Innovative Infrastructure Financing Through Value Capture in Indonesia by Asian Development Bank Pdf

This report proposes a new method to increase infrastructure investment based on the concept of value capture in Indonesia. Indonesia needs significant additional infrastructure investment to sustain its economic growth. However, the COVID-19 pandemic has further limited the fiscal space of the government. The report studies how Indonesia's existing policies and regulations can be used to build a value capture framework that ensures the maximization of the social, economic, and environmental value of infrastructure investments. The framework focuses on strategies to deliver infrastructure projects that create greater value and, at the same time, generate funding for up-front investment.

Advances in Infrastructure Finance by Raghu Dharmapuri Tirumala,Piyush Tiwari Pdf

This book examines advanced approaches to finance infrastructure projects. In doing so, it synthesizes developments and generates new understandings in the field. Infrastructure financing has moved beyond traditional government funding, multilateral assistance, and project finance, to a diverse set of innovative approaches, increasing participation from private, institutional, commercial, and philanthropic investors. Chapters in the book discuss various infrastructure finance themes including the dynamism of project finance, diversification of multilateral assistance into various concessional and guarantee instruments, the surge of green and other thematic bonds, the role of land value capture, funded and unfunded risk mitigation options, growth of private institutional markets, and asset recycling. Given that developments in infrastructure finance are followed by many financial institutions, private developers, public sector policymakers, consulting firms and academic institutions, a researched discussion on the subject will help readers reflect on, compare and contrast the emerging trends in relation to their practice.

Infrastructure Financing In Asia by Bambang Susantono,Donghyun Park,Shu Tian Pdf

First, the book documents the evolution of Asia's infrastructure over the past half-century and reviews existing literature on the role of infrastructure investment in supporting growth and social development. It highlights the positive impact of mass transit investments on land and property values, and the possibility of taxing the increase in values to finance these investments. It then examines Asia's current practices and new solutions that can help meet the infrastructure gap. It discusses the role of institutions, how innovation can foster energy infrastructure investments, and the role of bond markets in infrastructure investments. The book explores ASEAN+3 efforts in developing local currency bond markets to provide long-term local financing for infrastructure investment while providing financial resilience. It also examines the use of green bonds to finance sustainable growth in Asia.

OECD Studies on Water Water Financing and Disaster Risk Reduction in Indonesia Highlights of a National Dialogue on Water by OECD Pdf

This report presents the policy recommendations resulting from the National Dialogue on Water in Indonesia, which took place between June 2022 and March 2023. Getting water resources management right, underpinned with appropriate financing mechanisms, is a prerequisite for realising Indonesia’s ambitious national economic growth agenda to become one of the top five global economies by 2045. The Dialogue, therefore, centred around two priority areas: 1) financing water infrastructure and 2) non-structural measures for flood disaster risk reduction. The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk. The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.

Infrastructure Investment in Indonesia by Colin Duffield,Felix Kin Peng Hui,Sally Wilson Pdf

Infrastructure Investment in Indonesia: A Focus on Ports presents an important and original collation of current material investigating the efficient facilitation of major infrastructure projects in Indonesia and Australia, with an emphasis on infrastructure investment and a focus on port planning and development. This interdisciplinary collection-spanning the disciplines of engineering, law and planning-draws helpfully on a range of practical and theoretical perspectives. It is the collaborative effort of leading experts in the fields of infrastructure project initiation and financing, and is based on international research conducted by the University of Melbourne, Universitas Indonesia and Universitas Gadjah Mada. The volume opens with a macroscopic perspective, outlining the broader economic situations confronting Indonesia and Australia, before adopting a more microscopic perspective to closely examine the issues surrounding major infrastructure investment in both countries. Detailed case studies are provided, key challenges are identified, and evidence-based solutions are offered. These solutions respond to such topical issues as how to overcome delays in infrastructure project initiation; how to enhance project decision-making for the selection and evaluation of projects; how to improve overall efficiency in the arrangement of project finance and governance; and how to increase the return provided by investment in infrastructure. Special focus is given to proposed improvements to the portal cities of Indonesia in the areas of major infrastructure project governance, policies, engagement, operation and processes.By rigorously investigating the economic, transport, finance and policy aspects of infrastructure investment, this book will be a valuable resource for policy makers and government officials in Indonesia and Australia, infrastructure investment organisations, and companies involved in exporting services between Indonesia and Australia. This book will also be of interest to researchers and students of infrastructure planning and financing, setting a solid foundation for subsequent investigations of financing options for large-scale infrastructure developments.
