Borders & Borderlands as Resources in the Horn of Africa by Dereje Feyissa,Markus Virgil Höhne Pdf

Borders offer opportunities as well as restrictions, and in the Horn of Africa they are used as economic, political, identity and status resources by borderland peoples. State borders are more than barriers. They structure social, economic and political spaces and as such provide opportunities as well as obstacles for the communities straddling both sides of the border. This book deals with the conduits and opportunities of state borders in the Horn of Africa, and investigates how the people living there exploit state borders through various strategies. Using a micro level perspective, the case studies, which includethe Horn and Eastern Africa, particularly the borders of Djibouti, Eritrea, Ethiopia, Sudan, Somalia, Kenya, Uganda and Tanzania, focus on opportunities, highlight the agency of the borderlanders, and acknowledge the permeabilitybut consequentiality of the borders. Beyond Boundaries in Eastern Africa by Brian Finlay Pdf

As a direct result of globalization and expanded economic opportunity, the last half century has yielded the most remarkable exodus from poverty in human history. Regrettably, not all have benefitted equally. No more somber example of this continued disparity can be found than in sub-Saharan Africa -- a region plagued by a myriad of security and development challenges, from the spread of infectious disease, to small arms trafficking, to terrorism. This report hones in on the Eastern Africa subregion and proposes a ¿whole of society¿ approach that seeks to better leverage existing resources, identify new streams of assistance, and bridge the divide between security and development. Beyond Boundaries in Eastern Africa by Brian Finlay,Johan Bergenas,Veronica Tessler Pdf

New and festering conflicts contribute to the shackles of poverty, as widespread violence across several Eastern African countries hampers prospects for economic growth and diversification. Inter- and intrastate violence are made more lethally efficient by the millions of small arms and light weapons in circulation on the continent. Armed conflicts have forced millions to leave their homes, and without shelter, food, and water for significant periods of time, these people become increasingly vulnerable. Compounding this vicious circle of deprivation, and perhaps in part because of it, is the growing threat from terrorist organizations preying upon not only Western targets in the Eastern Africa region, but also upon innocent local populations. In short, extreme poverty, poor public health opportunities, internal political strife, interstate wars, trafficking in small arms, and terrorism fuel a continuous cycle that prevents large swathes of the continent from participating in much of the positive economic momentum that other parts of the world are either beginning to experience or have been enjoying for decades. Inarguably, to begin ameliorating the gruesome challenges, a wide variety of novel and increased human, technical, and financial capacity-building measures will have to be put into place. The most cursory survey of priority issues facing governments of Eastern Africa presented in this report reveals clear opportunities to better leverage and ultimately help realize security and development objectives in the subregion and around the world. With a deeper understanding of regional priorities and an improved focus on security assistance, we find that mutual benefit can equally accrue to security donors and their recipient partners. The goal of this report was to initiate more innovative thinking regarding how the panoply of relevant constituencies can begin to promote more-sustainable engagement by sketching a concept in which the security and development communities, North and South, donors and recipients, can operationalize joint and sustainable activities on the ground.

Determining Boundaries in a Conflicted World by Suzanne Lalonde Pdf

In 1992, when Yugoslavia was on the point of disintegration, the Badinter Commission recommended that the issue of its boundaries be resolved according to the principle of uti possidetis: the internal boundaries dividing the former Yugoslav Republics should automatically become the international boundaries of the new states. Elated by what seemed a clear and workable solution to an impossible problem, the international community proceeded to impose the "binding" principle of uti possidetis on all the parties involved. Relying on the Badinter interpretation of uti possidetis, five experts in international law have assured the Quebec government that in the event of separation from Canada, Quebec could assume legal entitlement under international law of its existing boundaries. In Determining Boundaries in a Conflicted World Suzanne Lalonde examines the origins of the uti possidetis principle, its evolution and colonial roots as well as more recent applications, to determine whether it merits the overriding importance now attributed to it.

International Law and Boundary Disputes in Africa by Gbenga Oduntan Pdf

Africa has experienced a number of territorial disputes over land and maritime boundaries, due in part to its colonial and post-colonial history. This book explores the legal, political, and historical nature of disputes over territory in the African continent, and critiques the content and application of contemporary International law to the resolution of African territorial and border disputes. Drawing on central concepts of public international law such as sovereignty and jurisdiction, and socio-political concepts such as colonialism, ethnicity, nationality and self-determination, this book interrogates the intimate connection that peoples and nations have to territory and the severe disputes these may lead to. Gbenga Oduntan identifies the major principles of law at play in relation to territorial, and boundary disputes, and argues that the predominant use of foreign based adjudicatory mechanisms in attempting to deal with African boundary disputes alienates those institutions and mechanisms from African people and can contribute to the recurrence of conflicts and disputes in and among African territories. He suggests that the understanding and application of multidisciplinary dispute resolution mechanisms and strategies can allow for a more holistic and effective treatment of boundary disputes. As an in depth study into the legal, socio-political and anthropological mechanisms involved in the understanding of territorial boundaries, and a unique synthesis of an African jurisprudence of international boundaries law, this book will be of great use and interest to students, researchers, and practitioners in African and Public International Law, International Relations, and decision-makers in need of better understanding the settlement of disputes over territorial boundaries in both Africa and the wider world.
