the research covering the state, globalisation, and education reforms. It critiques the neo-liberal ideological imperatives of current education and policy reforms, and illustrates the way that shifts in the relationship between the state and education policy affect current trends in education reforms and schooling globally. Individual chapters critically assess the dominant discourses and debates on education and policy reforms. Using diverse comparative education paradigms from critical theory to historical-comparative research, the chapters focus on globalisation, ideology and democracy and examine both the reasons and outcomes of education reforms and policy change. They provide an informed critique of models of accountability, quality and standards-driven education reforms that are informed by Western dominant ideologies and social values. The book also draws upon recent studies in the areas of equity, cultural capital and dominant ideologies in education.

What Politics? Youth and Political Engagement in Africa examines the diverse experiences of being young in today’s Africa. It offers new perspectives to the roles and positions young people take to change their life conditions both within and beyond the formal political structures and institutions. The contributors represent several social science disciplines, and provide well-grounded qualitative analyses of young people’s everyday engagements by critically examining dominant discourses of youth, politics and ideology. Despite focusing on Africa, the book is a collective effort to better understand what it is like to be young today, and what the making of tomorrow’s yesterday means for them in personal and political terms. Media, Conflict, and the State in Africa by Nicole Stremlau Pdf

Countries emerging from violent conflict face difficult challenges about what the role of media should be in political transitions, particularly when attempting to build a new state and balance a difficult legacy. Media, Conflict, and the State in Africa discusses how ideas, institutions and interests have shaped media systems in some of Africa's most complex state and nation-building projects. This timely book comes at a turbulent moment in global politics as waves of populist protests gain traction, and concerns continue to grow about fake news, social media echo chambers, and the increasing role of both traditional and new media in waging wars or influencing elections. Focusing on comparative cases from a historical perspective and the choices and ideas that informed the approaches of some of Africa's leaders, including guerrilla commanders Yoweri Museveni of Uganda and Meles Zenawi of Ethiopia, Nicole Stremlau offers a unique political insight into the development of contemporary media systems in Africa.

POLITICS DEMOCRATIZATION & THE ACADEMY I by JO OLOKA-ONYANGO Pdf

As the oldest (and arguably best-known) university in Uganda and the wider eastern and central Africa region, Makerere University looms large in the history of higher education on the continent. Alma mater to presidents, public intellectuals and pundits of all disciplines, Makerere has attracted considerable scholarly and popular attention, both in respect of its prominence and achievements, and well as with regard to its failures and foibles. The proposed book focuses on a particularly understudied aspect of the place of higher education in the African context, i.e. the relationship between a public university of unique historical importance and the contestations over democratization that have taken place both within campus and outside of it. It is built around the late-1980s struggle by the Makerere University Academic Staff Association (MUASA) for improved living conditions against the backdrop of the early programs of structural adjustment and economic reform that the National Resistance Army/Movement (NRA/M) government adopted soon after taking power in 1986. Although seemingly introverted in focus, in many respects the MUASA action represented the earliest forms of political struggle against a regime of governance that promised a great deal, but disappointingly delivered considerably less. The focus on MUASA provides a critical entry-point to a wider debate about the place of organized democratic action by academics in a post-conflict context where the traditional institutions of political and civil society, i.e. political parties and non-governmental organizations (NGOs) have either been severely compromised or discredited, or where they are too weak and inorganic to provide any form of significant counter-juxtaposition to the government in power. By organizing the first strike by academic staff in the sixty-seven (67) year history of the university, for a time MUASA became the focal-point for democratic organizing against a regime that was yet to fully expose its nefarious and anti-democratic colours. The book examines the broader issues concerning the relationship between organized academic action and democratization; the place of the Media in reviewing these struggles; the position of students as a critical component of academe; "big P" and "small p" politics affecting female academics, and finally, the paradoxical role of the School of Law in both aiding and inhibiting the struggle against dictatorship in a country which has enjoyed (or

Party Ideology and Popular Politics at the Accession of George III by John Brewer Pdf

This book is a reappraisal of English politics in the first decade of George III's reign. It sets out to explain how party politics changed, and what problems that created for the parliamentary elite. The issues of party, of patriotism as it manifested itself in the elder Pitt's political career, and of the relations between the notions of ministerial responsibility and the powers of the Crown are all used to illuminate the nature of political conflict. Special emphasis is placed on Burke's notions of party. The schisms created by this reconfiguration of party politics, Dr Brewer argues, had effects beyond Westminster. He discusses extra-parliamentary forms of political expression, notably the press, and goes on to show how the career of John Wilkes and the critique of British politics developed by American radicals gave focus to a variety of political discontents, and produced new arguments in favour of parliamentary reform. Throughout his study he emphasises the interplay between popular and parliamentary politics. His work is designed to show that the 'political nation' included many other than the parliamentary classes, and that the political conflicts of the period cannot be properly understood without a full examination of political ideology.

Ideology in America by Christopher Ellis,James A. Stimson Pdf

Public opinion in the United States contains a paradox. The American public is symbolically conservative: it cherishes the symbols of conservatism and is more likely to identify as conservative than as liberal. Yet at the same time, it is operationally liberal, wanting government to do and spend more to solve a variety of social problems. This book focuses on understanding this contradiction. It argues that both facets of public opinion are real and lasting, not artifacts of the survey context or isolated to particular points in time. By exploring the ideological attitudes of the American public as a whole, and the seemingly conflicted choices of individual citizens, it explains the foundations of this paradox. The keys to understanding this large-scale contradiction, and to thinking about its consequences, are found in Americans' attitudes with respect to religion and culture and in the frames in which elite actors describe policy issues.
