Poverty reduction remains a cornerstone of development policy. Increasingly, this focus is complemented with concerns about the potential negative economic and social impact of inequalities or relative poverty. This is evident in the new Sustainable Development Goals, which introduced a new focus on inequalities with SDG 10 “Reduce inequality within and among countries”. Globally, income inequality between countries has been falling, reflecting a certain degree of catch up by developing countries. However, recent data shows that inequality within countries has risen in return. But what are the inequality trends in Sub-Saharan Africa where poverty reduction remains a key challenge, and where relative poverty is one of the key drivers of migration? What are the links between poverty reduction, inequality and economic growth? And what are the key drivers of inequality from an empirical point of view? This study focusses on these key questions in relation to income and consumption inequality. Other forms of inequality, for example in relation to inequality of opportunities, are outside the scope of this study.

Poverty and inequality in Sub-Saharan Africa (SSA) should not be ascertained only on the basis of scarce and unreliable income distribution statistics, but should also take into account social conditions. Recent, widely disseminated claims that poverty and inequality have increased over the past 30 years are based on regional income estimates with falling medians and rising upper variances over that period. Graphically, this translates into pyramid-shaped income distributions that, perversely, shift to the left and widen over time. However, during the same period social indicators improved significantly (if insufficiently), and we argue in this paper that such a trend represents progress with social equity in SSA. This point is illustrated through the configuration of alternative "social pyramids" that move for most of the last 30 years in the right direction. However, more recently, social indicators are being set back by the HIV/AIDS pandemic, which will generate greater and more dehumanizing poverty in the years ahead even if meaningful economic growth is achieved. As underscored by the multiplicity of "pyramid" representations, poverty and inequality time trends in SSA can thus best be described as disconcerting in that they remain arguably illusive and definitely disturbing.

Inequality in Uganda rose during 1989–95, although this rise moderated in 1993–95. In 1993–95, real food consumption became more equal. Regional and urban-rural disparities in income and variations in income accruing to individuals with different educational levels principally explain “between group inequality.” While informal safety nets appear to work for Ugandan middle-class families, a lack of mutual insurance among poor production workers and farmers accentuates the inequality trends. An expansion of formal safety nets would help this segment of the population. The intrasectoral allocation and benefit incidence of expenditures on education and health can be improved to reduce inequality.

Poverty Reduction Strategy Paper (PRSP) countries in Sub-Saharan Africa have shown strong signs of growth resilience in the aftermath of the recent global crisis. Yet, this paper finds evidence that growth has more than proportionately benefited the top quintile during PRSP implementation. It finds that PRSP implementation has neither reduced poverty headcount nor raised the income share of the poorest quintile in Sub-Saharan Africa. While countries in other regions have been more successful in reducing poverty and increasing the income share of the poor, there is no conclusive evidence that PRSP implementation has played a role in shaping these outcomes.

Perceptions of Africa have changed dramatically. Viewed as a continent of wars, famines and entrenched poverty in the late 1990s, there is now a focus on “Africa rising†? and an “African 21st century.†? Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. Chapter 2 evaluates the robustness of the estimates of poverty in Africa. It concludes that poverty reduction in Africa may be slightly greater than traditional estimates suggest, although even the most optimistic estimates of poverty reduction imply that more people lived in poverty in 2012 than in 1990. A broad-stroke profile of poverty and trends in poverty in the region is presented. Chapter 3 broadens the view of poverty by considering nonmonetary dimensions of well-being, such as education, health, and freedom, using Sen's (1985) capabilities and functioning approach. While progress has been made in a number of these areas, levels remain stubbornly low. Chapter 4 reviews the evidence on inequality in Africa. It looks not only at patterns of monetary inequality in Africa but also other dimensions, including inequality of opportunity, intergenerational mobility in occupation and education, and extreme wealth in Africa.
