This volume analyses New Delhi’s reaction to China’s Belt and Road Initiative (BRI) and the rise of politics of connectivity and infrastructure building which has heightened Sino-Indian rivalry in South Asia and the Indian Ocean Region (IOR). It can be evidenced that the BRI has transformed the Sino-Indian dynamics from a ‘managed rivalry’ to an intense geo-political competition. It is contended that competition is inevitable when two powers rise in the same neighbourhood. The Indian government has opposed the BRI since its inception noting that the ‘BRI violates India’s sovereignty and territorial integrity’ because one of the flagship BRI projects - the China-Pakistan Economic Corridor (CPEC) - runs through (Pakistan-controlled) Kashmir which India claims to be its own territory. It has consistently maintained that China’s ‘connectivity initiatives must be based on universally recognized international norms, good governance, rule of law, openness, transparency and equality, and must be pursued in a manner that respects sovereignty and territorial integrity’ of other states. Beyond those stated reservations, New Delhi is concerned about the BRI infrastructure and connectivity projects in the smaller South Asian countries and the Indian Ocean littoral states. India has traditionally viewed South Asia and the IOR as its backyard over which it has historically maintained a position of influence. It is apprehensive that the BRI projects will enhance Beijing’s stature and undermine India’s influence in the region. The Indian Ocean region, particularly the East African region does not have its own maritime policy or strategy, despite the acknowledged importance of this component of any national or regional economy. Given the unique needs of its populace, priorities and requirements of the various states, the East African part of the Indian Ocean therefore needs to develop a maritime strategy to promote economic development for its people through improved maritime security, leading to improved global competitiveness for its goods and services. To achieve the desired peace and a stable environment, cooperation and adoption of a holistic maritime legislation is mandatory which, in turn, would strengthen the maritime institutions which are crucial for a maritime strategy. This combination of strengthened and coherent legislation, institutions and cooperation would enhance the policing of, and prosecution for, illegal acts, eg piracy, terrorism, trafficking and the dumping of waste materials; it would better regulate the fishing industry; ensure pollution will be policed; countering of smuggling and illicit trade; transnational or cross-border crime would be better monitored and reduced; and further, the safe navigation of shipping guaranteed. This will eventually translate to a peaceful, a more secure and stable Indian ocean region. Thus the required good order at sea should be viewed as a function of how states should exercise their jurisdiction on maritime issues for sustainable peace and development.

About The Author C Uday Bhaskar is the Director of the National Maritime Foundation, New Delhi. He was appointed Member Secretary of the Government of India Task Force on Global Strategic Developments, the report of which was submitted to the Prime Minister of India. Cmde (Retd.) Bhaskar served in the Indian Navy for 37 years. He was the Deputy Director of the Institute for Defence Studies and Analyses (IDSA) from1996 till 2004, which he later headed till 2005. A prolific writer, Cmde. Bhaskar has edited several books on nuclear and international security issues. He is a regular contributor to several Indian and global journals. He also lectures at military colleges, including the Indian National Defence College. Kamlesh K Agnihotri is a Research Fellow at the China cell of National Maritime Foundation (NMF). He has worked in the China Desk at the Indian Army Headquarters, where he gained extensive insight on China, its armed forces and the complex nature of India-China relations. Commissioned into the Indian Navy in 1986, Cdr. Agnihotri is a gunnery and missile specialist. He has several years of experience in various fleet ships and has commanded a ship in the Andaman and Nicobar Islands.
