In this report, from the North East Regional Committee (HCP 169, session 2009-10, ISBN 9780215542731), renewable industries could lead a recovery in the North East's manufacturing industry. The Committee states that the region is well placed to benefit from the growing global market for green technologies, but warns that British innovation and ideas could be lost as other countries benefit from quicker commercial development and implementation. World-class renewable energy companies in the North East - such as the New and Renewable Energy Centre (NaREC) at Blyth, the North East Process Industries Cluster (NEPIC) on Teesside, and NETPark, the North East Technology park in County Durham - could put the region at the forefront of the Government's efforts to turn the UK into a low-carbon economy. The Committee warns though, that the UK's cumbersome and slow planning process poses a significant risk to long-term development in the North East as businesses from countries like China seek quicker, guaranteed sites elsewhere in Europe. The report also states that the Government should explore incentives to encourage local development of renewable and clean energy. Also, underinvestment in transport links is proving detrimental to investment in the region.

This report warns that the extraordinary success of the UK's creative industries may be jeopardised by any dilution of intellectual property rights and the failure to tackle online piracy. The Committee also strongly condemns the failure of Google in particular to tackle access of copyright infringing websites through its search engine. Such illegal piracy, combined with proposals arising from the Hargreaves review to introduce copyright exceptions, and a failure to strengthen copyright enforcement as envisaged by the Digital Economy Act 2010, together threaten the livelihoods of the individuals and industries that contribute over £36 billion annually to the UK economy. Also, the Olympics No Marketing Rights scheme is excessively restrictive and is preventing British creative companies from realising the benefits they deserve from the Olympic legacy. The Committee calls for: a central champion of Intellectual Property in Government to promote and protect the interests of UK intellectual property; the maximum penalty for serious online IP theft to be increased to 10 years imprisonment, in line with the punishment for such offences in the physical world; more evidence and scrutiny before any exceptions to copyright such as those suggested by Hargreaves are applied; redoubled efforts to ensure that the video games tax credit is approved by the European Commission and introduced as soon as possible; reforms to the income tax and tax reliefs systems to recognise adequately the freelance nature of much creative work; greater recognition of the importance of arts subjects in the curriculum.

Apprenticeship or vocational training is a subject of lively debate. Economic historians tend to see apprenticeship as a purely economic phenomenon, as an 'incomplete contract' in need of legal and institutional enforcement mechanisms. Bert De Munck is Lecturer in the Department of History at the University of Antwerp, Belgium, where he teaches social and economic history of the early modern period, history and social theory, and European ethnology and heritage. His research focuses on the history of craft guilds, 'social capital' and vocational education. Steven L. Kaplan is Professor of European History at Cornell University.
